All equipment must be fabricated from new material using heavy-gauge steel (minimum 10 USS gauge for moldboards) with reinforced construction including vertical ribs, horizontal reinforcements, and metal core welding to withstand heavy plowing forces with zero failure rate. Cutting-edge reinforcements must be minimum 5-6 inch steel angles with multiple gussets, precisely spaced bolt holes accommodating standard 12-inch and 8-inch carbide punches with dimensional tolerance of ±1/16 inch. All equipment must be painted with coatings meeting strict environmental compliance standards, including VOC content not exceeding 2.8 lbs/gal, and must be free of hexavalent chromium and cadmium. Paint must be NH Omaha Orange (Federal Standard 595B, color 12243) applied with two primer coats and one enamel topcoat following SSPC-PA1 standards. Complete weight ranges are specified for each duty class, with one-way plows ranging from 1,900-2,600 pounds and reversible models from 1,500-2,500 pounds depending on configuration. All equipment must include appropriate lifting hardware with minimum Grade 80, ½-inch chain of at least 35 links per side, lifting hooks, bolts, nuts, and washers, ready for use without modification.

GENERAL
It is the intent of this specification to describe snowplowing equipment required by the New Hampshire Department of Transportation suitable for sustained high-speed plowing operations.
All snowplow and snow wing plow equipment must fit existing predominantly Frink or Viking truck attachments and be suitable for immediate use without modification such that all snowplows and snow wing plows are interchangeable. Said equipment shall be ruggedly built from new material by experienced snowplow manufacturers capable of producing a minimum of 100 snowplow units per year and able to furnish parts and components promptly for current and previous models for that manufacturer.
All snowplow and snow wing plow equipment shall be so designed to completely drain any areas of water collection when stored outside in upright position without loss of structural integrity.
All left- and right-hand terminology used in this specification is relative to a driver sitting in a truck.
A metal identification plate shall be affixed to the top of each unit showing manufacturer, model number, serial number, and year of manufacture (actual year or recognizably coded) in legible condition.
Specific plow or wing information is a part of and attached to this specification.
TECHNICAL INFORMATION
Since the New Hampshire Department of Transportation (NHDOT) maintains repair and overhaul facilities with replacement part stocks to service equipment it owns and operates, all equipment, sub-assemblies and attachments procured under this specification MUST be supported by the technical publications required for its operation, maintenance, and repair, which is available to the manufacturers, dealers and repair centers. This shall include but not be limited to the following:

All the above documents shall be provided to NHDOT as part of this procurement. Technical specifications and shop drawings of equipment must be sent in advance of the final bid award for review by NHDOT staff.
INSPECTION PRIOR TO DELIVERY
If the winning bidder/vendor is geographically close, then prior to delivery, equipment shall be available for inspection by NHDOT to determine if it meets specification.
SERVICE
No award will be made to a dealer for equipment to be delivered and serviced outside that dealer's territory unless the manufacturer of the equipment guarantees in writing to the Director of Purchasing to arrange for service of such equipment, wherever located or purchased. The manufacturer's standard guarantee shall cover all equipment purchased and the contractor guarantees to furnish this service at no cost to New Hampshire Department of Transportation anywhere within the State of New Hampshire.
SAFETY
Equipment shall meet all applicable safety requirements including those of O.S.H.A. All sharp edges and burrs that could be hazardous in the handling of equipment shall be removed.

SNOWPLOW, ONE-WAY FRONT-MOUNTED RIGHT (or LEFT) DISCHARGE, CONICAL SHAPED
The front plow shall be a one-way, right (or left) discharge as specified, full trip type designed for high-speed highway snowplowing and shall conform to minimum dimensions required as shown in chart under "MOLDBOARD MINIMUM DIMENSIONS" for light, medium and heavy plows. The plowing angle shall be approximately 35-37 degrees resulting in a cleared path of 8 feet or 9 feet as specified in chart for light, medium and heavy-duty plow units. Weight of the complete one-way plow and drive frame assembly shall be approximately 1,700 to 2,600 lbs. (See section entitled "WEIGHT" for specific minimum weight requirements for light, medium and heavy-duty plows).
MOLDBOARD – ONE WAY PLOW
The moldboard shall be fabricated of minimum 10 U.S.S. gauge steel (see moldboard minimum dimensions below), brake formed, rolled formed or paneled, including a top backer angle reinforcement or reinforced box brake at the top edge, and shall be stitch welded to a heavy steel framework of 5 or more full height one piece vertical ribs (ribs shall mirror the shape of the moldboard at installed location with a minimum thickness of ½”) horizontal reinforcements and mounting brackets.. This intersection is to be designed and welded utilizing metal core welding wire to withstand heavy forces incurred while plowing snow over the lifetime of the plow with zero failure rate. In addition, an intake end plate with minimum thickness of 1/4" thick steel shall be provided. The contour of the moldboard shall be ideal for efficient discharge of heavy and light snow at highway speeds and shall extend forward at such an angle to prevent snow from blowing over the top.
Maximum length of moldboard shall occur at a point not more than 12" vertically below top of discharge end of moldboard such that snow displaced by the discharge end of cutting-edge is redirected or deflected with a horizontal component. Remove skin behind the cutting edge. All boxed areas need to have a low point drain hole.
The design shall be proven under conditions of intended application and, in addition, shall be subject to testing under actual use conditions by the Department of Transportation prior to acceptance.
The bottom, horizontal cutting-edge reinforcement shall be a minimum of a 6" x 4" by 5/8” steel angle with a minimum of six (6) 3/8" steel gussets, continuously electrically welded to the moldboard framework on all 4 sides and designed to withstand severe shock of high-speed contact with road obstructions. Bolt holes shall be spaced to accommodate the standard 12” carbide punch and standard 8” carbide punch. See attached sketches. Dimensional tolerance between hole spacing is +/- 1/16” (non-accumulative) from center to center across the full length of the mold board.
The moldboard framework shall be provided with at least three (3), double shear hinge points, or 2 with a roller in the middle, for attachment to the drive frame assembly.
A rubber snow deflector (15” wide X ½” thick) shall be mounted along the top edge, with a plastic or cable plow guide installed on the intake end front corner that is a minimum length of 24”.
DRIVE FRAME ASSEMBLY – ONE WAY PLOW
The drive frame assembly shall be constructed of heavy structural steel members so assembled to withstand severe shock and torsional forces encountered during high-speed plowing operations. The plow drive frame assembly shall consist of two truss members, a main drive cross member, an oscillating drive bar, and two trip spring moldboard attachment assemblies. The truss members shall be a minimum of a 5" x 5" x 3/8" or 4”x 4” x 3/8” wall square tubing and the drive cross member shall be a minimum of a 6" x 6" x 1/2" or 6” x 4”x 5/8” thick steel angle which shall be reinforced with minimum 1/4" thick steel plate, or equivalent tubular section. Welded to the main drive angle shall be three heavy slotted members, or 2 with a roller in the middle, to which the moldboard shall be attached by a minimum of 1-1/4" diameter hardened steel pins.
Connected to each slotted member shall be a slide/trip spring assembly, which shall be grease able, consisting of a sliding weldment, a minimum of 1-1/4" diameter threaded rod and nut for spring pressure adjustment, spring pressure plate, and the manufacturer’s standard spring for the plow model (minimum spring diameter shall be 5/8”). A safety retention device shall also be installed for the spring assembly. The springs shall compress whenever the plow encounters obstructions and shall not be attached directly to the moldboard to eliminate interference with the cutting-edge adjustment.
A crank-type jack (2000 lb load limit) removable without the use of tools shall be attached to aid in mounting and dismounting plow.
An adjustable telescopic brace, with reinforced solid sleeved connection points to dissuade wear from occurring shall be provided to permit variations in cutting-edge to ground plane angle, attached to the top of the moldboard assembly and to the drive frame assembly, and quickly adjustable by a 1/2“ shear pin, without the use of tools. The angle of attack shall be approximately 65 degrees with telescopic brace in neutral position with the drive bar pins 18 inches above ground.
Safety chains shall be attached to moldboard and drive frame to prevent moldboard from dropping when pin is sheared.
The oscillating drive bar assembly shall consist of a minimum 1" thick by 6" wide oscillating equalizer bar and two 3/4" thick drive bars on 30-1/2" to 31” centers. The oscillating equalizer bar shall pivot on a 1-1/4 or 1-1/2" minimum diameter grade 8 hex head bolt at rear of drive frame assembly to allow the plow to follow uneven surface contours without restriction (i.e., welded on stops), and without putting excessive torsional stress on the truck chassis.
The drive frame assembly shall be equipped with plow shoe mounting points for two vertically adjustable plow shoes with plow shoe assemblies being available for purchase separately. Said adjustability shall enable shoes to be set at infinite number of settings throughout the adjustment range utilizing slotted holes or other acceptable means.
The drive frame assembly shall attach to the truck mounted hitch assembly at two points by double shear hinges with 1 1/4" diameter hardened steel plow pins with holes for 5/16" locking pins to secure plow pins in position. Push arms or drive arms shall have 1-1/4" holes. All boxed areas need to have a low point drain hole.
LIFTING HARDWARE – ONE WAY PLOW
Each plow unit shall be equipped with appropriate connecting devices for and including 1/2" chain of appropriate length (a minimum of 35 links for each side of the plow, including bolts, nuts, and washers, lifting hooks, etc. such that complete snowplow unit is ready to use without modification. Chain shall be minimum Grade 80.

PAINT AND PRIMER COATINGS
This specification is for paint and primer (coating supplies) provided to NHDOT and for primer and paint coatings utilized on equipment supplied to NHDOT.
All coating supplies and coatings utilized on equipment surfaces that are normally primed and painted shall be suitable for severe exposure to road salt and abrasion. Coatings shall conform to all applicable federal and state regulations and criteria pertaining to chemical and VOC content.
Coatings containing any compound that would render the waste paint, in its dried form, a hazardous waste per NH Code of Administrative Rules Chapter Env-Hw 400 are prohibited. This includes RCRA listed metals (e.g., Arsenic, Barium, Cadmium, Chromium, Lead, Mercury, Silver, Selenium) other than naturally occurring trace amounts associated with the coating pigments. The intent of this specification is to obtain or utilize paint such that any concentration of these metals shall not produce a TCLP test result that would fail NH DES toxicity characteristic standards and meets the latest governing regulatory criteria.
Coatings shall not contain hexavalent chromium or cadmium. For the purposes of this specification, a coating product "contains hexavalent chromium or cadmium" if hexavalent chromium or cadmium was introduced as a pigment or as an agent to impart any property or characteristic to the coating during manufacturing, distribution, or use of the applicable coating. Coatings supplied in bulk shall not contain a total VOC content greater than 2.8 lbs/gal (340 g/l).
A written certificate of conformance to these specifications shall be submitted to NHDOT, for coatings utilized on equipment supplied to NHDOT, indicating these compounds do not exceed Toxicity Characteristics of NH Code of Administrative Rules Env-Hw 403.06, Table 4.9, Regulatory Limits. Material Safety Data Sheets are not sufficient documentation of conformance. Laboratory test results must be supplied with the written certificate. The following test methods are incorporated by reference herein and shall be used to test coatings.
1. American Society for Testing and Materials (ASTM) Method D3335-85a (1999), Standard Test Method for Low Concentrations of Lead, Cadmium, and Cobalt in paint by Atomic Absorption Spectroscopy.
2. American Society for Testing and Materials (ASTM) Method D3718-85a (1999), Standard Test Method for Low Concentrations of Chromium in paint by Atomic Absorption Spectroscopy.
3. EPA Test Method 1311 – TCLP Toxicity Characteristic Leaching Procedure.
4. EPA Test Methods 3010A/6010B.
5. Alternative methods which are shown to accurately determine the concentration of hexavalent chromium or cadmium compounds in a subject coating product or its emissions may be used upon written approval.
The coatings also shall meet the following criteria:

Prior to painting, all metal surfaces shall be abrasively blasted to a minimum Commercial Blast Cleaning SSPC-SP6, NACE 3 (reference Steel Structures Painting Council) with a surface anchor profile of 1-2 mils, unless the requirements of the coating manufacturer are more restrictive, as achieved using an abrasive mixture of shot and grit. Measure the profile using Testex Replica Tape.
Apply two separate coats of rust-inhibitive, heavy-duty primer, followed by one coat of industrial enamel topcoat.
The finish color shall meet or closely approach NH Omaha Orange (Federal Standard 595B) color no. 12243. A color sample shall be submitted for approval by the Department.
Coating application and workmanship shall meet the requirements of SSPC- PA1 (Shop, Field, and Maintenance Painting), and those of the coating manufacturer, whichever is more stringent. Prepared surfaces shall be primed within 8 hours of blast cleaning and before any visible rust appears. All painting shall be performed inside a building with atmospheric controls suitable for the application of paint in accordance with the manufacturer’s requirements. A coating manufacturer’s technical representative shall visit the work at least once to assure proper surface preparation and application of the coating.

SNOWPLOW, REVERSIBLE FRONT-MOUNTED, CYLINDRICAL SHAPED
The front plow shall be a power (or manual if so-specified) reversible, full trip type, designed for high-speed highway snowplowing.
The plow shall be not less than 10 feet long overall and not less than 36 inches high for light duty model; 11 feet long overall and not less than 36 inches high for medium duty model and not less than 11 feet long overall and 42 inches high for heavy duty model as defined elsewhere in this specification and designed for efficient, high-speed highway snowplowing. Construction shall be of heavy steel members of such design and assembly to withstand severe service under adverse operating conditions. Weight of the complete reversible plow and drive frame assembly shall be approximately 1,500 to 2,500 lbs. (See section entitled "WEIGHT" for specific minimum weight requirements for light, medium and heavy-duty plows).
MOLDBOARD – REVERSIBLE PLOWS
The moldboard shall be fabricated minimum 10 U.S.S. gauge steel, brake formed, roll formed or paneled including a box brake at the top edge and shall be stitch welded to a heavy steel framework of 5 or more full height 1- piece vertical ribs (ribs shall mirror the shape of the moldboard at installed location with a minimum thickness of ½”), horizontal reinforcements and mounting brackets. This intersection is to be designed and welded utilizing metal core welding wire to withstand heavy forces incurred while plowing snow over the lifetime of the plow with zero failure rate.
The contour shall be ideal for efficient discharge of heavy and light snow at highway speeds and shall extend forward at such an angle equal to or approaching the attack angle of cutting-edge with pavement surface to prevent snow from blowing over the top. The design shall be proven under conditions of intended application or shall be subject to testing under actual use conditions by the Department of Transportation prior to acceptance.
The bottom horizontal, cutting-edge reinforcement shall be a minimum of a 5" x 3 1/2" x 5/8" or 4” x 4” x ¾” steel angle with a minimum of six (6) 3/8" steel gussets, continuously electrically welded to the moldboard framework on all 4 sides and designed to withstand severe shock of high-speed contact with road obstructions. Bolt holes shall be spaced to accommodate the standard 12” carbide punch and standard 8” carbide punch. See attached sketches.
Dimensional tolerance between hole spacing is +/- 1/16” (non-accumulative) from center to center across the full length of the mold board.
The moldboard framework shall be provided with at least three (3), double shear hinge points with an outside spread of at least 80" for attachment to the drive frame assembly.
A rubber snow deflector (15” wide X ½” thick) shall be mounted on the top edge, with a plastic or cable plow guide on each end that is a minimum length of 24”. Remove skin behind the cutting edge. All boxed areas need to have a low point drain hole.
DRIVE FRAME ASSEMBLY –REVERSIBLE PLOWS
The snowplow push frame shall consist of two major components as follows: 1) an arc shaped member which shall be attached directly to the moldboard double shear hinge points with hardened steel pins; 2) a triangular shaped member which shall attach to the truck-mounted hitch assembly at two (2) points by double shear hinges with 1-1/4" diameter hardened steel pins located on 30-1/2" centers. The two members shall be joined by a minimum of 1-1/2” diameter hardened steel bolt, permitting the arc shaped member to swivel 12 degrees both left and right on the triangular shaped member.
Means shall be provided to permit the plow to float as required to maintain contact with uneven road contours without transmitting torsional stress to the chassis frame. The tripping device shall be single full trip design that shall activate when the cutting-edge comes into contact with a pavement obstruction. The pivot points of the tripping edge shall be greaseable. Trip activation shall be achieved through tension or compression springs and linkage system designed to permit adjustment of the cutting-edge to ground plane angle and shall limit the tripping action to that deemed as necessary for safe and proper operation.
For power reversible models, the reversing 36(+/- 1) mechanism shall be powered by two or more pistons, a minimum 3” in diameter with piston rods a minimum of 1 ½” in diameter, a nitrate or similar corrosive resistant coating, a double acting hydraulic ram capable of positioning the moldboard from bulldoze position to 36(+/- 1) left and right. An infinitely adjustable hydraulic system that will permit plowing at full range which is protected against shock loads by a cylinder protection relief valve and hoses mounted on the plow with provisions to pin plow at extreme left, extreme right and center. Plow angling shall be possible under all operating conditions. Two hydraulic hoses from the valve into the hitch into the truck couplers shall be 1/2” hose and fittings. All hydraulic hoses shall be located to prevent damage from the chains during all operating conditions.
A crank type jack (2000 lb. load limit), removable without the use of tools, shall be attached to aid in mounting and dismounting of the plow.
The angle of attack shall be a minimum of 65 (+/- 10) degrees with telescopic brace in neutral position with the drive bar pins 18 inches above ground.
Safety chains shall be attached to moldboard and drive frame to prevent moldboard from dropping when pin is sheared.
The drive frame assembly shall be equipped with plow shoe mounting points for two vertically adjustable plow shoes with plow shoe assemblies being available for purchase separately. A written certificate of conformance to these specifications shall be submitted to NHDOT, for coatings utilized on equipment supplied to NHDOT, indicating these compounds do not exceed Toxicity Characteristics of NH Code of Administrative Rules Env-Hw 403.06, Table 4.9 Regulatory Limits. Material Safety Data Sheets are not sufficient documentation of conformance. Laboratory test results must be supplied with the written certificate. The following test methods are incorporated by reference herein, and shall be used to test coatings.

Prior to painting, all metal surfaces shall be abrasively blasted to a minimum Commercial Blast Cleaning SSPC-SP6, NACE 3 (reference Steel Structures Painting Council) with a surface anchor profile of 1-2 mils, unless the requirements of the coating manufacturer are more restrictive, as achieved using an abrasive mixture of shot and grit.
Measure the profile using Testex Replica Tape.
Coating application and workmanship shall meet the requirements of SSPC- PA1 (Shop, Field, and Maintenance Painting), and those of the coating manufacturer, whichever is more stringent. Prepared surfaces shall be primed within 8 hours of blast cleaning and before any visible rust appears. All painting shall be performed inside a building with atmospheric controls suitable for the application of paint in accordance with the manufacturer’s requirements. A coating manufacturer’s technical representative shall visit the work at least once to assure proper surface preparation and application of the coating.

SNOW WING PLOW, RIGHT (or Left) DISCHARGE
MOLDBOARD – PLOW WING
The snow wing plow shall be a full trip leveling model, right (or left) discharge as specified, designed for high-speed highway plowing and shall conform with approximate dimensions as shown in chart attached for the various duty models ordered. Moldboard shall be shaped in appropriate concave manner to control discharge of snow to prevent snow from blowing over the top during plowing operations. The maximum extension of the curved discharge end shall occur above a point projected at least 15 inches beyond the discharge end of cutting edges, and no more than 12 inches below the moldboard top edge. Two 1/2" x 2" steel bars, or a ¾” diameter steel rod that is stitch welded to the edge, shall form the horizontal support for this curved discharge section. The reinforcement steel bars shall be placed at equal distances from the top and bottom of the curved discharge section. For heavy and medium snowplow wings there must be at least four alternative vertical or horizontal pin connection points, 4-1/2” out more on top then bottom holes, on the wing for the wing arm connections to ensure the proper angle between arm and wing (mounting steel where the wing arm attaches shall be ¾” minimum). Proper angle connection can also be made with a movable (sliding) system on the wing. The distance between the first point of the wing arm attachment and the hole (intake end) for the box attachment shall be a minimum of 92” with a minimum of 2 additional holes, 6” apart towards discharge of wing. Holes are to be 1-5/16”.
Construction of moldboard shall be of minimum 10 U.S.S. gauge steel, brake formed or paneled for additional rigidity, including a 3” x 3” x ¼” HSS angle iron or a minimum 3” x 2” full box brake at the top edge (or equivalent structural steel shape) and shall be welded to a heavy steel framework of vertical ribs and horizontal reinforcements. The bottom back area of the wing shall have a ¾” hole attachment point for a wing cable. For connection to the front post hinge, there will be a minimum of two 1-9/16" drilled holes through the nose plate, which shall be welded closed to prevent water/moisture from entering, utilizing a 1-1/2" hex head wing bolt, and located approximately 16 1/2" above bottom of cutting-edge. At the very nose of the wing, the edge just above where the cutting-edge is attached/welded to the reinforced backer for the front post hinge, a low point drain hole shall be located to allow any moisture an avenue of exit.
3/4“- holes shall be located 19” (+ or – 1” tolerance) from the bottom of the last rib as shown in Wing Photo 1. Or a plate welded to the end of the wing that is a minimum 1/2” x 3” flat stock that extends 1-1/2” beyond the toe end of the wing with a 3/4” hole. This plate must be completely welded on all sides to the “face” of the wing and be over the existing 1- 1/2” wing bolt holes located 16-1/2” from bottom of the wing as shown in Wing Photo 2. Remove skin behind the cutting edge. All boxed areas need to have a low point drain hole. Wing Arms should mount with a horizontal pin on the truck side and a vertical pin on the wing side.
The bottom, horizontal cutting-edge reinforcement shall be a minimum of 5" x 3-1/2" x 5/8" steel angle with a minimum of six (6) 3/8” steel gussets continuously electrically welded to the moldboard framework on all 4 sides and designed to withstand severe shock of high-speed contact with road obstructions Bolt holes shall be spaced to accommodate the standard 12” carbide punch and standard 8” carbide punch. See attached sketches. Dimensional tolerance between hole spacing is +/- 1/16” (non-accumulative) from center to center across the full length of the mold board.
The safety chain should be connected to a rib as the plate cracks and is only welded to the skin. The skin around the mounting holes should be welded to help prevent water from entering between the layers of steel.

PAINT AND PRIMER COATING
This specification is for paint and primer (coating supplies) provided to NHDOT and for primer and paint coatings utilized on equipment supplied to NHDOT.
All coating supplies and coatings utilized on equipment surfaces that are normally primed and painted shall be suitable for severe exposure to road salt and abrasion. Coatings shall conform to all applicable federal and state regulations and criteria pertaining to chemical and VOC content.
Coatings containing any compound that would render the waste paint, in its dried form, a hazardous waste per NH Code of Administrative Rules Chapter Env-Hw 400 are prohibited. This includes RCRA listed metals (e.g., Arsenic, Barium, Cadmium, Chromium, Lead, Mercury, Silver, Selenium) other than naturally occurring trace amounts associated with the coating pigments. The intent of this specification is to obtain or utilize paint such that any concentration of these metals shall not produce a TCLP test result that would fail NH DES toxicity characteristic standards and meets the latest governing regulatory criteria.

For the purposes of this specification, a coating product "contains hexavalent chromium or cadmium" if hexavalent chromium or cadmium was introduced as a pigment or as an agent to impart any property or characteristic to the coating during manufacturing, distribution, or use of the applicable coating. Apply two separate coats of rust-inhibitive, heavy-duty primer, followed by one coat of industrial enamel topcoat.
The finish color shall meet or closely approach NH Omaha Orange (Federal Standard 595B) color no. 12243. A color sample shall be submitted for approval by the Department.
