About this file
The document is a detailed framework for a Positive Behavior Supports and Expulsion Prevention Program, which appears to be administered by ADES (Arizona Department of Economic Security). The program is structured across three hierarchical tiers of intervention for addressing behavioral challenges in early childhood settings. The tiered approach begins with a support request submission, followed by staff intake and case assignment, and then progresses through escalating levels of support based on the severity of behavioral concerns.
Each tier represents a different level of intervention intensity. Tier 1 addresses developmentally expected behaviors with low provider frustration, involving information sharing and training recommendations. Tier 2 focuses on more serious behaviors with higher provider frustration, offering short-term technical assistance, inclusion support, and policy compliance guidance. Tier 3 addresses extremely severe behaviors or cases with trauma history, providing specialized Early Childhood Mental Health Consultant support to identify strategies, resources, and referrals to prevent suspension and expulsion while supporting individual child development. The program aims to provide comprehensive behavioral support across various complexity levels in child care settings.
