About this file

This is a Performance Management Review (PMR) slide deck for the EAGLE contract at Picatinny Arsenal, covering maintenance, supply, and transportation services for the U.S. Army Sustainment Command. The document provides a comprehensive quarterly assessment of contract performance across multiple functional areas, including program management, maintenance, supply, transportation, and safety.

Key highlights include a color-coded performance status chart (green/amber/red) evaluating contractor performance against Performance Work Statement (PWS) requirements, a safety overview, and a detailed cost control report. The total estimated contract cost has increased significantly from the original award, with maintenance costs rising 207%, supply 108%, and transportation 100%. The review involves high-level government and contractor personnel, including the Army Field Support Brigade Commander, and covers performance from a specific period with assessments of operational readiness, cost variances, and potential areas for improvement. The solicitation (W519TC25R0023) is for maintenance, supply, and transportation services at Picatinny Arsenal, NJ, issued by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal.

Corrective Action Request (CAR)

Level I (Minor) Is defined as a discrepancy that is not likely to materially reduce the usability of the supplies or services for their intended purpose or is a departure from established standards having little bearing on the effective use or operation of the supplies or services. Level I (Minor) deficiencies usually can be corrected on the spot, where no further corrective action response is necessary.

Level II (Major) Is defined as a discrepancy, other than critical, that is likely to result in failure of the supplies or services and/or to materially reduce the usability of the supplies or services for their intended purpose. Deficiencies that are recurring (a number of Level I (Minor) Corrective Action Requests documented by the government) or for a non-responsive Contractor indicating a trend or failure of the Contractor’s quality control can also be classified as a Level II (Major) CAR.

Level III (Critical) Is defined as a discrepancy that is likely to result in hazardous or unsafe conditions for individuals using, maintaining, or depending upon the supplies or services; is likely to prevent performance of a vital agency mission. Repeated or unresolved Level II (Major) discrepancy will result in re-designation as Level III (Critical) non-conformance.
