1. Reference Instrucons, Condions and Other Statements to Bidders/Offerors, 1.4.2 Company Experience. Item 1.4.2.2 lists definion of similar in scope to include: connecon to exisng sewer mains; connecon to exisng potable water mains; connecon to exisng power ulity mains; applicaon of asphalt paving per specificaons; and providing infecon prevenon and controls at the construcon zones in accordance with applicable regulaons during construcon.

a. Please clarify whether projects submited under this factor are required to demonstrate all six definions of “similar in scope”, or if demonstrang some of these will be acceptable. Please note that projects valued between $10MM and $20MM that happen to meet all of these criteria are few and far between for even the most capable Service- Disabled Veteran Owned Small Business contractors.

Individual projects are not required to meet all six factors of similar in scope. Not all six factors are required on the same project.

b. If offerors are required to demonstrate each of the six definions of “similar in scope”, or if doing so will be rated more favorably, please consider allowing at least one project with a final construcon cost of $8,000,000 or greater.

The solicitaon states similar in magnitude to be between projects with a final cost between $10M and $20M. Project outside of that range may be submited for evaluaon.

c. If offerors are required to demonstrate each of the six definions of “similar in scope”, please confirm that each project does not have to include all six elements so long as the aggregate of submited projects includes all six elements.

Individual projects are not required to meet all six factors of similar in scope.

2. I wanted to know if this project will require the General Contractor to supply temporary fencing or portable restrooms.

I don’t think that this will require portable restrooms. We will allow the use of restrooms within the hospital.

The General Contractor is to decide what they would need to provide the proper security for the supplies and tools to do this project and if the General Contractor will need temporary fencing to provide storage space for supplies.

3. The specs state the following: “The CSP or CSHT can be a corporate safety professional or independently contracted. The CSP or CSHT will provide their cerficate number on the required report for verificaon as necessary.” Does this mean the SSHO or CQC on the project will be acceptable for the project monthly CSP/CHST who provides the inspecons/reports each month?

Can be the same person. They just cannot not be the same person.

4. Vehicles and Laydown Area: Will the VA elaborate on the plan for construcon vehicles and the esmated contractor parking spots to meet the demand of this project? Also, will there be a designated laydown area for this project? What is the ancipated size of the laydown area for this project (job trailer, equipment, etc.)?

Contractors cannot park on property but can park by contractor trailer on the Bacon Ave South side of campus. The size of the laydown area is dependent on space available at the me of contract award. This will be clearly defined at the me of award.

There will also be a laydown for a debris container. The plan is to have it located near the construcon site by the temporary trailer if possible.

5. Management Roles: Can any of the following roles be combined: Superintendent, SSHO

& CQC? Or will each posion require its own personnel on-site for each role menoned.

The review of specificaons secon 01 35 26, part 1.7 allows for a SSHO to be a CQC. They do not have to be separate individuals. However, the SSHO must be available on site and designated in a submital.

6. Will the VA be in charge of moving all of the equipment, furniture, personal items, etc.

in the spaces before construcon begins? In addion, will the VA be in charge of moving all the equipment, furniture, personal items, etc. that are not menoned in the drawings back aer construcon is completed? If not, please provide a moving plan/requirements.

Yes, the VA will move all equipment, furniture, and personal items that will be retained.

7. Does the VA have long lead items for equipment that are menoned on the equipment schedule on page A-603? Example, if the rental mobile sterilizer unit provided by the Contractor, has to stay longer than the 410-day period of performance and construcon is complete, whose responsibility will it be to connue renng the mobile sterilizer unit?

Will the VA set a finite amount of me for the contractor to be responsible for renng the mobile sterilizer unit if we have to wait for Government provided equipment?

The associated cost burden of any increase in number of days required will depend on the reason for the delay.

8. ****** requests the Government post all quesons and answers from the previous released RFQ/Solicitaon.

See Atachment 20 36C26022Q0073 RFI List.

9. Is the government willing to extend the bid date for this project by 1-2 weeks? ATC finds that it would be in the best interest for all pares. The government, General’s and the subcontractors would greatly benefit if more me was alloted to secure coverage and supplier quotes for this project. Please advise

No, the bid date will be extended to 9/5/2023 at 1400 due to 9/4 being a federal holiday. No further extensions will be provided.

10. On atachment 14: Instrucons for calculaons of self-performed work, the project listed states

“663-20-107 3D Printing Research & Development”. Should this actually read 663-20-102 Renovate and Modernize Seatle Sterile Processing Service in B100?

See Atachment 18 Calculaon of Self Performed Work REV 1

11. Is Procore an acceptable computer construcon management soware site for this project (submitals, RFI’s, etc.)?

Yes, Procore is preferred.

12. On spec # 01-32-16.15-02 1.4A the verbiage states “scheduling soware approved by the Contracng Officer”. Is Microso Project approved for scheduling on this project?

Yes, Microso Project is acceptable.

13. On spec # 01-32-16.15-02 1.4A the verbiage states “and the resulng monthly updated schedule in PDM format.” Would Procore be sufficient for the PDM format that is listed on the spec?

Yes, the schedule being submited via Procore is acceptable.

14. On spec # 01-32-16.15 1.3 it discusses having a contractor’s consultant for the scheduling on the project. Does this require a separate CPM Consultant employee beyond an in-house Super, CQC and SSHO? Can those roles be combined at all? Also, can the Contractor’s Consultant be a corporate in-house employee, or does it need to be independently contracted?

They can be the same person; they just cannot be the same person as the site superintendent.

15. As referenced on drawing AD-111 General Note: D06 “Cut exisng slab as necessary to accommodate new floor pit and drain, reference structural and plumbing drawings for associated work”. Can the VA let us know the thickness of the exisng slab on grade?

16. 3.8 Installaon N. SMS. Will the project require a new Connuum workstaon?

No, there is not a need to install a new security workstaon for the Connuum system as a deliverable for this project.

17. Door hardware group specificaon 08 71 00 does not provide electrified hardware for the card reader doors; will electrified door hardware and required power supplies be provided and installed by Division 8 for all card reader doors?

Yes, Seatle VA Medical Center preference is for only electrified door strikers with applicable panic bar hardware installed on all doors that will be associated with the PAC system.

18. Does the PACS system need to interface with the fire alarm system?

No, not at this me there will not be a requirement for a new server.

19. Will a dedicated 120-volt power circuit be provided at BD100 for the new security panel?

20. The specificaon calls for double pole door status switches, are these required in this project?

Yes, double pole door status switches will be required.

21. On Sheet A602 it shows 4 window types – they are all W04. Three of them are one size - 4 x 4 and the other one is 3 x 6. Please advise of the size of the windows at the offices they are shown at?

22. Once the PET/CT trailer is relocated, is Siemens sll the proprietary company to balance and re-connect the mobile PET/CT trailer? If not, is there a proprietary company?

This is Siemens to balance and re-connect. The VA can provide assistance and scheduling to allow this to happen in support of the primary contract manager.

23. Is Steris Mobile SPS proprietary for the SPS Mobile Unit?

Yes.

24. Steris was looking for the deployment specificaons and documentaon in the project documents (drawings, specs, etc.) and could not seem to find them. Can the VA please advise on the Mobile SPS poron of the project that details the specific unit, specs, etc.?

Steris should already have this informaon available.

25. On page 32 of 38 and page 33 of 38, we are confused about the verbiage that indicates that supplies/products, general construcon, special trade construcon contractors, and subcontractors need to meet the SDVOSB percentage requirements. Does this mean that subcontractors, special trade construcon contractors and suppliers need to be VIP-listed SDVOSB’s? Can we get a further explanaon on both the verbiage and percentages menoned on these two pages?

Reference VAAR 852.219-75 on page 21 of 38 for addional clarificaon.

subcontractors, special trade construcon contractors and suppliers are not required to meet the requirements as an SDVOSB. The prime is responsible to meet the requirements set forth in VAAR 852.219-75.

26. Due to the size of the project and number of quesons, will the VA push the queson period forward to allow sufficient me to provide a quality bid?

See queson 9.

27. Due to the size of the project and number of quesons, and the fact that the bid date falls on Labor Day, will the VA push the bid date forward, aer answers are posted, to allow sufficient me to provide a quality bid?
