About this file

This document is a Military Sealift Command (MSC) quality management system procedure that outlines the process for nominating and selecting Maritime Excellence (E) Award winners for government-owned and government-operated (GOGO) ships.

The procedure defines the objectives of the Maritime E Award program, which is to recognize GOGO ships that achieve the highest degree of operational readiness, performance, efficiency, reliability, productivity, and safety. It specifies the eligibility criteria, selection factors, and detailed evaluation processes across four main categories: Readiness and Performance, Engineering, Command and Control, and Logistics Management. The document includes specific disqualifying criteria in each category, such as failure to meet training requirements, maintenance completion rates, cybersecurity inspections, and inventory management. The evaluation process utilizes a scoring system ranging from 0 to 10 for each factor. This procedure supports the broader Maritime E Award program outlined in reference documents.

1. PURPOSE: As authorized by references (a) and (b), this instruction sets procedures/processes for implementing the Military Sealift Commands (MSC) Maritime Excellence (E) Award Program for MSC Government Owned and Government Operated (GOGO) (civil service-manned) ships per reference (c).

2. BACKGROUND / OBJECTIVES / APPLICABILITY:

2.1 The Commander, Military Sealift Command provides sealift support for the Department of Defense and other Federal agencies; operates and maintains ships providing mobile logistic and service support to the fleet; and supports scientific, military, and other programs. To successfully complete these diverse missions, MSC ships must achieve and maintain high standards of readiness and performance. The Maritime E Ship Award promotes competition and recognizes ships that achieve the highest degree of operational readiness, performance, efficiency, reliability, productivity, and safety during the calendar year. This Instruction does not supersede or modify any other award programs, such as personnel awards programs per reference (d).

2.2 Objectives: To delineate the processes and procedures for evaluating and selecting the Maritime E award nominees and winners.

2.3.2 Selection Factors for Maritime E Ship Awards. Nominations for the Maritime E Ship Award will be based on sustained superior performance in fulfilling the nominated ships assigned mission(s). Managers will consider all information sources (e.g., command inspections, ship reports, sponsor, operational commanders, Area Commanders reports; etc.) in nominating ships. Conversely, any adverse communications or reports received for less than satisfactory performance will be considered a disqualifying factor. A ship should be evaluated in relation to other ships in the same program office, class and category.
