About this file
This is an evaluation document from the Arizona Department of Transportation (ADOT) regarding solicitation BPM007068 for On Call Transit Consultant Services. The procurement seeks multiple on-call contracts for transit consulting services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Electronic notification of the solicitation was distributed on August 7, 2025, to 104 prospective suppliers registered on the Arizona Procurement Portal for Transit Analysis services. A pre-offer conference was held virtually on August 20, 2025, with attendance from 10 Department representatives and 24 people representing 16 suppliers. The evaluation committee, comprised of Tina Munoz, Jesse Zargoza, and Jill Dusenberry from ADOT with Sally Palmer serving as a non-voting technical expert, concluded evaluations on November 12, 2025. Mapsol Geo Inc. was determined not susceptible for award.
The document indicates that contractors will provide services on an as-needed basis through individual task assignments over a twelve-month initial contract term with potential extension up to forty-eight months total. Reimbursement will be based on hourly rates for actual work performed, with task-specific assignments detailing scopes of work, deliverables, and performance metrics. The procurement establishes a 0.00% Disadvantaged Business Enterprise contract goal, though DBE participation is encouraged. Funding will be provided through federal transit programs including FTA Sections 5311, 5310, and 5305. The procurement was designed as a multi-term contract to encourage competition and serve the State's best interests based on analysis of agency spend and usage reports demonstrating reasonable and continuing requirements.
