On-Call Transit Consultant Services // Solicitation #BPM007068 // DISCIPLINE 1: TRANSIT PLANNING STUDIES
DISCIPLINE 1: TRANSIT PLANNING STUDIES
Firm Experience CivTech Inc. (CivTech) is an Arizona-based transportation planning and engineering firm dedicated to providing quality transportation services with a special emphasis on transit planning, transportation planning, traffic engineering, and traffic design. For 23 years, we have been providing transportation planning and traffic engineering services on public works and private development projects throughout Arizona. CivTech is a DBE/SBE/WBE certified firm and has a staff of thirty (30) in-house professionals, including planners and engineers.
ADOT’s key programs, studies, and guidelines are essential for the development of rural and urban transportation systems. Programs such as 5311, 5310, and 5307 are crucial programs for supporting rural and urban transit systems. These programs provide funding for operations and capital projects, including vehicle purchase/replacement, planning/design of transit facilities (e.g., transit center, bus stops, etc.), and planning for future transit services, including feasibility studies, site planning for transit centers, short- and long-range transit plans, paratransit/microtransit studies, and ADA studies. ADOT’s larger transit studies provide precedent for large-scale transit planning and services, including the Phoenix-Tucson Intercity Passenger Rail Corridor Study and the Long-Range Transportation Plan.
CivTech has been providing On-Call services to public agencies, including the previous ADOT Rail and Transit On-Call, offering the unique understanding and experience to successfully perform and complete each task assignment.
y Project Initiation—CivTech will coordinate with the “Study Review Team” (SRT) members to refine and finalize the preliminary Scope of Work and Project Management Plan will be developed.
y Public Involvement/Tribal Coordination (throughout project)—CivTech has assembled a qualified team of consultants that provide public involvement services include website building, public involvement materials in English and Spanish, as well as providing tribal coordination.
y Data Collection—CivTech is committed to gathering comprehensive information by utilizing technical reports, maps, field reviews, and on-board surveys.
Conversations with local stakeholders frequently reveal critical insights that can significantly enhance our understanding. Interviews and conversations with stakeholders will allow us to evaluate information and its relevance for our efforts, paving the way for informed decision-making.
y Forecasting Models—CivTech and the project team have extensive experience providing transportation modeling for transit, bike, pedestrian, and vehicle travel. CivTech expertise also includes developing projections for demographics and future land use changes. CivTech utilizes in-house forecasting capabilities using TransCAD. CivTech also provides expertise in market analysis, cost-benefit analysis, and cost projections to understand future transit needs. Our project team has experience with the STOPS model to develop future ridership forecasts.
y Develop Alternatives—Using the data collected alternatives will be prepared to evaluate.
Alternative will look at routing options, headway, route efficiency/cost effectiveness, multimodal infrastructure and safety. CivTech along with our technical team will prepare variations in alternatives and coordinate with the public, stakeholders, and ADOT staff.
y Evaluate Alternatives—Alternatives are typically evaluated in three stages (tiers). Tier 1 involves preliminary screening to identify any fatal flaws.
Tier 2 focuses on a detailed quantitative evaluation that incorporates public feedback. Finally, Tier 3 examines specific operating characteristics, including considerations for environmental justice and detailed cost estimates. A matrix format will be used to compare alternatives based on both quantitative and qualitative criteria.
y Environmental Justice/Environmental Compliance— Our project teams extensive experience with Title VI/Environmental Justice (EJ) will ensure that services and benefits are fairly distributed to all people, regardless of race, national origin, or income, and that they have access to meaningful participation. Our project team is well versed in environmental planning and will provide services for environmental compliance, including experience with NEPA.
y Funding & Implementation Strategies—CivTech stands out by expertly guiding clients in identifying and securing grant opportunities, navigating the competitive landscape with finesse. A deep understanding of ADOT and transit agencies objectives is essential for tapping into the right funding sources. By establishing clear, measurable goals for each phase of implementation, we ensure that projects achieve their intended benefits while recognizing that strong policy frameworks and strategic funding allocation are pivotal for successful outcomes.
y Recommendations—Project specific recommendations based on the outcome of the alternative’s evaluation process will be presented to the public, stakeholders, and ADOT staff. Finalizing recommendations will be a collaborative effort to ensure project success.
y Documentation for the Project—Documentation may include a range of items including the following:
- Working papers or Technical Memorandums
- Route/Network Alternatives Exhibits
- Alternatives Analysis & Draft Recommendations
- Funding Evaluations
- Draft & Final Report(s)
- Executive Summary(s)
For the Bullhead Short- and Long-Range Transit Plan our project team evaluated an opportunity to convert a fixed route service to an on-demand service. As the project progressed, the needs of our client were changing and led to the implementation of an on-demand service prior to the plan’s completion.
