About this file
This is an award document from the Arizona Department of Economic Security (ADES) Office of Procurement regarding Solicitation BPM007180 for a Positive Behavior Supports and Expulsion Prevention Program (Training). ADES awarded the contract to Southwest Human Development, Inc. on December 1, 2025, for an effective date of January 1, 2026, under Contract Number CTR079728. The solicitation, originally issued on September 16, 2025, with proposals due October 7, 2025, sought a comprehensive training and support program designed to minimize child suspension and expulsion through positive behavior intervention strategies across Arizona's Service Delivery Areas. Key deliverables include developing a tiered support intervention model, creating training curricula, facilitating partnerships, and establishing a communications and outreach plan. The contractor must establish an operational database and case management system within 90 days of contract execution and collect and analyze quantitative and qualitative data to evaluate program effectiveness. The initial contract term is one year with potential extensions.
The award document indicates that five vendors submitted proposals, with AZ Treasured Family Services, Connecting Families of Arizona, Journey Victory, and Myndhack all deemed not susceptible for award as they failed to substantially meet mandatory requirements. The contract is funded through federal Child Care and Development Block Grant (CCDBG) funds with an anticipated annual budget of approximately $1.66 million. The contractor must submit a completed insurance certificate with endorsements meeting ADES Special Terms and Conditions Section 24.2 requirements within ten calendar days and upload certificates to the myCOI tracking portal. No billable work shall commence until the contractor receives purchase authorization and acceptance of insurance requirements from ADES. The contractor, Southwest Human Development, Inc., located at 2850 N 24th Street, Phoenix, Arizona, is led by Chief Executive Officer Ginger Ward and can be contacted at 602-266-5976 or Gward@swhd.org.
