FA2550-17-R-8004 SpORT RFP

Questions and Answers

1. The government's response to Question #5 indicates that there are additional costs associated with a larger class size other than the instruction material costs. Since the course time doesn't change for a larger class, please identify the requirements that are driving higher costs for the larger class size (for example: is there an instructor to student ratio requirement)

Answer: This is no longer an issue. RFP changed.

2. The Government states in their response to question #4 that the courses will be taught at the discretion of the Government. According to the solicitation, the contractor will be required to develop and instruct the courses. Who is responsible for performing the registrar function (i.e.

registering students, tracking course completion, etc.)

Answer: The Government.

3. For Phase One, if three different companies develop one of the three courses, how does the Government intend to ensure integration and continuity of information across the courses?

Answer: No longer an issue. RFP changed.

4. The note at the bottom of the Attachment 1 to the solicitation states that course creation costs are not to be included in Phase Two.

- Does this statement mean the Government intends to award each CLIN to all awardees in Phase One?

Answer: Yes – up to three vendors will be awarded. However, refer to new ATCH 1 CLIN Structure.

- If not, will the Government be providing completed course creation materials for Phase 2?

Answer: No longer an issue. RFP changed.

5. If the Government provides course creation materials for Phase 2, will the Government assume responsibility for the content of the Phase 2 instruction material?

Answer: No longer an issue. RFP changed.

6. Does the Government intend to perform a down-selection prior to the beginning of Phase 2 (for example: will there be only one contractor for Phase 2)?

Answer: No longer an issue. RFP changed.

7. Does the Government intend to provide an Attachment 1 (CLIN Structure) in Excel?

Answer: Yes. Attached to amendment.

8. In the answers posted from the Draft RFP (question #2), it states "During Phase 1, the development and actual guaranteed courses are to be considered one item, with a cost as one item." However, we don't see a separate CLIN to price the development of curriculum plan/instruction materials. Can you confirm that total cost of training development should be proportionally split between the 15 guaranteed sessions identified in CLINs 0001-0003?

Answer: You are correct. Total cost of training should include development costs.
