About this file
This document provides the evaluation criteria for a solicitation seeking quotes for the supply of Vail-Tort conductor for fiscal year 2023. Quotes must include a detailed description of the manufacturing process and how the product meets requirements for ACSS conductor material, stranding, annealing, surface treatment, and reel packing specified in ASTM standards. Delivery by December 15, 2024 will be evaluated, with speed of delivery and meeting technical factors weighted more than price in determining best overall value. Price quotes will be assessed for reasonableness and realism. The award will be made to the offeror providing the best value without further negotiations. The solicitation is being conducted by the Department of Energy Western Area Power Administration.

FAR CLAUSE 52.212-2 EVALUATION - COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(NOV 2021)
As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:
(a) Best Value to the Government. In accordance with FAR Part 12 The Government will make an award to the contractor whose quote is considered to be the best value to the Government. In order to determine best value, this acquisition may utilize a trade-off process.
The process permits trade-offs among speed of delivery and price, thereby allowing the Government to accept other than the lowest-priced quote.
Specification detail must be provided with all quotes to determine acceptability. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. The Government reserves the right to make no award resulting from this RFQ. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
The following factors shall be used to evaluate offers:
Technical Factors. Rated Pass/Fail. If you receive a rating of Fail in any category (A-D) below or fail to provide the requested information your bid will be determined Technically Unacceptable.
1. Provide a detailed description of your manufacturing process and how your product meets the following requirements:
A. The ACSS conductor shall meet the requirements of ASTM B 856 for round wire constructions and ASTM B 857 for trapezoidal conductors. Core wires shall be ACSS/MA2, regular strength Class A, Zinc-5-percent aluminum-mischmetal alloy-coated steel strand (Zn-5AI-MM) in accordance with ASTM B 802 and suitable for a continuous operating temperature of 250-degrees Celsius (482-degrees Fahrenheit). Galvanized steel core wires, type ACSS/GA, ARE NOT
ACCEPTABLE.
B. ACSS conductor shall be stranded prior to annealing to assure that the aluminum strands lay tightly around the steel core and surrounding aluminum layers. If the conductor is specified as nonspecular type, it shall have the outer surface treated to produce a dull finish in accordance with ATM B979.
C. Raised Strand Limitation: Conductors shall be designed and fabricated to ensure that all strands in the outer layer will remain the same distance (within a javascript:void(0) plus tolerance of 25-mils) from the center of the conductor before and after conductors are strung.
D. Packing and Shipping: Completed conductor shall be furnished on steel reels sufficiently sturdy in construction to withstand any normal service incident to shipping, hauling and field erection.
SPEED OF DELIVERY: Delivery date no later than December 15, 2024.
PRICE: Price quotes will not be point scored or adjectivally rated but will be evaluated for cost/price reasonableness and cost/price realism by using one or more of the techniques identified in FAR Part 12. Price will be considered in conjunction with the speed of delivery in determining the best overall value to the Government.
Speed of delivery and meeting Technical Factors are weighted greater than price.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
