About this file
This is a Pricing Sheet for On Call Transit Consulting Services (Contract BPM007068) issued by the Arizona Department of Transportation (ADOT). The procurement establishes an on-call contract structure to provide multimodal transit consulting services across multiple disciplines, including transit planning studies, transit operations planning, strategic planning, and mobility management projects. Services will be delivered on an as-needed basis through individual task assignments over an initial twelve-month contract term with potential extension up to forty-eight months total. The RFP solicitation closed on September 10, 2025, with federal funding available through FTA Sections 5311, 5310, and 5305 programs. Work will be performed for rural and small urban transit services, transportation for elderly and disabled populations, and various transit planning initiatives across Arizona, with deliverables and performance measures specified in individual task assignments.
The pricing sheet establishes hourly rates for thirteen contract roles ranging from $90 to $273 per hour on a not-to-exceed, fully burdened basis. Estimated total hours across all roles is 10,360, with an aggregate estimated value of $964,600. Key roles include Planner at $125/hour (2,000 hours), Project Manager at $150/hour (2,000 hours), and Principal at $273/hour (500 hours), while several positions including Consultant, Developer, GIS/Technical, and Operations Manager are priced at $0 pending final negotiation. The contract operates on a project-by-project basis with individual task assignments establishing not-to-exceed prices, fixed prices by deliverable or task, or in special circumstances, time-and-materials arrangements. Other direct costs and travel are reimbursed at actual cost per State Accounting Principles. Project-level quotes are subject to negotiation, and contractors should expect fixed or task-based pricing rather than open-ended time-and-materials arrangements. A 0.00% Disadvantaged Business Enterprise (DBE) contract goal applies, though DBE participation is encouraged.

Rates quoted shall be not-to-exceed, fully burdened rates, and shall reflect the highest rate for any level of position for the role. The hours reflected in this table is based on an estimate only and does not represent any guarantee of work or projects. Pricing per hour will be used as not-to-exceed rates by the contractor in completing a specific project budget / quote. Project budgets shall be quoted with competitve rates relevant to the level of staff being recommended for perform on a project. For example, if two levels of an "analyst" are required for a particular work project, it would be expected that two different prices would be quoted on that project budget, and the highest could not exceed the awarded rate for that role. Though it is possible to award a time-and-materials contract in special circumstances permissible under federal funding, the contractor should not expect such an award for a project. Instead, the contractor's budget / quote will be normally be awarded as a not-to-exceed price established for the project, or as a fixed price by deliverable or task; except that other direct costs and travel must be reimbursed at actual per State Accounting Principles. The method of award will be identified in the task assignment / request for project quote document that explains a specific scope of work. All project-level quote shall be subject to negotiation.
