About this file
This document is a subcontracting plan checklist and review template for the federal contract opportunity solicitation number 89503123QWA000239 from the Department of Energy Western Area Power Administration to provide services for the Vail-Tort Conductor project for fiscal year 2023.
The template requires the contracting officer to review the subcontracting plan and ensure it includes total subcontracting dollars and goals stated as percentages of both total subcontract and contract values. These goals must include minimum targets for small businesses, small disadvantaged businesses, women-owned small businesses, service-disabled veteran-owned small businesses, veteran-owned small businesses, and HUBZone small businesses. The plan must also describe the principal supplies and services to be subcontracted, methods for developing goals and locating potential sources, indirect cost allocations, and the contractor's administrator. The contractor must assure flow-down of requirements to subcontractors and compliance with reporting, record keeping, and payment terms.
