About this file
This is a Key Personnel Bios document submitted by AECOM as part of its proposal response to the Arizona Department of Transportation (ADOT) for On Call Transit Consultant Services under solicitation number BPM007068. The document presents AECOM's qualifications for Discipline 2: Transit Planning Tasks, highlighting the firm's national recognition as a top transportation planning and engineering consultant and its substantial local presence with approximately 200 staff in Arizona. AECOM's proposed team includes Discipline Project Manager Tyler Besch and Additional Discipline PM Andrew Ittigson, with key personnel demonstrating expertise across multiple transit planning competencies including estimating transit needs, transit operations planning, comprehensive operational analysis, transit improvement plans, capital needs and operational efficiency studies, transit modeling, marketing analysis and product development, and pre-engineering and NEPA services. The document provides detailed qualifications for key staff members including Estella Hollander, who holds a Master of Urban Planning from Aalborg University and a Bachelor of Urban and Regional Planning from Northern Arizona University with nine years of relevant experience in estimating transit needs and related planning functions.
The contract opportunity itself, as referenced in the solicitation summary, is structured as an on-call services arrangement over a twelve-month initial term with potential extension to forty-eight months total, funded through FTA Sections 5311, 5310, and 5305 federal transit programs. Compensation is based on hourly rates for actual work performed, with specific task assignments to detail scope of work, deliverables, and performance metrics. The procurement establishes a 0.00% Disadvantaged Business Enterprise contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities, with proposals due by September 10, 2025. The multi-contract approach allows ADOT flexibility in accessing specialized transit consulting services for diverse needs across Arizona, with particular focus on rural and small urban transit services and transportation for elderly and disabled populations.
