About this file

This document is an Evaluation Attachment (52.212-2) for a federal solicitation for Fire and Emergency Services Uniforms for Joint Region Marianas. The Naval Supply Systems Command seeks firefighter station wear uniforms, specifically Nomex IIIA Short Sleeve Shirts and Nomex IIIA Industrial Pants that meet applicable safety standards. The procurement will be evaluated on two primary factors: Technical Capability and Price, with technical and past performance weighted more significantly than price.

The evaluation methodology uses an adjectival rating system for Technical Capability ranging from Unacceptable to Outstanding, based on the offeror's proposal detailing garment descriptions, materials, and design. Proposals must include comprehensive technical documentation not exceeding ten pages. The government intends to award the contract without exchanges, expecting vendors to submit their most favorable terms initially, though they reserve the right to conduct negotiations if deemed necessary by the Contacting Officer.

Attachment (2) 52.212-2

Title: Joint Region Marianas Fire & Emergency Services Uniforms 52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The Government intends to award a contract without exchanges with quoters. Accordingly, each quoter should submit its most favorable terms from a price and non-price standpoint. However, the Government reserves the right to conduct exchanges if later determined by the Contracting Officer to be necessary.

The following factors shall be used to evaluate offers:

Factor 1: Technical Capability

The Contractor’s proposal shall include a detailed description and/or drawing of the proposed garments, including material type and design. Offerors shall provide complete technical description and documentation of the product(s) being offered in sufficient detail to evaluate compliance with the statement of work. Documentation shall not exceed ten (10) pages in length.

Technical Capability will be evaluated as follows:

Adjectival Rating
Description
Outstanding
Proposal demonstrates an exceptional approach and understanding of the requirements, contains multiple strengths and/or at least one significant strength.
Good
Proposal demonstrates a thorough approach and understanding of the requirements and contains at least one strength or significant strength.
Acceptable
Proposal demonstrates an adequate approach and understanding of the requirements.
Marginal
Proposal has not demonstrated an adequate approach and understanding of the requirements.
Unacceptable
Proposal does not meet requirements of the solicitation, thus, contains one or more deficiencies, and is un-awardable.

Factor 2: Price Technical and past performance, when combined, are more important than price.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
