About this file
This is a Questions and Answers document for solicitation FA252126B0003, a Demolition IDIQ contract for the U.S. Air Force. The document addresses 38 clarification questions submitted by prospective offerors regarding the Seed Project (Building 49800 demolition) and the broader Demolition IDIQ specifications.
Seed Project Scope and Pricing: The Seed Project requires demolition of Building 49800, a single-story Quonset-style structure (5,526 SF, approximately 100 ft × 55 ft) constructed in 1959 with a poured concrete foundation and slab-on-grade. The scope is limited to superstructure demolition only; the concrete slab, foundations, grade beams, and footings remain in place to serve as active hardstand. All utilities shall be terminated and capped flush with or below the slab surface. Offerors must base their base bid on zero hazardous materials (ACM, LBP, PCBs), pricing only the required pre-demolition survey line items. No paving, site grading, or foundation removal is required. Building records confirm no underground storage tanks, in-ground lifts, or oil-water separators exist. An existing Ingersoll-Rand air compressor system and 1.5-ton electric chain hoist will become contractor property for salvage offset.
Hazardous Materials and Contract Structure: The Government does not possess a recent pre-demolition hazardous materials survey but notes that a 2016 Facility Condition Assessment confirmed friable asbestos is not present. Following contract award, the contractor will perform comprehensive testing (ACM, LBP, PCBs); confirmed abatement quantities will be incorporated via bilateral contract modification using pre-established unit rates from the pricing sheet. The IDIQ has a maximum contract ceiling of $4,999,999. Seed Project pricing is based on Demo IDIQ pricing, and both must be submitted together. The contractor must provide fully burdened unit rates for all hazardous material abatement, containment, and disposal line items. Lead abatement shall follow OSHA 29 CFR 1926.62 (Lead in Construction Standard); a certified Lead Project Designer or Certified Industrial Hygienist is acceptable for oversight. Superstructure steel coated with lead-based paint or RCRA 8 metals may be demolished intact via mechanical shearing without pre-demolition stripping, provided worker protection standards are met and PCB concentrations do not exceed 50 ppm. A wildlife survey (checking for nesting migratory birds, bats, or protected species) must be conducted two weeks prior to demolition initiation. The Section 106 SHPO historic preservation consultation and clearance remain valid; all required historical mitigation has been completed by the Government with no additional salvage or documentation deliverables required of the contractor.

Seed Project SOW 3.1 - Abatement
The SOW requires the Contractor to perform a pre-demolition hazardous materials survey and subsequently perform complete abatement and disposal of all identified hazardous materials. No existing hazardous materials survey or estimated quantities of ACM, LBP or PCB-containing materials have been provided with the solicitation. Please clarify how Offerors are to price the abatement and disposal portion of work if the quantity of hazardous materials cannot be determined until completion of the required pre-demolition survey. If an allowance is intended, please provide the applicable quantities to be carried by all Offerors to ensure consistent pricing.
Offerors shall prepare and submit their Seed Project base bid assuming no hazardous materials (ACM, LBP, or PCBs) are present, with the exception of pricing the required pre-demolition testing/survey line items (Attachment 3, Division 02 82 1345). Offerors shall provide fully burdened unit rates for all hazardous material abatement, containment, and disposal line items in Attachment 3 (KTR Pricing Sheet).
Following contract award, the Contractor will perform the required pre-demolition survey. If hazardous materials are confirmed, the Government will issue a contract modification incorporating the verified quantities, priced strictly in accordance with the Contractor's established unit rates in Attachment 3.
Seed Project SOW 3.1 - Paving
Kindly provide the limits, required pavment thickness, and approx. quantity of square footage to be carried by all Offerors to ensure consistent pricing as this was not identified in the solicatation drawings or SOW.
Paving is strictly excluded from this project scope. As detailed in SOW Sections 1.0, 3.0, 3.2, and 5.4, the existing concrete slab-on-grade, foundations, and grade beams will remain in place to serve as the active hardstand. No asphalt or concrete paving, resurfacing, or overlays are required or permitted.
SOE Attachment 15, Attachment 2
