STATEMENT OF WORK
Project Number: DBEH 11-1638
Project Title: Demolish Heavy Equipment Shop, B49800
Location: Cape Canaveral Space Force Station, Florida
Date: 30 JUNE 2026 (Revised 21 AUG 2026)
1.0 Introduction and Purpose
This Statement of Work (SOW) defines the requirements for the safe demolition of the facility superstructure and site conversion to an active hardstand of the subject facility located at Cape Canaveral Space Force Station (CCSFS). The primary objective of this project is to eliminate safety hazards, reduce ongoing maintenance costs, and prepare the site for future use by removing the specified obsolete and deteriorated superstructure while preserving the existing slab and foundation for trafficable utility. This SOW encompasses all management, labor, materials, equipment, transportation, and supervision required to execute and complete the work described herein.
2.0 Background
The subject facility is no longer required to support any active mission and has no planned future use. Due to its age and exposure to the highly corrosive coastal environment (UFC 1-200-01, C5 Rating), the structure has significantly deteriorated, posing a safety risk. Demolition has been identified as the most effective course of action.
3.0 Scope of Work
The Contractor shall provide all services necessary to safely demolish the facility superstructure and convert the footprint into an active hardstand. The active hardstand is defined as the retained, repaired, and cleaned existing concrete slab-on-grade. No new asphalt, concrete, or aggregate paving is required or permitted. The work shall primarily involve UFGS Divisions 01 (General Requirements), 02 (Existing Conditions), and 31 (Earthwork). UFGS Division 32 (Exterior Improvements) asphalt paving requirements are excluded.
3.1 Inclusions:
The work shall include, but is not limited to:
• Pre-demolition surveys for hazardous materials, including asbestos, lead-based paint (LBP), and Polychlorinated Biphenyls (PCBs).
• Coordination and acquisition of all required permits, including AF Form 103 (Work Clearance) and burn permits.
• Systematic disconnection, purging, and termination of all utilities (electrical, water, sewer, communications). All utilities and penetrations must be cut and capped flush with or below the slab level.
• Complete and proper abatement and/or disposal of all identified hazardous materials.
• Systematic demolition and removal of the facility superstructure ONLY. The concrete slab-on-grade, foundations, grade beams, footings, and adjoining concrete pads and stairs shall remain.
• Segregation, management, hauling, and proper disposal of all construction and demolition (C&D) debris, including hazardous waste, in accordance with all regulations.
• Site treatment and finishing: The existing concrete slab-on-grade shall remain in place following superstructure removal, converting the footprint into an active, trafficable hardstand. All associated utility services and mechanical/electrical penetrations must be isolated, de-energized, terminated, and capped. Remaining concrete lips, metal protrusions, and conduits must be sheared, ground, or mechanically finished to ensure the footprint is safe for low-speed vehicular traffic and pedestrian foot traffic, eliminating any hazards to pneumatic tires, footwear, personnel, or equipment, in compliance with SLD 45 IFS safety and trafficability standards.
3.2 Exclusions:
This SOW specifically excludes:
• Demolition, excavation, or removal of the concrete slab-on-grade, foundations, footings, grade beams, and piers.
• Paving of the project site with asphalt or any other paving materials.
• Grass, turf, seed, sod, or landscaping restoration.
• Utility cutting and capping at a 5-foot offset boundary outside of the building footprint.
• Creation of new trenches, excavations, or subgrade structural modifications.
4.0 Applicable Documents & Standards
The Contractor shall comply with the latest editions of all federal, state, and local laws, codes, and regulations. Work shall adhere to the following key documents, which form the minimum standard for this project:
• Unified Facilities Criteria (UFC) & Unified Facilities Guide Specifications (UFGS)
• Federal & State Regulations (including 29 CFR 1926, 40 CFR 260-280, and FDEP)
• Space Launch Delta 45 (SLD45) Installation Facilities Standards (IFS)
5.0 Specific Tasks & Requirements
5.1 Project Management:
• Personnel: Provide qualified personnel including an experienced Project Manager, Superintendent, Site Safety and Health Officer (SSHO), and Quality Control (QC) Manager.
• Scheduling: Submit and maintain a project schedule IAW UFGS 01 32 01.00 10.
Coordinate utility outages a minimum of 14 days in advance.
• Submittals: Provide all submittals (e.g., Accident Prevention Plan, HAZMAT inventory on AF Form 3952) IAW UFGS 01 33 00.
5.2 Pre-Demolition & Site Preparation:
• Permitting: Secure an approved AF Form 103, Base Civil Engineering Work Clearance Request, before any ground disturbance.
• Environmental: Conduct a wildlife survey two weeks prior to site work. Prepare and implement a Stormwater Pollution Prevention Plan (SWPPP).
• Hazardous Materials: Conduct comprehensive testing for asbestos, LBP, and PCBs. Abate and handle all materials IAW the SLD45 Hazardous Waste Management Plan (HWMP).
5.3 Demolition & Debris Management:
• Demolition: Execute demolition activities safely, ensuring protection of adjacent facilities. All demolition is strictly restricted to the superstructure above the slab level. Protect the slab-on-grade, foundations, and adjacent sidewalks/stairs from impact or loading damage during demolition operations.
• Waste & Debris: Characterize and segregate all waste. Non-hazardous C&D debris shall be disposed of at a licensed and approved off-base facility. All hazardous waste will be managed by 45 CES/CEIE. Provide monthly records of the weight and volume of all disposed debris.
• Salvage Rights: All salvageable materials (e.g., metal) not specifically designated for government retention shall become the property of the Contractor upon demolition to allow for bid cost offsets.
5.4 Site Restoration:
• The final site condition shall consist of the original concrete slab-on-grade, stairs, ramps, and other grade-level concrete structures preserved in place. The Contractor shall employ demolition techniques that protect these elements from structural damage, displacement, or fracturing. Cosmetic surface marking, scratching, staining, and marring resulting from normal demolition operations are acceptable; no cosmetic resurfacing, painting, or finishing is required. However, the structural integrity of all remaining concrete elements must be preserved. Any major structural damage, broken slab edges, or large holes resulting from the demolition process shall be repaired and filled flush with concrete to match the surrounding surfaces. The objective is to leave the site flat, structurally sound, and trafficable, but not cosmetically perfect.
• Trench Treatment: No new trenches, ditches, or excavations shall be created. Only existing trenches, floor drains, pits, and structural depressions that are already part of the original building footprint and slab structure shall be filled and compacted flush to the surface with clean, well-graded gravel to ensure a flat, safe, and trafficable surface. (Addresses RFIs #13, #14, and #16)**
• Paving and Landscaping Exclusion: Asphalt paving, concrete paving, seeding, sodding, and any other site or landscaping restoration are strictly excluded from this scope. No compaction testing (e.g., 95% standard) is required as there is no earthwork restoration or paving.
