Subtask 2a: DHR Coordination

Description: George & Associates, Consulting Engineers, Inc. (G&A) in coordination with PaleoWest will coordinate with DHR for the proposed work. PaleoWest understands that the Florida Department of

Environmental Protection (DEP) intends to construct mountain bike trails and campground facilities on and around the Florida Caverns Golf Course.

The State Historic Preservation Officer (SHPO) has determined that the Florida Caverns Golf Course, a designed historic landscape recorded as 8JA01777, is eligible for listing in the National Register of

Historic Places (NRHP) under Criterion A (pattern of events or a historic trend that made a significant contribution to the development of a community) and Criteria C (design and construction). The golf course is also listed as a partner course on the Florida Historic Golf Trail. Additionally, the project footprint intersects three previously recorded archaeological sites that have not been evaluated for listing in the NRHP (JA00058, JA01753, and JA00092).

In a letter dated April 4, 2019, the SHPO determined that the proposed undertaking would have an adverse effect on the Florida Caverns Golf Course and developed a plan to mitigate the adverse effect.

PaleoWest’s work plan is designed to conform with the mitigation proposal of DHR and satisfy the requirements of Chapter 1A‐46 of the Florida Administrative Code (F.A.C.), and Chapter 267, Florida

Statutes.

The work plan is proposed to begin with PaleoWest coordinating with DHR to determine the appropriate level of effort and documentation required to resolve the adverse effect of the proposed construction. This initial coordination will help determine if a Case Study report is required, or if sufficient information has been gathered to date for the work. Additional consultation with DHR is anticipated throughout the project to identify mitigation measures that will resolve the adverse effect.
