VA Seattle and the “Western Washington Storm Water Manual” at VA
American Lake, or stricter best management plans (BMP). BMPS will be provided to the COR and Project Engineer prior to work starting. If a construction permit is required, provide all documentation (including
NOI and NPDES permit) and a Storm Water Pollution Prevention Plan to the Project Engineer.
General Requirements 01 00 00 - 09
Federal Green Purchasing Program:
The VA mandates that at least 95% (or maximum extent practical) of new contract actions for products and services, including construction, are energy efficient, water efficient, bio-based, and/or environmentally preferable. Products acquired will be non-ozone depleting, contain recycled content, or are non-toxic or less-toxic where such products and services meet agency performance requirements.
Green products compilation: http://www.gsa.gov/portal/content/198257
Recycled Content Products – The EPA recommends recycled content levels that you should use when purchasing CPG items
(https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program)
Environmentally Preferred Products (EPP) – These products are alternatives to products that contain hazardous materials such as green cleaning products or mercury-free thermometers (www.epa.gov/epp)
Non-Ozone Depleting Substances (ODSs) – EPA identifies alternatives to
ODSs through its Significant New Alternatives Policy (SNAP) program and provides recommendations for specific products such as refrigerants and fire extinguishers
(www.epa.gov/ozone/snap/list/index.html)
Alternative Fuel Vehicles (AFVs) – The Energy Policy Act (EPACT) of
2005, EO 13423, and EO 13693 mandate that 75% of Light Duty Vehicles in U.S. Metropolitan areas be AFVs. Agencies receive a credit for
AFVs. As part of EO 13423, agencies are required to reduce petroleum usage by 2% annually. Whereas EO 13693 mandate agencies reduce fleet-wide per-mile greenhouse gas emissions by at least 15% by FY 2021 and
30% by FY 2025 relative to FY 2014 baselines.
BioBased Products – The Farm Security and Rural Investment Act of 2002 requires the purchase of biobased products designated by the USDA
(www.biopreferred.gov)
General Requirements 01 00 00 - 10
Energy Star & energy efficient products – The Energy Policy Act of
2005 requires agencies purchase Energy Star products or energy-efficient products designated by the Department of Energy’s Federal
Energy Management Program (www.energystar.gov)
Green Building and Water Reduction – EO 13693 requires agencies to promote building energy conservation, efficiency, and management by reducing agency building energy intensity (BTUs per gross square foot) by 2.5% annually. Renewable electric and alternative energies must account for 16% of agency building energy amounts by FY 2020. Agencies are also required to improve agency water efficiency and management, including storm water management through installation of green infrastructure features, water meters, and overall water usage reduction as specified per the EO.
