About this file
This is a pricing sheet attachment for the Arizona Department of Transportation's (ADOT) On Call Transit Consultant Services procurement (BPM007068), which establishes an on-call consulting contract for multimodal transit services. The procurement will support six primary disciplines including Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Services will be delivered on an as-needed basis through individual task assignments over a twelve-month initial contract term with potential extensions up to forty-eight months total. Proposals are due by September 10, 2025, and the contract will support various transit-related entities, particularly focusing on rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities.
The pricing sheet establishes not-to-exceed, fully burdened hourly rates across eight contract roles: Principal ($273.00), Senior Advisor ($250.00), Senior Planner ($150.00), Planner ($125.00), Assistant Planner ($105.00), Graphics/Art/Multimedia ($105.00), and Administrative Support ($90.00), with estimated total hours of 7,700 resulting in a total pricing sheet value of $976,800.00. Rates are quoted on a not-to-exceed basis and will be applied competitively to individual project budgets based on the specific staff levels assigned. Awards will typically be structured as not-to-exceed prices for specific projects or fixed prices by deliverable or task, with other direct costs and travel reimbursed at actual cost per State Accounting Principles. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305, with a 0.00% Disadvantaged Business Enterprise (DBE) goal, though DBE participation is encouraged. All project-level quotes are subject to negotiation based on individual task assignment requirements.

Rates quoted shall be not-to-exceed, fully burdened rates, and shall reflect the highest rate for any level of position for the role. The hours reflected in this table is based on an estimate only and does not represent any guarantee of work or projects. Pricing per hour will be used as not-to-exceed rates by the contractor in completing a specific project budget / quote. Project budgets shall be quoted with competitve rates relevant to the level of staff being recommended for perform on a project. For example, if two levels of an "analyst" are required for a particular work project, it would be expected that two different prices would be quoted on that project budget, and the highest could not exceed the awarded rate for that role. Though it is possible to award a time-and-materials contract in special circumstances permissible under federal funding, the contractor should not expect such an award for a project. Instead, the contractor's budget / quote will be normally be awarded as a not-to-exceed price established for the project, or as a fixed price by deliverable or task; except that other direct costs and travel must be reimbursed at actual per State Accounting Principles. The method of award will be identified in the task assignment / request for project quote document that explains a specific scope of work. All project-level quote shall be subject to negotiation.
