This is an evaluation factor document establishing the basis for assessing contractor safety performance on an Indefinite Delivery/Indefinite Quantity (IDIQ) Custodial, Pest Control, and Grounds Maintenance Service Contract at U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan. Safety is designated as Factor 1 in the evaluation and will be assessed through two distinct components: historical mishap data and technical approach documentation.

The historical mishap component requires contractors to submit five years of OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rates and Total Recordable Case (TCR) Rates. The technical approach component requires contractors to describe a viable Safety Management System (SMS) addressing key elements including management and leadership involvement, employee involvement, hazard prevention and control, worksite analysis, and safety and health training, along with benchmarking standards used. Contractors must also document their methodical process for evaluating subcontractor safety performance during selection, present a logical management plan for ensuring accountability to contract safety requirements for themselves and subcontractors, and describe any information obtained from other sources available to the Government that impacted the evaluation. The Safety Advisor to the selection board will assist in obtaining and interpreting safety performance data.

FACTOR 1 SAFETY - BASIS OF EVALUATION (TECHNICAL APPROACH)

Describes a viable SMS that addresses elements; such as Management/Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS;

Describes a methodical process of evaluating subcontractor’s safety performance in their selection process

Describes a logical management plan to hold themselves and their subcontractors accountable for adhering to the safety requirements of the contract.

Describes any information obtained through other sources of information available to the Government and how it impacted the evaluation. The Safety Advisor to the selection board can assist with obtaining and interpreting this data.
