The document modifies an existing professional ecological services contract between FDEP and Wood Environment & Infrastructure Solutions, Inc. The project, located in Chicora Tract, Polk County, Florida, pertains to the Alafia River Mitigation Project's Chicora Monitoring component. Key personnel include David Butcher (Consultant Representative) and Jeff Whitfield (FDEP Contract Manager). The change order was executed on February 9-10, 2022, with approvals from FDEP representatives including Budget Representative Rhonda Massey, Project Manager Marisa Rhian, Contract Manager Jeff Whitfield, and Contract Authority John Coates.

The work involves conducting one annual field investigation of the mitigation sites during the growing season to assess progress toward permit success criteria, collecting statistical vegetation samples, documenting wildlife evidence, utilizing photographic stations, and preparing draft and final annual reports for submission to FDEP and the U.S. Army Corps of Engineers. The fixed price cost breakdown includes labor for various positions ranging from $61.98 to $157.00 per hour, with reimbursable costs of $0.00. Payment is contingent upon FDEP's approval of deliverables. The project execution period extends 90 calendar days, with an original end date of June 30, 2022.

CHICORA MONITORING
CONTRACT NUMBER 204, TASK ASSIGNMENT 40, CO#1
SUBTASK 1: PRELIMINARY & YEAR ONE ANNUAL REPORT
Completed under Task Assignment No. 19.
SUBTASK 2: YEAR TWO ANNUAL REPORT
Completed under Task Assignment No. 32, Change Order 1
SUBTASK 3: YEAR THREE MONITORING & ANNUAL REPORT
Task Assignment No. 40, Change Order #1.
Description:
2.1 Wood will review previous monitoring reports, permit conditions, and previous maintenance activities.
2.2 During the growing season, Wood will conduct one annual field investigation of the mitigation sites to appropriately assess their progress toward meeting the success criteria as stipulated in the permit. The percent cover of desirable species and exotic/nuisance species shall be statistically sampled utilizing appropriate methodologies. Tree counts will be conducted within belt transects in each wetland type. Each site will be evaluated for percent cover of vegetation, water depth (if present), and an estimate of water level fluctuations. All direct and indirect evidence of wildlife in and around the mitigation area will also be documented by qualified personnel.
2.3 Wood will utilize monuments previously installed for photographic stations. Photographs will be taken at each location during the monitoring event for inclusion in the annual report. The photographs will be date-stamped and taken facing inward from the edges of the wetland areas.
2.4 Data collected during the annual monitoring event will be presented in a draft annual report as outlined in the USACE permit conditions. This report shall be submitted to the Florida Department of Environment Protection (FDEP) for comments. Any comments will be addressed in a final annual report. This final report can then be submitted to the USACE to satisfy the reporting requirements of the permit. The annual monitoring will document the success of maintenance activities and identify specific actions that could be taken to improve conditions within the mitigation area. The monitoring event will utilize similar methods of data collection from previous years for consistency.

Year Three Annual Report will be submitted electronically to FDEP and the USACE.
