RE: DEP Agreement Number CN204 TA35

TA35 – Oscar Scherer State Park Restoration Engineering Services

Wood Project No. 2402210014

Dear Ms. Carron:

For your consideration, Wood Environment & Infrastructure Solutions, Inc. (Wood) is providing a proposal for the tasks identified below for the Engineering component of the Oscar Scherer State Park Wetland

Restoration Design and Permitting. The Park is located within Sarasota County, Florida. The goal of the project is to restore hydroperiods to ephemeral wetlands that were altered through a series of old ditches.

The project would fill or plug existing ditches with adjacent berm material (or bring in offsite fill) in approximately 5 locations and create a low water crossing, as shown in Figure 1 provided by FDEP. The following design and permitting tasks will be performed in accordance with DEP Agreement Number CN204 and will be completed on a lump sum basis:

• Design Services for five (5) ditch plugs and one low water crossing.

• Permitting Services for five (5) ditch plugs and one low water crossing.

Thank you and please contact the undersigned with any questions.

Sincerely, Wood Environment & Infrastructure Solutions, Inc.

DEP Agreement Number CN204, Task Assignment Number TA35

TASK 1 - MODELING SERVICES

Task 1: Description: Hydrologic Modeling

Wood will develop a local hydrologic model representative of the onsite sub-basins. This model will be developed in ICPR version 4. Flows into the project area will be estimated and equal in the existing and proposed conditions. Once the existing conditions model is finalized, Wood will develop a conceptual plan with five total proposed ditch fills / ditch plugs to return the wetlands onsite to more historic conditions, along with one proposed low water crossing. This plan will meet offsite flow changes required for permitting purposes.

Upon completion of the modeling, a hydrologic technical memorandum will be developed and submitted to BDC. BDC will review the deliverables, determine if they are acceptable, and return comments to Wood within 2 weeks. During the review, Wood will respond to any questions and provide clarification to comments.

Deliverable: The deliverable for this task will be a hydrologic technical memorandum to be used for permitting purposes. After approval, Wood will finalize the memorandum. The deliverable will be provided in electronic Acrobat (.pdf) format and be delivered to the BDC project manager.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

TASK 2 - DESIGN SERVICES

Task 2.1: Description: 60% Design Plans

Based on the hydrologic model results and comments from FDEP on the Task 1 Deliverable, Wood will develop 60% plans of the Oscar Scherer project. The 60% Design Plans will be supported by design calculations in sufficient detail to enable review and evaluation of the proposed design. This will include site civil analyses and design and construction plan development. Flow, velocity, and water elevation information within the project area will be used from the hydrologic and hydraulic model to provide a basis for the BMP design criteria and evaluation of erosion protection. The 60% Design Plans will be developed using AutoCAD Civil 3D 2018. The 60% Design Plan set will include the following plan sheets:

• Cover Sheet with project location map and detailed list of engineering drawings

• General notes, symbols, and abbreviations

• Existing Site Plan with topographic data from Hyatt Survey Services, Inc. in the project area dated

12/2020

• Proposed Site Plan highlighting the proposed 5 ditch fill/plug areas and 1 low water crossing

• Proposed Typical Site Grading and Drainage Plans

• Erosion and Sediment Control Plans for use in permitting and during construction

• Typical Erosion Protection Details

• Typical Cross Sections and Typical Details

• Ingress and Egress Routes for Construction

During the FDEP’s review, Wood will respond to any questions and provide clarification to comments.

Once this task is approved, Wood will proceed with the Permitting and Final Design Plans.

Soil samples recovered during our site exploration will be transported to our local materials laboratory where they will be reviewed and visually classified by a geotechnical engineer. Representative soil samples will be assigned for index and classification laboratory testing. Upon completion of the field and laboratory testing, Wood geotechnical engineering staff will select soil design parameters and perform simplified seepage and stability calculations necessary to provide geotechnical engineering design recommendations for the proposed ditch fills / ditch plugs.
