1. Situation
a. Marine Corps Air Station (MCAS) Iwakuni has undergone a period of transformation that has resulted in a large increase in resources and capabilities. These factors, combined with MCAS Iwakuni's strategic location within the region have increased our adversaries' interest in the air station. Everything on or within the flightline, port area, and other posted restricted areas requires a more restrictive security posture. The overall objective of this order is to limit access to obtaining valuable photographic information to those that would like to do MCAS Iwakuni harm. Seemingly harmless photos can be put together to gain valuable information. Every individual has a responsibility to report violations of this order and to report suspicious activity to limit the risk to MCAS Iwakuni’s security posture. For this order, photography refers to both still and motion image recording equipment.
b. Per the references, the purpose of this order is to provide guidance and direction for all service members; Status of Forces Agreement (SOFA) civilians, contractors, and dependents; Master Labor Contract (MLC) / Indirect Hire Agreement (IHA) employees, Japan Maritime Self Defense Force (JMSDF), Japan Air Self Defense Force (JASDF), Japan Ground

Self Defense Force (JGSDF); and all other persons with access to MCAS Iwakuni regarding requirements and procedures for photography aboard MCAS Iwakuni.
2. Cancellation. MCASO 3070.2A.
3. Mission. Deny our adversaries a source of photographic intelligence collection by ensuring photos were taken of the flightline, port area, and other posted restricted areas do not release sensitive information.
4. Execution
a. Commander’s Intent and Concept of Operations
(1) Commander’s Intent / End state. To deny unauthorized photographic surveillance of MCAS Iwakuni's flightline, port area, and other posted restricted areas as well as the aircraft and other resources within these areas.
(2) Concept of Operations. Sensitive areas of the air station, specifically, the flightline and port area, per enclosure (2), and other posted restricted areas, per enclosure (3), are designated heightened security areas where photography is prohibited without written permission.
The Commanding Officer (CO) of MCAS Iwakuni, the CO of Marine Aircraft Group 12 (MAG-12), Commander of Carrier Air Wing FIVE (CVW-5), Deputy Commander of CVW-5, and the CO of Fleet Air Wing 31 (FAW-31) will have the authority to authorize official and unofficial photography of areas under their responsibility in support of maintenance procedures and/or unit functions that do not jeopardize the overall security of the air station.
b. Tasks. The CO of MAG-12, Commander of CVW-5, Deputy Commander of CVW-5, and the CO of FAW-31 are given the authority to approve, in writing, official and unofficial photographs of aircraft / equipment, and designated facilities that fall under their area of responsibility, specifically their squadron or unit area and aircraft / equipment only. All approvals shall be submitted to the Station Security Management Office (SMO) for tracking and archival purposes before the execution of the event, per enclosure (5).
The CO of MAG-12, Commander of CVW-5, Deputy Commander of CVW-5, or the CO of FAW-31 who grant written permission will ensure that all applicable service members, civilian employees, contractors, MLC/IHA employees, family members, and guests are briefed and comprehend the contents of this order before granting written permission for each specific event, per appendix A.
Commanders are to ensure personnel understand that everyone has a duty to report any violations of this policy to the MCAS Iwakuni SMO at DSN 253-2027, or via email at MCAS.Iwakuni.SMO@usmc.mil. In all cases, the CO of MAG-12, Commander of CVW-5, Deputy Commander of CVW-5, and the CO of FAW-31 are ultimately responsible for ensuring that photographs approved in their area of responsibility do not disclose prohibited information or areas such as the following (these are not all-inclusive):
(1) Personnel and vehicle entry / exit points on the flightline.
(2) Critical Infrastructure. Examples include main utility lines, communication nodes, force protection structures, fuel farms, magazine storage areas, etc.
(3) Combat Aircraft Loading Area operations or ordnance loading procedures.
(4) Flightline, ramps, taxiways, aircraft parking areas, and other movement areas. The use of close-in photography of the intended object or person to be photographed will assist in avoiding photography that violates this order.
c. Coordinating Instructions
(1) Photography is authorized outside of the flightline and the port area and other posted restricted areas as long as the photographs do not divulge entry and exit points, critical infrastructure, including but not limited to, main utility lines, communication nodes, force protection structures, fuel farms, magazine storage areas, the Combat Aircraft Loading Area, ordnance loading procedures, large areas of the flightline, ramps, taxiways, aircraft parking areas, and other movement areas.
(2) Large events, ceremonies, construction projects, and other events or projects that fall outside of the CO of MAG-12, Commander of CVW-5, Deputy Commander of CVW-5, and the CO of FAW-31 physical or operational area of responsibility, specifically their squadron, or unit area, and their aircraft / equipment will require approval for photography by the CO of MCAS Iwakuni via the SMO and the Communication Strategy and Operations (COMMSTRAT) Office. Requests for large events, ceremonies, construction projects, and other events or projects should be submitted no later than 15 working days before the event, per enclosure (5).
(3) Operation of Unmanned Aerial Systems (commonly referred to as "UAS", "sUAS", "drones", etc.) and Radio-Controlled Aircraft are covered under reference (g); however, the use of these items for photography of any part of MCAS Iwakuni is prohibited without written authorization from the CO of MCAS Iwakuni.
(4) Allowing media agencies to come aboard the installation is prohibited unless those individuals have been coordinated and approved by the MCAS Iwakuni COMMSTRAT Director with concurrence by the CO of MCAS Iwakuni. Flightline access for media agencies and off-base photographers are strictly prohibited without authorization from the CO of MCAS Iwakuni.
Media will be escorted at all times by COMMSTRAT or FAW-31 Public Affairs personnel and briefed on all applicable photo restrictions while on the installation.
(5) Once the CO of MCAS Iwakuni, the CO of MAG-12, Commander of CVW-5, Deputy Commander of CVW-5, or the CO of FAW-31 has granted written permission for photography of a specific event, as previously described, family members may take photos of their family members and friends for their personal use. The use of close-in photography of the intended object or person to be photographed will assist in avoiding photography that violates this policy. If a photograph compromises security, it is not authorized. The CO of MCAS Iwakuni, the CO of MAG-12, Commander of CVW-5, Deputy Commander of CVW-5, or the CO of FAW-31 will ensure that all applicable non-professional photographers are briefed and comprehend the contents of this order before granting written permission for each specific event, per appendix A. Although not mandatory for family members, it is highly recommended appendix A be used to avoid violations of this order.
(6) COMMSTRAT serves as MCAS Iwakuni's designated official repository for accessing visual information for training, historical, archival, and documentation, and support MCAS Iwakuni, MAG-12, CVW-5, and FAW-31. COMMSTRAT Marines are authorized to access the flightline and port area to take official photography. Distribution of those products will be approved and controlled by the CO of MCAS Iwakuni via the COMMSTRAT Officer. Outside of normal working hours, instances of damage, degradation, or other abnormal occurrences on the airfield may require visual documentation for official assessment and/or correction. The Airfield Manager is authorized to direct specific photography in these instances. The Airfield Manager shall notify the COMMSTRAT Officer and the SMO as soon as possible so the images can be vetted.
(7) Restricted Areas outside of the flightline fall under the responsibility of the command that operates those areas and will require the CO of MCAS Iwakuni, the CO of MAG-12, Commander of CVW-5, Deputy Commander of CVW-5, or the CO of FAW-31 to approve photography in these areas in writing, per enclosure (4). These spaces can be identified by the Warning, Restricted Area signs posted on the fence, or entrance to the restricted area. All approvals shall be submitted to the SMO’s office for tracking and archival purposes.
(8) In-car cameras (commonly referred to as “dash-cams”, “insurance cams”, etc.) must be powered off or covered while aboard MCAS Iwakuni.
(9) Photography from taxiing commercial aircraft is prohibited.
The Local Implementation Agreement (LIA) between MCAS Iwakuni, Chugoku Shikoku Defense Bureau, and West Japan Civil Aviation Bureau shall reflect this policy. Per the LIA, passengers must be informed before taxiing for takeoff and before landing that photography of MCAS Iwakuni is prohibited.
Commercial aircraft that are equipped with videotaping equipment must disable their videotaping equipment before taxiing for takeoff and before landing.
(10) The CO of MCAS Iwakuni may grant blanket approval for personal photography in conjunction with special events on the flightline or harbor such as the Friendship Day Airshow based on threat and risk assessments. Procedures for such events will be promulgated in separate correspondence or instruction customized for that event.
5. Administration and Logistics
a. Photography of any kind is not authorized on or of anything within the flightline or port area, per enclosure (2), and other posted restricted areas without the written consent of the CO of MCAS Iwakuni, except as prescribed in this order.
b. Failure to comply with this order may subject service members to adverse administrative action and/or discipline under the Uniform Code of Military Justice.
c. SOFA status personnel, JMSDF, JASDF, JGSDF, MLC, IHA, and other civilian personnel may be subject to adverse administrative action including debarment for failure to comply with this order. In addition, JMSDF Personnel assigned or working on MCAS Iwakuni who violate this policy will be reported to their senior agency for remedial actions.
d. The actions of dependents or guests are the responsibility of the sponsor and escort. The sponsor and escort as well as the dependents and guests can expect to be held accountable for their actions.
e. Contractors and civilians employed by or accompanying the U.S.
Armed Forces in MCAS Iwakuni are not only subject to all applicable federal laws and may also face adverse administrative or criminal actions for violation of this station policy.
f. On-base photography requestors who do not fall under MAG-12, CVW-5, or FAW-31 will coordinate with the SMO at DSN 253-2027, or via email at MCAS.Iwakuni.SMO@usmc.mil.
g. Requests from individuals or agencies that reside off base will be coordinated through the Government and External Affairs Office (GEAO) and COMMSTRAT at DSN 253-5551, commercial 0827-79-5551, or Iwakuni.COMMSTRAT@usmc.mil. GEAO and COMMSTRAT will forward vetted and validated requests to the SMO for final processing/staffing.
h. Contractors who require photography support will have an approved DD-254 signed or proper verbiage in the contract for the protection of military information by the Contract Agency Security Manager or Contracting Officer. Requests must be routed through the SMO at DSN 253-2027 or via email at MCAS.Iwakuni.SMO@usmc.mil.
i. Authorized photographs taken within the flightline, the port area, and other posted restricted areas will be treated as Controlled Unclassified Information and shall not be shared publicly or privately without the written permission of the CO of MCAS Iwakuni, the CO of MAG-12, Commander of CVW-5, Deputy Commander of CVW-5, or the CO of FAW-31, or official release by the MCAS Iwakuni COMMSTRAT Director. This includes but is not limited to unofficial emails, text messages, all forms of social media, and any other means of sharing or reproducing the images.
A copy of all photographs authorized for release in writing and a copy of the release approval letter shall be forwarded to the SMO’s office for tracking and archival purposes. The CO of MCAS Iwakuni, the CO of MAG-12, Commander of CVW-5, Deputy Commander of CVW-5, and the CO of FAW-31 are responsible for the review of all photographs authorized for release and will ensure they do not contain information that could be considered likely to create a risk to the security of MCAS Iwakuni. The release of photographs not authorized in writing may result in adverse administrative action or criminal penalties as outlined in this chapter.
j. Headquarters and Headquarters Squadron Station Airfield Operations personnel (Airfield Operation Officer, Airfield Manager, Assistant Airfield Manager, Airfield Operations Chief, Flight Clearance Section, Wildlife Biologist, and Bird / Wildlife Aircraft Strike Hazard Team) are authorized to take pictures in the airfield environment for Official Business Only. Pictures will consist of damaged pavement, airfield construction violations, airfield violations (grass height, crane usage, and driver's violating guidance from Airfield Vehicle Operator's Course), bird / wildlife flying, species of birds, and bird movement patterns, etc. At no point will Airfield Operations personnel take a photo of any aircraft on the airfield including take-offs and landings.
Photos will be used for work orders, reports, and briefings up to the CO of MCAS Iwakuni.
6. Command and Signal
a. Command. This order applies to all SOFA status personnel, JMSDF, JASDF, JGSDF, MLC, IHA, non-SOFA contractors, and other civilians.
Further, this order is applicable to conduct aboard MCAS Iwakuni and well as conduct committed outside of the installation. Report any violations of this policy to the SMO, DSN 253-2027, or via email at MCAS.Iwakuni.SMO@usmc.mil.
b. Signal. This order is effective date signed.
