About this file

This is a Solicitation, Offer, and Award document (Standard Form 1442) for a Single-Award Task Order Contract (SATOC) for demolition services set aside for 100% Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) under NAICS code 238910 with a $19 million size standard.

The contract covers demolition requirements for government facilities at Space Launch Delta 45 (Patrick Space Force Base) and Cape Canaveral Space Force Station in Florida, with a base year running from September 30, 2026 to September 30, 2027, followed by four one-year option periods through September 30, 2031. The minimum contract value is $2,500 and the maximum is $4,999,999.99. Task orders will be issued individually with pricing based on the Demo IDIQ Price List (Attachment 3), using firm fixed-price arrangements. All unit pricing is considered fully burdened and must comply with specifications, drawings, federal/state/local laws, and technical requirements. The contractor must submit proposals for each task order within ten business days for routine orders or five business days for mission-critical emergencies. Performance bonds are required, with a minimum guarantee of $2,500. Bids are due by September 8, 2026 at 12:00 PM EST via PIEE Solicitation Module, and award is anticipated based on lowest reasonable bid evaluation. The contract incorporates Service Contract Act wage rates and Davis-Bacon Act wage determinations, updated annually with option year exercises.
