Subtask 1B – Geotechnical Services
Description: Wood will conduct geotechnical services within the project area for the design phase of the project. Geotechnical services will be obtained as described below.
Subsurface Exploration Scope:
• Prior to the start of drilling activities, Wood personnel will perform a site walk. Final locations for the proposed borings will be selected and marked in the field and existing utilities that are visually identifiable will be noted. A handheld GPS unit will be utilized to locate each boring location. We assume that no clearing will be required to access the boring locations using drilling equipment.
• Wood will perform five (5) soil test borings at the site of which three (3) will be advanced in cut/fill areas to a depth of 10 ft below the ground surface (bgs) or auger refusal (whichever occurs first) and two (2) will be performed to a depth of 30 ft bgs or auger refusal (whichever occurs first) within the proposed building footprint to identify the subsurface conditions. Approximate locations of proposed soil borings are shown below in Figure 1.
• Wood will subcontract a qualified driller and organize the subsurface exploration. Wood field personnel and FDEP personnel will be present during the subsurface exploration to monitor and direct the subcontractor, collect quality samples, and provide an accurate representation of the subsurface conditions.
• The borings will be advanced using a truck- or adverse-terrain-mounted drill rig (ATV rig) and utilizing mud rotary techniques.
• Soil sampling and field classification will be in general accordance with ASTM D 2488.
• During the advancement of the augers, the overlying soil strata will be sampled by Standard
Penetration Tests (SPT) utilizing a split-spoon sampler in general accordance with ASTM D 1586.
The borings will be continuously sampled within the upper 10 ft of the soil profile, then sampled at 5-ft intervals, thereafter.
• Water levels will be checked in the boreholes and recorded upon completion of drilling.
• All boreholes will be tremie grouted upon completion of drilling.
• The public utility locators in the area will be contacted via the Sunshine 811 system a minimum of
72 hours prior to beginning any ground disturbance.
• Soil samples recovered during our site exploration will be transported to our local office where they will be reviewed and visually classified by a geotechnical engineer/geologist.
TAXX – Fort Mose Reconstruction Project Page 5

TAXX – Fort Mose Reconstruction Project Page 17
• Wood scientists will conduct a desktop analysis of the project area to identify wetland boundaries and list species occurrences and habitats within the project limits. Typical sources reviewed for the project area may include, but not be limited to, U.S. Fish and Wildlife Service (USFWS) National Wetland Inventory (NWI) data/maps; soil surveys from the U.S. Department of Agriculture-Natural Resources Conservation Service (NRCS); U.S. Geological Survey (USGS) topographic maps; current and historical aerial photography; Florida Land Use, Cover and Forms Classification System (FLUCCS), Florida Natural Areas Inventory (FNAI) mapped land uses, Florida Fish and Wildlife Conservation Commission (FWC), and U.S. Fish and Wildlife Service (USFWS).
• Wood will conduct an ecological site evaluation, which will include delineation of the limits of wetlands and surface in the areas to be disturbed by the proposed construction, in accordance with the Routine On-Site Wetland Determination method as described by the 1987 United States Army Corps of Engineers (USACE) “Corps of Engineers Wetlands Delineation Manual” and the Florida wetland delineation method, “Delineation of the Landward Extent of Wetlands and Surface Waters” (Chapter 62-340). The boundary of the wetland will be marked in the field with labeled field flagging and/or pin flags, and these points will be documented with a handheld Global Positioning System (GPS) unit with submeter accuracy. Field observations will also be documented in field notes, field forms, and digital photographs. Concurrent with wetland delineation, Wood scientists will look for evidence of state and federally protected species or their habitats and include all observations or lack thereof in the ecological report.
• Wood scientists will identify the wetland Seasonal High-Water Lines (SHWL), as applicable, within the project area in wetlands to be disturbed.
• Wood will prepare an Ecological Report detailing the site findings and wetland and surface water delineations, and evidence or lack thereof of state and federally protected species or their habitats as noted during the site visit. The Ecological Report will also include a quantification of proposed impacts on wetlands, surface waters, trees, and protected species. Wood will provide recommendations for avoidance, minimizations, and mitigations, as appropriate.
• Concurrent with wetland field evaluation, Wood scientists will perform a pedestrian survey of the project site to identify evidence of state and federally protected species or their habitats.
Observations, or lack thereof, will be included in the ecological report.
• Wood will meet with the WMD and USACE onsite to confirm the wetland evaluation as needed.
This will be scheduled as a single site visit.
• This task does not include species-specific surveys.
Deliverable: The deliverable will include an electronic Adobe Acrobat (.pdf) copy of the ecological report which will include the UMAM analysis, wetland and surface water delineations with wetland SHWLs, and a description of the results of the protected species observations, to be delivered to the BDC project manager.

Subtask 3G - Permit Preparation and Response to Request for Additional Information
Description: Permit package(s) will be prepared and submitted by Wood to the appropriate regulatory agencies. This includes an SJRWMD ERP, as appropriate, and any other environmental permit that will be required prior to construction. It is assumed that a USACE 404 permit application is not needed. It is understood that the contractor will apply for the local building permit. Documents to be included are:
• Stormwater calculations for pre and post-development, including floodplain compensation calculations.
• Ecological report outlining potential impacts associated with the project.
• Permit figures.
• 60% Design plans signed and sealed by a Florida Licensed and Registered Professional Engineer.
Upon completion of the 60% Design Plans, Wood will submit the permit application package to BDC for review and signatures. Upon obtaining signatures, Wood will submit the permit package to the appropriate permitting agency(s). Wood will respond to Requests for Additional Information (RAIs) from each regulatory/permitting agency. Generally, this is understood to be a response to one RAI for each agency, however, Wood will communicate as needed with the agencies to ensure a timely permit process with limited questions and RAIs.
Wood assumes this project will qualify for a permit exemption, in which case the only permit application fee to SJRWMD would be a $100 fee for a permit exemption verification. This assumption, among other things, is based on a total proposed impervious or semi-impervious surface area of less than 9,000 square feet. Noticing the permit has not been included, but can be added for an additional fee. Wood does not anticipate any wetland impacts, therefore costing for a USACE permit is not included.
