About this file
This document is a Best and Final Offer (BAFO) response from RLS & Associates, Inc. to the Arizona Department of Transportation (ADOT) regarding solicitation BPM007068 for On Call Transit Consulting Services. RLS & Associates submitted this response during the negotiation period following the initial proposal submission, indicating the company's willingness to revise terms in pursuit of contract award. The underlying solicitation seeks multiple on-call contracts for multimodal transit consulting services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Work will be performed on an as-needed basis through individual task assignments over an initial twelve-month contract term with potential extension up to forty-eight months total. The original proposal deadline was September 10, 2025, and ADOT conducted a formal negotiation period with selected firms, of which RLS & Associates was one.
In its BAFO response, RLS & Associates indicated that it had submitted adjusted pricing reflecting hourly rate reductions across multiple disciplines and provided updated organizational information and discipline-specific staffing details during the negotiation period. The company requested that ADOT consider the revisions previously submitted in response to the negotiation invitation as its official BAFO, rather than submitting an entirely new document. The contract will be funded through federal transit programs including FTA Sections 5311, 5310, and 5305, with reimbursement based on hourly rates for actual work performed. ADOT established a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. The procurement targets eligible respondents including federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities, with particular focus on rural and small urban transit services and transportation for elderly and disabled populations.

RE: RLS & Associates, Inc. Response to Invitation for Best and Final Offer
Ms. Greene, Thank you for the opportunity to respond to the invitation to submit a Best and Final Offer (BAFO) for RLS’ proposal for BPM007068 – On Call Transit Consulting Services. During the negotiation period, RLS carefully considered its hourly rates and submitted an adjusted pricing sheet to reflect changes in hourly rates, including several rate reductions. RLS also provided updated information for the disciplines and organizational charts during the negotiation period.
We appreciate the opportunity to consider our BAFO, and we would like to maintain that the revisions submitted in response to the invitation to negotiate are also our BAFO. Please let us know if you have any questions or concerns.
Respectfully Submitted, Robbie L. Sarles President RLS & Associates, Inc.
