ADDENDA TO 52.212-2, --Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award an Indefinite Delivery Indefinite Quantity (IDIQ) contract based upon the Lowest Priced Technically Acceptable (LPTA) procedure. This IDIQ contract will be Firm Fixed Price (FFP), multiple award to a maximum of three technically capable Service Disabled Veteran Owned Small Business (SDVOSB) firms that provides the LPTA offer for the SpORT requirement. Upon selection, the awarded Offeror(s) will be guaranteed Task Orders (TOs) in the first phase performance period which will meet the minimum order of the IDIQ contract. TOs will be issued for the Phase II period to the awarded IDIQ successful Offeror(s) utilizing the accepted Contract Line Item Number (CLIN) Structure pricing and based on customer need.
(b) All proposals received will be ranked by overall total evaluated price (TEP) and evaluated for technical acceptability starting with the lowest priced proposal. The TEP will be derived by adding the total price for all CLIN Structure (Atch 1 provided in the combined synopsis/solicitation). The lowest priced proposal will then be evaluated for technical acceptability. If the technical rating is “unacceptable”, the technical team will review the next lowest TEP proposal and the process will restart until a maximum of three technically acceptable proposals are determined. Once these proposals are rated as “acceptable” the evaluation process will end and award(s) will be issued. If one technical factor/subfactor is determined unacceptable, the entire proposal is determined to be technically unacceptable. If a proposal is found technically unacceptable, it will be eliminated from further evaluation. The Government reserves the right to enter into interchanges or fact-finding with Offerors. If all proposals are determined to be unacceptable interchanges will be conducted.
The Government reserves the right to award without fact-finding/interchanges. The CO has waived the requirement for Past Performance.
EVALUATION CRITERIA.
The following factors shall be used to evaluate offers:
Factor 1: Technical Approach and Syllabus
Subfactor 1: Personal Readiness (PWS Paragraph 1.4.1) Subfactor 2: Error Reduction (PWS Paragraph 1.4.2) Subfactor 3: Warfighter Mindset (PWS Paragraph 1.4.3)
Factor 2: Price
The following factors shall be used to evaluate offers:
VOLUME I – Technical Proposal
Technical Approach.
The Government will evaluate the Offeror on its entire proposed technical approach for compliance with the Performance Work Statement (PWS). Offerors are required to submit a Syllabus for the baseline requirement. The Syllabus must meet the minimum requirement of the PWS. Offerors not submitting all information in this paragraph will be determined non-responsive.
(NOTE: The Technical Approach and Syllabus cannot be more than 10 one-sided pages. All documents submitted must be no less than 11pt Font, Times New Roman. Page size shall be 8.5 x 11 inches. Pages shall be single spaced. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. The proposal may be submitted in PDF format, and if used, must be formatted to allow the text to be selected (i.e. not as an image). )
EVALUATION FACTOR 1: TECHNICAL APPROACH AND SYLLABUS
Subfactor 1: Personal Readiness (PWS Paragraph 1.4.1)
This requirement is met when the Offeror’s proposal adequately demonstrates the following:
1. Demonstrates a thorough understanding of Time Management and strategies to positively impact operator readiness.
2. Demonstrates a thorough understanding of Physical Readiness and strategies to positively impact operator readiness.
3. Demonstrates a thorough understanding of Psychological Readiness and strategies to positively impact operator readiness.
4. Demonstrates a thorough understanding of Emotional Readiness and strategies to positively impact operator readiness.
Subfactor 2: Error Reduction (PWS Paragraph 1.4.2)
This requirement is met when the Offeror’s proposal adequately demonstrates the following:
1. Demonstrates a thorough understanding of Operational Integrity and strategies to positively impact operator error reduction.
2. Demonstrates a thorough understanding of Debriefing and strategies to positively impact operator error reduction.
3. Demonstrates a thorough understanding of Crewmember Discipline and strategies to positively impact operator error reduction.
4. Demonstrates a thorough understanding of Communication and strategies to positively impact operator error reduction.
5. Demonstrates a thorough understanding of Prioritization and strategies to positively impact operator error reduction.
Subfactor 3: Warfighter Mindset (PWS Paragraph 1.4.3)
This requirement is met when the Offeror’s proposal adequately demonstrates the following:
1. Demonstrates a thorough understanding of Leadership and strategies to positively impact operator warfighter mindset.
2. Demonstrates a thorough understanding of Decision-Making and strategies to positively impact operator warfighter mindset.
3. Demonstrates a thorough understanding of Workplace dynamics and strategies to positively impact operator warfighter mindset.
4. Demonstrates a thorough understanding of Personal Internal Motivation and strategies to positively impact operator warfighter mindset.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
EVALUATION PROCESS:
Step 1: The Government shall rank all offers by price from lowest to highest.
Step 2: Evaluate lowest priced Offeror for technical acceptability. The Government technical evaluation team shall evaluate the technical approach and Syllabus on an acceptable/unacceptable basis, assigning ratings of Acceptable or Unacceptable. Should the lowest priced Offeror be rated “Technically Unacceptable”, evaluation of the next Offeror in order by price will continue until technical acceptability of a maximum of three proposals are obtained. All evaluated Offerors technical approaches and Syllabuses shall be rated in accordance with the following:
Evaluation of the Technical Approach and Syllabus Factors. The Technical Approach and Syllabus evaluation provides an assessment of the Offeror’s capability to satisfy the Government’s requirements. The Technical Approach and Syllabus criteria will receive one of the ratings described in Table 1, as follows:

Technical Ratings Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Volume II - Price.
EVALUATION FACTOR 2: Price
The price evaluation will document the reasonableness and affordability of the proposal total price offered by the contractor. For the purpose of evaluation, and to establish reasonableness and affordability, the Government may compare the Offerors proposal price against the Independent Government Cost Estimate (IGCE), and historical data from previous similar efforts. There is no page limit for this section. The Offeror shall submit the price proposal via email. All files must be uncompressed. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office Word 2013, MS Office Excel 2013, and MS Office Power Point 2013, as applicable. Electronic copies of tables and spreadsheets shall be provided in MS Excel to allow Government evaluation and review of equations. Ensure formulas and clarifying notes used to calculate prices are reflected in the spreadsheets. If files contain links, the links shall be maintained in all revisions.
Pricing Information. All cost or pricing information shall be addressed only in the Price Proposal Volume.
Proposals must include the following price criteria:
Proposal prices shall be fully burdened inclusive of all direct and indirect costs (e.g., profit, fringe benefits, salary, indirect rates, travel etc.). The total of all CLINs will be evaluated for completeness and accuracy, and used for total evaluated price (TEP). Round all prices up to the nearest dollar at the Unit Price. The Government will evaluate offers for award purposes by adding the total price for all CLINS in the CLIN Structure (Atch 1 to the combined synopsis/solicitation).
These prices will be set for the entire periods of performance.
