About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka Site Marianas is procuring firefighter station wear uniforms for Joint Region Marianas Fire and Emergency Services, specifically Nomex IIIA Short Sleeve Shirts and Nomex IIIA Industrial Pants that must conform to applicable safety standards including NFPA 1975 requirements. The uniforms must be constructed from 7.5 oz NOMEX IIIA fabric in Navy Blue and feature specific design elements such as double-needle stitching, reinforced seams, and brass hardware. Contractors must provide both samples and the full uniform order, with technical proposals limited to 10 pages and addressing detailed garment descriptions, materials, and design specifications. The solicitation will be evaluated based on two primary factors: Technical Capability and Price, with technical and past performance weighted more heavily than price using an adjectival rating system from Unacceptable to Outstanding. The government intends to award without discussions, expecting offerors to submit their best terms initially. Quotes are due by 2:00 PM on September 15, 2025, and must remain valid for 60 days.
This procurement is set aside for Women-Owned Small Business (WOSB) contractors and involves a total requirement of 256 shirts and 256 pants for both men and women across comprehensive sizing ranges. The solicitation indicates that the same contractor was awarded this requirement the previous year, as evidenced by a question regarding waiving sample requirements due to samples previously provided. The contract structure includes 38 sample items to be delivered within 30 days of award, followed by the full order of 512 total garments to be delivered within 60 days after sample test approval. All deliveries must be made F.O.B. destination to Joint Region Marianas Fire & Emergency Services in Dededo, Guam, with the place of performance listed as Sånta Rita-Sumai, Guam. The procurement follows a Request for Quote (RFQ) format with firm fixed-price arrangement, and electronic submissions are mandatory with a 10 MB email limit.

10 Sep 2025- The following questions were submitted:
Question #1: Please confirm that the requested shirts are short-sleeved. Most of the FR shirts, including the ones made from Nomex IIIA, are long-sleeve for arm protection. They can be made short-sleeved, but I want to make sure that this is the sleeve length required.
Government Response: Refer to the SF1449 Section C, under the header titled Description/Specifications/Statement of Work. Please refer to Section 3.2 Uniform Shirt Requirements.
Question #2: To confirm, you are requesting samples off the Uniform Master list attachment and needing them to be at your facility by Friday?
Government Response: The number of samples and sizes are based on the uniform master list on the tab "Sample Master List." Refer to the SF1449 Section C, under the header titled Description/Specifications/Statement of Work. Please refer to Section 5 Delivery Requirements - samples are requested 30 days after award.
Question #3: We were awarded the contract last year and sent samples. We can quote but manufacturer not willing to send samples again. Please advise if I can waive the sample request.
