About this file
This document is a staff biographies file for Discipline 6 (Coordination and Mobility Management Projects) submitted by Jacobs Engineering in response to the Arizona Department of Transportation's (ADOT) On Call Transit Consultant Services Request for Proposal (BPM007068). The proposal submission outlines a multidisciplinary team of 13 professionals with expertise spanning transit coordination, agency stakeholder coordination, mobility management program development, transportation demand management, and human services transportation coordination. The team composition demonstrates specialized capabilities across transit planning studies, operations planning, strategic planning, and coordination projects. The contract solicitation (BPM007068) requires proposals by September 10, 2025, with the selected contractor(s) to support ADOT's multimodal transit consulting needs on an as-needed basis over an initial twelve-month period with potential extension to forty-eight months total.
The Jacobs team includes additional subject matter experts such as Philip LaCombe (13 years in multi-modal transportation planning), Seth Torma (25 years in multimodal transportation specialization), Stuart Campbell (26 years of statewide agency and transit provider experience), and Jane Sullivan (expertise in grant writing and FTA funding programs including Buses and Bus Facilities and Low or No Emission Vehicle grants). Specialized support staff include Debi Bohnet (24 years of public involvement and stakeholder communication in southern Nevada transportation), Christiane Quintans (10+ years in planning and GIS database management), Ximena Atterbury (20 years in urban planning and transit-oriented community design), and Brad Olbert (49 years of ADOT roadway experience serving as Quality Assurance/Quality Control lead). The contract will be funded through federal transit programs including FTA Sections 5311, 5310, and 5305, with reimbursement based on hourly rates for actual work performed. The solicitation establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged, and eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities.
