About this file
This is a Small Business Participation Commitment Document (SBPCD) for federal contract N40085-26-R-0001, a Design-Bid-Build contract for USCG Offshore Patrol Cutters (OPC) Homeport Pier at Naval Station Newport, Newport, Rhode Island. The document is a template that must be completed by all offerors—both large and small businesses—to provide supporting information for evaluation of Factor 5, Small Business Utilization and Participation. This is the only form evaluated to determine an offeror's small business participation commitment; information provided in alternative formats will not be evaluated. The document requires offerors to identify their prime contractor size based on the applicable NAICS Code and, if classified as a small business, to check all applicable socioeconomic categories including HUBZone Small Business, Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).
The SBPCD requires offerors to provide a subcontracting breakdown showing total contract value and total value of work to be self-performed, then document small business participation by dollar value and percentage of total contract value. The minimum total small business subcontracting requirement for this contract is 20%, and if this threshold is not met, a detailed explanation is required. Offerors must identify small business subcontractors with firm written commitments—including written teaming agreements, joint venture agreements, mentor-protégé agreements, or signed letters of commitment—in a designated table specifying company name, small business category, products/services, and nature of commitment. If no subcontractors are identified, offerors must provide detailed explanations for why subcontractors are not identified with firm commitments and how the firm will achieve the proposed small business participation. Large businesses not intending to subcontract must explain why subcontracting would not result in efficient contract performance; small businesses intending 100% self-performance are exempted from this requirement.
