Fort Clinch State Park Dump Station Relocation & Lift Station Rehabilitation
CN214‐TA38
Subtask 1a: Site Specific Survey, Utility Designation, & Data Collection Description: Southeastern Surveying (SE) will provide site specific topographical survey for existing lift stations #2 & #3 within the campground, the existing dump station, and the proposed dump station site to meet the Standards of Practice as prescribed by the Florida Board of Professional Land Surveyors in Chapter 5J‐17 FAC, Section 472.027 of the Florida Statutes. The survey will include the following:
Locate all improvements and utilities, as evidenced by above ground features or if designated and marked by the Utility Owners, their designated representative, or a contracted service at the original time of field visit.
Obtain spot elevations on natural ground and existing improvements suitable for interpolation of one‐foot contours to be shown on the final drawing
Establish a minimum of two (2) site benchmarks
Topographic coverage will be limited to PS #2, PS #3 / RV Dump Station, and the proposed RV Dump Station area adjacent to the existing dumpster area
Locate trees 5‐inch diameter and larger measured at breast height (DBH).
SE will additionally provide Quality Level – B subsurface utility designation/marking of water and sewer mains at connection or tap locations using electronic equipment and ground penetrating radar (GPR). This includes horizontally field marking (paint & flags) all public subsurface utility mains found excluding service lines, gravity sewer lines and irrigation. These marked utilities will be picked up by the topographic survey elements. SE will certify that the surface designation is within two (2) feet of the true underground position of the utility relative to the mark as shown on the surface in accordance with the plans provided and the reasonable efforts conducted to locate the utilities as outlined above.

Subtask 1b: Lead and Asbestos Testing Description: GLE will perform a renovation asbestos survey for asbestos‐containing materials (ACM) in existing lift station / equipment and RV dump station that may be scheduled for demolition which will generally consist of the following items.
1. Visual observations of friable and non‐friable ACM
2. Physical assessment of suspected friable materials
3. Bulk sampling
4. Laboratory analysis
5. Written report documenting findings, recommendations, and conclusions
All testing to comply with current National Emissions Standards for Hazardous Air Pollutants (NESHAP) and Occupational Safety & Health Administration (OSHA) regulations. Upon completion of the above‐referenced survey, GLE will issue a final report summarizing the results of the survey, and will identify the location, quantity, and accessibility of the materials sampled and determined to contain asbestos. Our reports will include recommendations and conclusions for dealing with any asbestos determined to be present.
GLE will perform a lead paint survey of the painted components of each structure that may be impacted by the scheduled renovation. Representative paint chip samples will be obtained for lead identification by atomic absorption spectroscopy (AAS). This method of analysis is recommended by the EPA.
A lead paint survey report will be generated indicating paint sample locations and analytical results of the survey. The report will satisfy OSHA requirements for lead paint surveys and may be used as the basis for future renovation activities.

Subtask 1c: On‐Site Project Review Description: George & Associates, Consulting Engineers, Inc. (G&A) will make a site visit along with the electrical engineer, McGinniss & Fleming Engineering, Inc. (MFE) to review the survey and existing conditions.
Pump station numbering designations are based off the BDC provided plans Sanitary Sewer Collection / Transmission Systems. Currently pump station #2 (PS #2) serves the bathhouse within the campground. PS #2 pumps directly to pump station #3 (PS #3) which is located at the RV dump station. The force main exiting PS #3 flows to a manhole outside the park on North 14th Street (south of White Street), approximately 1.36 miles away. There are several more pump stations that are manifolded or tied into the forcemain that pumps from PS #3 to the manhole outside the park.
The intent will be to retro‐fit PS #2 with the pumps from PS #3 (at the dump station) so that PS #3 and the RV dump station can be completely removed. The field review will consist verification of wet‐well diameter, confirmation of electrical demands, pump station draw‐ down testing, identifying if internal wet‐well piping will need to be replaced, and confirming the existing forcemain route. The potential for swapping existing electrical equipment will be reviewed, as well as reviewing the available electrical service connection for the proposed Dump Station Pump Station.

Engineering services includes the hydraulic analysis/modeling of the proposed sanitary sewer force main system improvements. We propose to use the program SewerCAD in order to model the existing system. This will allow running of multiple different scenarios to verify sufficient operation of rehabilitated pump station #2 along with the proposed pump station, and all the existing pump stations manifolded into the system.
The new dump station and the construction documents are anticipated to include seven plan sheets including cover, general notes, existing conditions/demolition/erosion & sedimentation control, site/grading, and details sheets.
MFE will provide Electrical Engineering Design to include the following: electrical symbology and notes, electrical sitework, demolition/reuse plans, preliminary power one line, load calculations, control scope and description. Plan sheets to include an electrical site plan and electrical details.
A preliminary cost estimate based off the quantities in the construction documents with unit prices will be submitted as part of the plans package.
