About this file
This is a Task Assignment Change Order Form submitted by Wood Environment & Infrastructure Solutions, Inc. to the Florida Department of Environmental Protection (FDEP) for Contract CN204, Task Assignment No. 32. The change order was processed and approved by FDEP representatives including Budget Representative Rhonda Massey, Project Manager Marisa Rhian, Contract Manager Philip T. Stone, and Contract Authority Orlando E. Rivera. The project involves ecological monitoring services for the South Prong of Alafia River Mitigation Project at the Tenoroc site in Chicora, Florida.
The change order increases the fixed fee for Task Assignment No. 32 by $6,446.27, bringing the total task amount from $5,297.88 to $6,446.27, with no change to the original task execution date of April 24, 2020, or the task end date of June 30, 2021. The increase was justified due to staff changes through furlough caused by COVID-19, requiring additional budget to cover costs. Subtask 2 (Year Two Monitoring) was funded under this change order with a total cost of $6,446.27, while Subtask 3 (Year Three Monitoring) was deferred for funding at a later date. The deliverables consist of annual monitoring reports documenting mitigation site progress, vegetation assessments, wildlife documentation, and photographic evidence to be submitted to both FDEP and the U.S. Army Corps of Engineers. Funding was allocated across two budget codes totaling $6,446.27, with payment contingent upon FDEP approval of deliverables.

Chicora Monitoring Contract Number 204, Task Assignment 32 Change Order 1
SUBTASK 1: PRELIMINARY & YEAR ONE ANNUAL REPORT
Completed under Task Assignment No. 19.
SUBTASK 2: YEAR TWO MONITORING
Description:
2.1 Wood will review previous monitoring reports, permit conditions, and previous maintenance activities.
2.2 During each growing season, Wood will conduct one annual field investigation of the mitigation sites to appropriately assess their progress toward meeting the success criteria as stipulated in the permit. The percent cover of desirable species and exotic/nuisance species shall be statistically sampled utilizing appropriate methodologies. Tree counts will be conducted within belt transects in each wetland type. Each site will be evaluated for percent cover of vegetation, water depth (if present), and an estimate of water level fluctuations. All direct and indirect evidence of wildlife in and around the mitigation area will also be documented by qualified personnel.
2.3 Wood will utilize monuments previously installed for photographic stations. Photographs will be taken at each location during the monitoring event for inclusion in the annual report. The photographs will be date-stamped and taken facing inward from the edges of the wetland areas.
2.4 Data collected during each annual monitoring event will be presented in a draft annual report as outlined in the USACE permit conditions. This report shall be submitted to the FDEP for comments. Any comments will be addressed in a final annual report. This final report can then be submitted to the USACE to satisfy the reporting requirements of the permit. The annual monitoring will document the success of maintenance activities and identify specific actions that could be taken to improve conditions within the mitigation area. All monitoring events will utilize identical methods for data collection.
