Subtask 1: Preliminary & Year One Annual Report
Description:
1.1 Wood Environment & Infrastructure Solutions, Inc. (Wood) will review permit conditions, project designs, planting plans, as-built drawings, and installed plant inventories. Wood will conduct a time-zero monitoring event within 60 days of completion of the construction project. During this event permanent monitoring transects shall be established through representative sections of the created and enhanced wetlands. These shall be marked with 1 ½ inch PVC poles over rebar hammered 2 feet into the ground. Belt transects will cover a minimum of 5% of the total wetland area and vegetation monitoring plots will cover a minimum of 0.05% of the total wetland area. Prior to the installation of transects a map will be provided to FDEP for approval.
1.2 Data collected during the time-zero monitoring event will be presented in a draft report as outlined in the USACE permit conditions. This report shall be submitted to the FDEP for comments. Any comments will be addressed in a final annual report. This final report can then be submitted to the USACE to satisfy the reporting requirements of the permit.
1.3 Wood will conduct one annual field investigation of the mitigation sites to appropriately assess their progress toward meeting the success criteria as stipulated in the permit. The percent cover of desirable species and exotic/nuisance species shall be statistically sampled utilizing appropriate methodologies. Tree counts will be conducted within belt transects in each wetland type. Each site will be evaluated for percent cover of vegetation, water depth (if present), and an estimate of water level fluctuations. All direct and indirect evidence of wildlife in and around the mitigation area will also be documented by qualified personnel.
Wood will utilize monuments installed for photographic stations. Photographs will be taken at each location during the monitoring event for inclusion in the annual report. The photographs will be date-stamped and taken facing inward from the edges of the wetland areas.
Data collected during the annual monitoring event will be presented in a draft annual report as outlined in the USACE permit conditions. This report shall be submitted to the FDEP for comments. Any comments will be addressed in a final annual report. This final report can then be submitted to the USACE to satisfy the reporting requirements of the permit. The annual monitoring will document the success of maintenance activities and identify specific actions that could be taken to improve conditions within the mitigation area. All monitoring events will utilize identical methods for data collection.
Deliverables:
1.1 Monitoring Transects will be installed and a memo with photo documentation will be submitted to FDEP.
1.2 Preliminary Annual Report will be submitted to FDEP and the USACE.
1.3 Year One Annual Report will be submitted to FDEP and the USACE.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely. BOLD Reflects Changes per Change Order #2.
