SECTION 01510
SAFETY, SECURITY, HEALTH AND ENVIRONMENTAL REQUIREMENTS
ATTACHMENT 4
1. GENERAL: The Contractor shall maintain safe and healthful conditions for all personnel performing, or coming into contact with the performance of, the work required by this contract. The contractor shall also comply with all environmental and energy conservation objectives.
2. EXECUTION
2.1. Safety Program
2.1.1. The Contractor shall organize, maintain, and implement a safety program. The Contractor's management organization shall include administrative, liaison, and technical functions to implement, direct, monitor, control, and allocate resources for these tasks and allied safety efforts with other tasks of the project. As part of a comprehensive safety program, the safety tasks herein shall be accomplished by the Contractor to assure that safety requirements are satisfied.
2.1.2. The Contractor’s safety plan shall document the approach used to satisfy safety requirements. The Contractor's files containing safety and safety related data shall be available for review by the government as deemed necessary by the cognizant Contracting Officer.
2.2. Specific Safety Requirements.
2.2.1. No welding shall be permitted before the Contractor has obtained approval from the base fire marshal/chief. If approval is granted, welding shall be accomplished in accordance with (IAW) applicable safety standards. A trained person shall be used as the Welders Fire Watch while welding or cutting is being performed.
2.2.2. A confined space permit must be submitted to the Fire Department in the method and manner specified in the task order.
2.2.3. Emergencies: In the case of an emergency, the cognizant Contracting
Officer, base fire chief, CE Operations Flight Chief, and Base Safety
Office personnel, or their representative(s), have the authority to order the Contractor to terminate work and clear the area of personnel and equipment. The Contractor shall comply with such an order with all possible speed.

2.3. Mishap/Hazard Investigation
2.3.1. The Contractor shall report promptly by telephone to the c o g n i z a n t
Contracting Officer, all available information relating to each instance of a mishap involving government personnel or property. During weekends, holidays, or after normal Contracting Office duty hours, the Contractor shall notify the installation’s Security Forces.
2.3.2. The Contractor shall immediately secure, and impound any mishap scene, wreckage, and the mishap documentation until released by the investigation safety officer. Such release will be accomplished through the cognizant Contracting Officer.
2.3.3. The Contractor, and all related subcontractors within its control, shall support the Government, as it requires, in any mishap or hazard investigation. This support shall include, but not be limited to, technical assistance as well as access to undelivered internal contractor data.
2.4. Environmental and Energy Conservation Objectives. The contractors will be required to comply with all applicable federal, state, county, local, standards regarding environmental pollution, energy management, and hazardous material compliance. Hazardous material and waste storage will be accomplished in accordance with all applicable Occupational Safety and Health Act (OSHA), Federal, State and local laws and regulations. The known environmental considerations are lead-based paint, asbestos containing products, and the use of a storm water protection plan when applicable. Individual projects will receive appropriate National
Environmental Policy Act (NEPA) and cultural resources review.
2.4.1. The Occupational Safety and Health Act (OSHA). OSHA
requirements will be enforced by each installation’s safety office.
2.5. Security requirements vary by installation and by task order. The contractors will be required to comply with all installation security requirements. The issuing task order level installation will process security clearances for all contractor employees who will require a clearance in accordance with the specifications. The contractors will not be allowed access to information technology equipment on any installation.
2.5.1. Anti-Terrorism. Department of Defense Instruction (DoDI)
2000.16, DoD Anti-terrorism Standards, will be addressed in the
MATOCs and will be tailored to meet any requirements at the task order level for each installation.
