ADOT COG/MPO MANUAL UPDATE |

Phoenix, AZ AECOM collaborated with Metropolitan Planning Organization (MPO) and Council of Government (COG) partners and the Arizona Department of Transportation (ADOT) MPD regional planning team on numerous regional transportation plans, corridor plans, and strategic planning activities across Arizona. The project team understands need for clear, up-to-date, and transparent coordination between ADOT and MPOs/COGs to plan, program, fund, and implement improvements across the state’s critical transportation corridors. Updating the MPO & COG Guidelines and Procedures Manual (MPO/COG Manual) is an essential process to streamline and standardize practices and communication, prepare for changing funding environments, and remain up-to-date on changes to federal policies impacting planning activities. AECOM has delivered an updated statewide MPO/COG Manual that prioritizes stakeholder engagement between ADOT MPD, MPO and COG partners, as well as ADOT District and supportive technical staff with updated guidelines that help guide the respective levels of representation to serve member agencies and community members with long-term improved transportation performance.

NEW YORK METROPOLITAN

REGIONAL MOBILITY

MANAGEMENT FEASIBILITY STUDY,

MASSACHUSETTS DEPARTMENT OF

TRANSPORTATION | Statewide, MA Building upon the recommendations from the Coordinated Public Transit Human Services Transportation Plan for the Commonwealth of Massachusetts, the Massachusetts Department of Transportation (MassDOT) investigated the feasibility of a network of Regional Mobility Managers across the state. AECOM supported MassDOT by:

•Providing technical expertise
•Conducting national best practices research
•Interviewing other states that already have systems of

regional mobility managers, or who are presently setting up networks

• Leading discussions with at least 75 in-state stakeholders to understand the viability of and potential functionality of a network of regional mobility managers, including:

•Transit service providers (15)
•Regional Planning Agencies (13)
•Regional Coordinating Councils (19)
•Independent Living Centers (at least 5)
•Aging Service Access Points or Area Agencies on

Aging (at least 5)

• Councils on Aging (at least 5)

• Conducting topic-specific focus groups to understand the highest priority mobility needs that a statewide network of regional mobility managers could help to meet (one focus group has been conducted with the Massachusetts Healthy Aging Collaborative)

• Collecting additional stakeholder feedback via a dedicated email account and online survey

Using the results of the research and the interviews, focus group, and other feedback, a feasibility/functionality determination was made. Feasibility was confirmed and a path forward was mapped out, including functions and an implementation plan. MassDOT used the recommended Regional Mobility Management Network Plan to apply for an Innovative Coordinated Access and Mobility Grant in 2024 and was awarded funding.

MassDOT is implementing the Regional Mobility Management Plan in 2025 and also working with AECOM to further buildout the related RideMatch program that provides Commonwealth residents with a one-stop access point to learn about available transportation resources.

SOUTHEAST MICHIGAN

COORDINATED PUBLIC TRANSIT –

HUMAN SERVICES TRANSPORTATION

PLAN | Metropolitan Detroit, MI

The Regional Transit Authority of Southeast Michigan (RTA) covers a 4-county region of the state, including the City of Detroit. The RTA partners with transit providers, communities, companies and citizens to create a vision for public transit and bring that vision to life. The RTA explores new strategies for improving transit coverage and service, secures and oversees funding programs and works to increase accessibility to transit offerings. Through an on-call contract with the RTA, AECOM developed a Coordinated Public Transit – Human Services Transportation Plan for the region and supported the RTA in evaluating and deploying the agency’s Call for Projects for the distribution of current and future Federal Transit Administration (FTA) Section 5310 funds.

Re-branded as the Mobility 4 All (M4A) Plan, the development of the coordinated plan for the region was guided by a Technical Working Group comprised of regional stakeholders. The plan focuses on how well existing human service transportation options match the needs of the region’s residents, particularly the plan’s target populations of older adults, people with disabilities, and individuals with limited incomes. The plan also considers improvements to coordination and collaboration across human service organizations and transportation providers.

The final M4A Plan provides a summary of the technical analyses completed, including examining existing conditions of the region, available funding mechanisms that support transportation services, and user travel patterns. Concurrent to the technical analyses, the study team conducted an extensive community engagement effort, reaching out to both current and potential riders to better understand the way people travel through the region and to identify any unmet needs.

Using these findings, a series of goals and recommendations that will guide improvements to the delivery of human service transportation services over the next five years was developed. The proposed improvements help to address identified gaps in current services, achieve efficiencies in service delivery, and streamline mobility throughout the region. The recommendations are intended to prioritize transportation services and projects for funding and implementation under the Section 5310 program for the Detroit and Ann Arbor urbanized areas (UZAs).

MONTANA STATEWIDE RURAL

TRANSIT NEEDS STUDY | Statewide, MT AECOM was retained by the Montana Department of Transportation (MDT) to conduct a Statewide Rural Transit Needs Study to:

•Evaluate Montana’s mobility options
•Assess unmet transit needs in rural areas with limited

access to healthcare, employment, and other essential daily services

• Identify recommendations to improve and expand transportation service delivery and access for rural Montana residents

• Provide a launching point for additional studies, strategies, and improvements

The team conducted a transportation provider survey, eight coordination workshops, and walked MDT through a scenario planning workshop to identify rural transit needs across the state. The team summarized these findings into a Report on Needs:

• Transportation mobility challenges among vulnerable populations:

• Limited physical mobility, lacking personal vehicles, inability to afford fares, etc.

• Challenges associated with statewide geographic isolation and

•Low-density population distribution:
•Long and inefficient trips, limited inter-provider

coordination and transit connections, higher cost per trip and logistical complexity

• Population growth creates higher demand for connecting services and resources

• Challenges associated with driver shortages and intense workforce competition:

• Qualified driver recruitment and retention difficulties, limited ability to sustain or grow transit services

•Coordination barriers between rural and urban providers
•Outdated or incompatible scheduling software limits

agencies’ ability to coordinate and optimize services

• Limited outreach capacity and low public awareness constrain ridership and reduce the efficiency of service Building on the Report on Needs, the team then worked to develop Implementation Strategies to focus on:

•Strengthening partnerships
•Supporting the workforce
•Improving access to reliable vehicles and technology
•Building capacity

Including mobility management; development of communications and marketing materials and resources;

increased training, coordination, and knowledge sharing; and methods to build capacity.
