About this file
This document is a calculation template for demonstrating compliance with subcontracting limitations under a federal construction contract.
The document applies to contract FA2521-26-B-0003, titled "DBEH 11-1638 Demo Heavy Equip Shop B49800," assigned NAICS code 238910 (Construction by special trade contractors). In accordance with FAR 52.219-14, the prime contractor, identified as an Economically Disadvantaged Women-Owned Small Business (EDWOSB), must ensure that no more than 75 percent of the government-paid contract amount (excluding material costs) is subcontracted to entities that are not similarly situated. Any further subcontracting by similarly situated entities counts toward the prime contractor's 75 percent limitation.
The calculation template requires contractors to: (1) enter the total contract value for the EDWOSB prime and similarly situated entities; (2) identify all material costs; (3) subtract material costs from total contract value; (4) calculate the total value of non-EDWOSB subcontracted work excluding materials; (5) determine the self-performed work value by subtracting non-EDWOSB costs from the adjusted contract value; and (6) calculate the percentage of self-performed work, which must equal or exceed 25 percent to demonstrate compliance. The completed calculation must be submitted with the proposal and certified by an authorized representative.
