About this file

This document is a facility assessment file containing asbestos data archives, facility condition reports, and real property inventory information for Building 49800 (Heavy Equipment Shop) at Cape Canaveral Air Force Station (CCAFS).

Building 49800 is a 5,526 square foot structure constructed in 1959 with a concrete foundation, corrugated metal walls and roof, and six roll-up bay doors, partitioned into three high-bays. The facility was used by SpecPro Environmental Services for storing heavy equipment, vehicles, tools, and chemicals for forestry services and invasive plant control. The Asbestos Data Archive indicates that Room 2 contains friable asbestos-containing materials (ACM) in wall tile covering (144 SF) and fibrous board panels (144 SF), along with non-friable floor mastic (72 SF). Rooms 3, 4, and 5 contain only non-friable ACM in silver paint wall coverings and black expansion joints. Sample testing from 1992 and 2005 across all rooms returned "NAD" (No Asbestos Detected) results with 0% asbestos content. The May 2016 Facility Condition Assessment rated the building in very poor condition with a Building Condition Index of 66 (Red), noting that utilities have been decommissioned and the facility is vacant. Deficiencies identified include roof leaks at various locations, one inoperable roll-up door shifted from its guide, and a compressed air system hose reel leak. Project DBEH111638 scheduled the building for demolition in FY2018, with no active Deferred Scheduled Work orders recommended. The facility is listed as historic and requires real property inventory updates every three years, with the last inventory completed in 2016.

A. Facility Description/Mission:

Constructed in 1959, Facility 49800 (Heavy Equipment Shop) is a 5,526 square foot (SF) building with a concrete foundation, corrugated metal walls and roof, two metal personnel doors, and six roll-up bay doors. The facility is partitioned with metal walls into three high-bays. The facility is used by SpecPro Environmental Services to store heavy equipment, vehicles, tools, and chemicals used to conduct forestry services and invasive plant control at Cape Canaveral Air Force Station (CCAFS). See Figure 1.

Figure 1. 49800 General View

B. Facility Manager Interview:

Kenneth Burkett, Facility Manager, SpecPro Environmental Services – The facility has problems with rainwater intrusion, but currently meets its assigned mission.

C. Facility/Systems Condition Assessment:

AC: The Electrical Power system meets current mission/function requirements.

o General System Description: The low voltage electrical power system consists of standard low voltage power distribution equipment such as panelboards, disconnect switches, emergency lighting, circuit breakers, conduit, wiring, indoor/outdoor lighting, and receptacles.

o Deficiencies Noted: None o Recommendations: None

SR: The Structural system meets current mission/function requirements.

o General System Description: The structure consists of a poured concrete foundation, corrugated metal walls, a corrugated metal roof, metal personnel doors, and six high-bay roll-up doors. The exterior corrugated metal walls and roof are coated with an elastomeric sealant. The roll-up door is secure and does not need to be operational for the current facility mission.

o Deficiencies Noted: One roll-up door has shifted off its vertical guide and is not operational. The roof leaks rainwater at various locations during heavy rainstorms.

o Recommendations: Generate a Direct Scheduled Work (DSW) project to indentify the roof/wall leaks and perform necessary repairs.

WP: The Potable Water system meets current mission/function requirements.

o General System Description: The potable water system consists of potable lateral piping, two eyewash stations, and exterior water spigots.

o Deficiencies Noted: None o Recommendations: None

AI: The Compressed Air system meets current mission/function requirements.

o General System Description: The compressed air system consists of piping, hose reels, a compressor motor, and compressed air tank.

o Deficiencies noted: A hose reel assembly in the west high-bay leaks air.

o Recommendations: Repair hose reel assembly leak.

HT: The Hoist system meets current mission/function requirements.

o General System Description: The hoist system consists of a one and a half ton electric chain hoist located in the center high-bay.

o Deficiencies Noted: None o Recommendations: None

D. Compliance Issues: None

E. Fixed Ladder Inspection Results: No fixed ladders.

F. Other Observations: Two Potable Water (WP) systems are listed in the OMEU.

The shaded areas of the adjacent chart show probabilities of obtaining funding for SRM projects associated with this facility. The upper right shade shows the best chance for funding as probability and consequence of failure measure mission dependency and condition.

The blue diamond represents the position of risk assessment associated with the building relative to funding probabilities.

Ancillary Inspections and Data

Fixed Ladder Status: Asbestos Status:

Not applicable. No installed ladders. Friable asbestos is not present in the building.

Cross-Connection Status:

Not applicable; no water systems installed.

Real Property Inventory Status:

The last real property inventory was accomplished in 2016. The required three-year cycle of historic facilities, places the next inventory for 2019. However, the field assessment inventory does reconcile with the accountable assets recorded in ACES RP. Book-to-Floor/Floor-to-Book validated.

Corrective Actions - Proposed Work Orders/Projects DBEH111638 demolishes the building in 2018. There are no active DSW or planned work orders.

Recommendation: None, facility is programmed for demolition.
