About this file

This is a detailed paint and primer coating specification document for RFB 3061-26, issued by the New Hampshire Department of Transportation (NHDOT) for spreader parts, dump bodies, and plows. The specifications establish comprehensive requirements for all coating supplies and coatings applied to equipment surfaces that will be exposed to severe road salt and abrasion conditions. Coatings must conform to federal and state regulations regarding chemical and volatile organic compound (VOC) content, with a maximum VOC limit of 2.8 lbs/gal (340 g/l). The document prohibits coatings containing hazardous compounds that would render dried waste paint as hazardous waste under New Hampshire Code of Administrative Rules Chapter Env-Hw 400, specifically excluding RCRA-listed metals including arsenic, barium, cadmium, chromium, lead, mercury, silver, and selenium beyond naturally occurring trace amounts. Hexavalent chromium and cadmium are explicitly prohibited as intentionally added pigments or agents. Coatings must achieve solids content of 45-60% by volume and 55-70% by weight, with practical coverage of 325-650 square feet at recommended dry film thickness and dry times of 4-6 hours to tack-free, 12-16 hours to handle, and 24 hours to recoat at 70-80°F and 50% humidity.

Vendors must submit written certificates of conformance with laboratory test results demonstrating compliance with toxicity characteristic standards as specified in NH Code of Administrative Rules Env-Hw 403.06, Table 4.9, with Material Safety Data Sheets alone deemed insufficient documentation. Testing must be conducted using ASTM Methods D3335-85a and D3718-85a for heavy metals analysis, EPA Test Method 1311 for TCLP toxicity procedures, and EPA Test Methods 3010A/6010B, or alternative methods approved in writing by NHDOT. All bulk coating supplies must be packaged in 1-gallon containers. The specification includes a waiver provision allowing vendors with previously approved paint test results to submit copies of those results along with a signed letter from a company authorized agent confirming no changes to formulation or manufacturing processes, subject to NHDOT's sole discretion for acceptance or rejection. Representative approved coating products are listed from manufacturers including Sherwin Williams, Geurtin Coatings, Akzo Nobel, and Devoe High Performance Coatings, with products featuring epoxy primers and urethane enamels meeting the 2.8 VOC requirement.

Attachment 10: Detailed Specifications

RFB 3061-26

Spreader Parts, Dump Bodies, and Plows

Paint and Primer Coatings

This specification is for paint and primer (coating supplies) provided to NHDOT and for primer and paint coatings utilized on equipment supplied to NHDOT.

All coating supplies and coatings utilized on equipment surfaces that are normally primed and painted shall be suitable for severe exposure to road salt and abrasion. Coatings shall conform to all applicable federal and state regulations and criteria pertaining to chemical and VOC content.

Coatings containing any compound that would render the waste paint, in its dried form, a hazardous waste per NH Code of Administrative Rules Chapter Env-Hw 400 are prohibited. This includes RCRA listed metals (e.g., Arsenic, Barium, Cadmium, Chromium, Lead, Mercury, Silver, Selenium) other than naturally occurring trace amounts associated with the coating pigments. The intent of this specification is to obtain or utilize paint such that any concentration of these metals shall not produce a TCLP test result that would fail NH DES toxicity characteristic standards and meets the latest governing regulatory criteria.

Coatings shall not contain hexavalent chromium or cadmium. For the purposes of this specification, a coating product "contains hexavalent chromium or cadmium" if hexavalent chromium or cadmium was introduced as a pigment or as an agent to impart any property or characteristic to the coating during manufacturing, distribution, or use of the applicable coating. Coatings supplied shall not contain a total VOC content greater than 2.8 lbs/gal (340 g/l).

A written certificate of conformance to these specifications shall be submitted to NHDOT, for coatings utilized on equipment supplied to NHDOT, indicating these compounds do not exceed Toxicity Characteristics of NH Code of Administrative Rules Env-Hw 403.06, Table 4.9, Regulatory Limits.

Material Safety Data Sheets are not sufficient documentation of conformance. Laboratory test results must be supplied with the written certificate. The following test methods are incorporated by reference herein, and shall be used to test coatings.

2. American Society for Testing and Materials (ASTM) Method D3718-85a (1999), Standard Test Method for Low Concentrations of Chromium in paint by Atomic Absorption Spectroscopy.

3. EPA Test Method 1311 – TCLP Toxicity Characteristic Leaching Procedure.

4. EPA Test Methods 3010A/6010B.

5. Alternative methods which are shown to accurately determine the concentration of hexavalent chromium or cadmium compounds in a subject coating product or its emissions may be used upon written approval.

The coatings also shall meet the following criteria:

1 – 2 ml (Bulk Orders Only) 2 ½ - 4 ½ ml (Bulk Orders Only) 325 – 650 sq. ft.

• Solids Content o % By Volume 45- 60 o % By Weight 55 –70

Waiver from paint testing Vendors that have previously submitted paint test results and received approval from NHDOT for the submitted test results do not need to retest their paint and primer. The Vendor shall submit a copy of the previous test results along with a letter on their company letterhead stating there have been no changes to the paint/primer formulation or manufacturing process since the previous test results were submitted and the test results submitted accurately represent the composition of the paint.

The letter shall be signed by a duly authorized agent of the submitting company and the waiver shall be submitted as part of the bid offer package. NHDOT shall be the sole determining entity as to accepting or rejecting a submitted waiver.
