About this file

This is an Executive Summary and Award Determination document issued by the Arizona Department of Economic Security (ADES), Child and Community Service Division, for Request for Proposal (RFP) BPM007180 regarding the Positive Behavior Supports and Expulsion Prevention Program (Training). The solicitation was issued electronically on September 16, 2025, through the Arizona Procurement Portal to 467 prospective suppliers and was formally advertised in the Phoenix Independent. A pre-offer virtual conference was conducted on September 22, 2025. Proposals were due on October 7, 2025, at 3:00 PM Arizona time, with five offerors submitting responses: AZ Treasured Family Services, Connecting Families of Arizona (formerly "Gonzalez"), Journey Victory, Myndhack, and Southwest Human Development Inc. The evaluation committee consisted of three program development specialists and one quality and systems building administrator (non-evaluating). Following initial consensus evaluation on October 22-29, 2025, three offerors were deemed not susceptible for award. Best and Final Offers (BAFO) were requested on November 7, 2025, with submissions due by November 14, 2025. Following BAFO evaluation on November 21, 2025, Southwest Human Development Inc was recommended for award and received final award determination on December 1, 2025. The initial contract term is one year with potential extensions. The program deliverables include developing a tiered support intervention model, creating training curricula, establishing partnerships, and implementing a communications and outreach plan across all service delivery areas, with an operational database and case management system required within 90 days of contract execution.

Evaluation of proposals was conducted using a maximum of 1,150 points across three criteria: Method of Approach (600 points), Experience (500 points), and Cost (50 points). Southwest Human Development Inc achieved a total BAFO score of 575.00 points, compared to AZ Treasured Family Services' 562.50 points, and was determined to be the most advantageous to the State. The anticipated annual budget is approximately $1,660,056, funded through federal Child Care and Development Block Grant (CCDBG) funds. Contractors must complete central registry background checks for all employees and subcontractors providing direct services to children. The program serves multiple county regions across Arizona, including Apache/Navajo counties, and prioritizes providers with active Provider Registration Agreements, those serving Arizona Department of Child Safety children, providers serving children with disabilities, and Quality First program participants.
