About this file
This document is a Military Sealift Command (MSC) Quality Management System Procedure that outlines the Afloat Supply Continuous Monitoring Program (CMP). The CMP oversees the supply readiness and performance of MSC's Government-Owned and Government-Operated (GOGO) ships. The procedure standardizes how the N4 Logistics Directorate's CMP team monitors key supply readiness indicators, analyzes data, identifies corrective actions, and coordinates with ship supply officers to improve performance in areas falling below established thresholds. The procedure covers monitoring metrics such as net effectiveness, zero balances, allowance deficiencies, redistributable assets on order, and inventory validity. The CMP team generates monthly reports to track and analyze these metrics across the fleet. The document provides the purpose, grading criteria, required analysis, and reporting requirements for implementing the CMP.
The related federal contract opportunity is a solicitation by the Department of the Navy Military Sealift Command for Logistics and Continuous Monitoring Program Services. The solicitation, N3220524R4105-RFP, requires offerors to provide logistics and continuous monitoring program support services for MSC. Questions on the solicitation must be submitted in writing by 20 June 2024.

2 CANCELLATION/SUPERSESSION: Afloat Supply Continuous Monitoring (CM), Program, N4.41.1-Q, N4.41.5224.1-WP.
3 BACKGROUND / OBJECTIVES / APPLICABILITY:
3.1 Background: Afloat supply department personnel utilize the Shipboard Configuration Logistics Information Program (ShipCLIP) in the daily performance of their required tasks, and, through database replication, generate readiness data. Examples include issuing, receiving, requisitioning, and inventorying stock /allowance items; offloading excess inventory ashore; and expending expired shelf life material. MSC's Corrective Maintenance and Logistics System (CMLS) captures these transactions via data replication from ShipCLIP and summarizes them on the CMLS Continuous Monitoring Dashboard and CMP Dashboard (future). The CMLS Continuous Monitoring Dashboard dashboard and CMP dashboard color-codes the summarized data under respective Readiness Indicator (RI) tabs based on percentage ranges specified in para 5.2. Green CMP dashboard summaries indicate a ship is operating within TYCOM standards. Yellow and red CMP dashboard summaries indicate a ship is operating below TYCOM standards. Focusing on yellow and red indicators, the CMP Team analyzes afloat End-Use and Navy Working Capital Fund (NWCF) supply functional readiness data, identifies corrective action, training plans, and supports/coordinates actions to improve indicators.
3.2 Objective: Standardize the work procedures and practices by which the Logistics Directorate's (N4) CMP Team oversees afloat End-Use and NWCF supply functional readiness, identifies sub-optimal areas of execution, and coordinates solutions for improving performance in these areas.
3.2 Applicability: All MSC GOGO shipboard supply functional areas. These procedures will be expanded to include Government-owned Contract-operated (GOCO) ships in the future.
4 ROLES AND RESPONSIBILITIES:
4.1 MSC Logistics Operations Division (N41). Executes afloat Supply Department CMP, monitoring key afloat Readiness Indicator (RIs) and as required, recommending courses of action for improving readiness standards or moving RIs to within thresholds. The MSC Logistics Operations Division establishes RI criteria and evaluates which criteria are most important or relevant.
4.2 SUPPOs and JSOs on applicable ships. The SUPPO/JSO is responsible for maintaining positive control and accountability for all End-Use, Defense Working Capital Fund (DWCF), and NWCF material and financial records afloat. He/she must maintain an accountability file that becomes part of the retained financial and inventory files for CMP audit readiness. The SUPPO/JSO will respond to parrish.guerrero1 Cross-Out
N4.41.5224.1-WP
Afloat Supply Continuous Monitoring Program Page 3 of 39 correspondence from N41 and CMP Team in order to improve readiness criteria.
4.3 CMP Team:
4.3.1 Collects data, develops metrics, and generates reports in order to review RIs as assigned by N41.
4.3.2 Manages and conducts in-depth analysis of key End-Use and NWCF afloat functional RIs.
4.3.3 Coordinates corrective actions with N4 leadership, Program Managers (PM), ship’s SUPPO/ JSO, and N4 subject matter experts (SMEs) in those areas falling below established standards identified in references (a) through (i), or to improve a RIs, as directed by N41.
4.3.2 The CMP Team plays a direct role in monitoring, analyzing, and providing corrective action recommendations to shipboard activity and performance as well as providing training (high-velocity) to assigned ship Supply Department Civilian Mariners
(CIVMAR).
4.3.3 The CMP Team works closely with N41, N44, N45, N46, and N48 to coordinate shipboard actions with N4 leadership and Program Managers.
5 PROCEDURES / PROCESSES:
5.1 The CMP Team shall review the CMP Dashboards by ship class, PM, and individual hull. Using the CMP Dashboards, Supply Effectiveness and Analysis (SEAs) reports, and Inventory Posture and Effectiveness Metrics, described in paragraphs 5.2 - 5.9 below, the CMP Team will identify those ships falling below performance thresholds outlined in references (a) through (i) by yellow or red CMP Dashboard status.
5.2 CMP R I s : This section includes applicable TYCOM goals, RI purpose, RI grading criteria, potential causes of low scores, required analysis, RI Grid Summary, RI Summary Detail, and RI Grid drill down.
5.2.1 Net Effectiveness: Supply Effectiveness provides the Supply
Officer and higher authority a trend analysis on the effectiveness and readiness of the supply operation. Net Effectiveness is a measure of how well the carried inventory is managed and is an indicator of timely stock replenishment practices. Therefore, minimizing Not in Stock (NIS) demands has a direct impact on Net Effectiveness. Ref.
(a), para. 6236 applies.
5.2.1.1 Purpose: To measure the performance, management, and
N4.41.5224.1-WP
Afloat Supply Continuous Monitoring Program Page 4 of 39 determine the percentage of storeroom issues against total demand of storeroom item (SRI)/carried items.
5.2.1.2 Grading criteria: Net effectiveness equals the percentage of total repair part demands for carried items that were issued from onboard stock.
Net Effectiveness = # Repair Part Issues/(# Issues + # NIS).
> = 85% <= 70%
5.2.1.3 Required analysis and primary drivers of low Net
Effectiveness requiring corrective action:
a. Improper inventory management and stock record card maintenance.
b. Delay in reordering storeroom stock increases the probability of an NIS. Ships should reorder for stock material daily.
c. Storeroom inventory and location validity problems. Inventory validity has a great impact on effectiveness. Conducting inventories improves inventory validity, but accuracy will degrade quickly if the receipt and issue processes are not executed flawlessly every day. If inventory validity is low, there will be more NIS hits and effectiveness will suffer.
d. Poor stowage procedures resulting in low inventory accuracy rates.
e. Inadequate or improper labeling of material or locations.
f. Stock Material Outstanding File (MOF) is not routinely worked.
Having the most up-to-date status is important so that parts are put back on the shelf in the shortest time possible. The longer it takes, the higher the probability of an NIS.
g. Preliminary and causative research is not being performed for stock item with overaged shipping status.
h. Overaged shipments are not being processed accordingly.
i. Inadequate stock item table and or requisition maintenance.
j. Incoming status not being downloaded from OTS then uploaded into ShipCLIP.
k. Poor receipt processing procedures.
l. Inadequate storeroom or warehouse processing procedures (issues).
N4.41.5224.1-WP
Afloat Supply Continuous Monitoring Program Page 5 of 39
m. Range and Depth (R&D) are not being monitored.
n. Stock posture is not in accordance with TYCOM funding and stocking policy of 100% on hand or on order.
o. Failure to submit allowance change requests (ACR).
p. Lack of verification of NIS conditions.
q. Inadequate funding.

5.2.5 Material Outstanding File (MOF): Problems with the MOF
can negatively impact all supply operation functions, inventory accuracy, financial accountability, record maintenance, and storeroom accuracy and validity. Proactive MOF maintenance is critical to both supply and maintenance operations. The benefits of proper MOF management include OPTAR savings, decreased requisition lead-time, and increased supply and maintenance effectiveness. It is paramount that all Supply personnel have access to OTS in order to ascertain latest status of requisitions. Those requisitions without valid status need to be followed up or cancelled to de-obligate OPTAR funds. Outstanding requisitions must be reviewed, followed-up and cancellation requests must be prepared and transmitted via OTS.

Zero balance on a high demand item, especially very fast moving items, can result in multiple NIS hits, which has a dramatic impact on effectiveness. Ship’s Supply Department team should make every effort to expedite the NIINs having the highest Average Monthly Demand (AMD).
Proactive management will reduce the NIS zero balances and improve both Net and Gross Effectiveness. All policies found in refs. a Chapter 3 and e apply.
5.2.6.1 Purpose: To determine the number of SRIs not in stock with zero on-hand and none on-order (including Substitutes).
5.2.6.2 Grading Criteria:
< = 20 = > 30
5.2.6.3 Required analysis and primary drivers of high Zero Balance with Zero On-Order:
a. Review ship’s authorized allowance quantity.
b. Before deploying, low cost, high average monthly demand (AMD) items should be ordered.

EWA are items that no longer have adequate demand to be retained onboard, DTO material returned by other departments, or no shipboard equipment application. Removal of excess material frees resources, increases storeroom space and reduces manpower required for shipboard inventory management. Ships are to request removal of excess material 90 days post major availability. Request will be made to the MSC N44 Logistics Type Desk (LTD) for review of authorized allowance quantity and equipment application. Refs. a, paras. 5022-5039, d, and e apply.

5.2.10 Loss by Inventory/Gain by Inventory (LBI/GBI) Validity: Use to determine the overall SRI inventory condition. An effective program of sample inventories will point to the weak processes (such as issue and receipt processes) that impact inventory validity. If samples show low inventory validity, the SUPPO/JSO must take aggressive action to correct the inventory validity problem and fix the processes that caused the problem. All losses should be researched with the FED-LOG to determine if substitute receipts were incorrectly identified during the receipt process. LBIs/GBIs are recorded in ShipCLIP by posting the results of a spot inventory or scheduled inventory.
Moving the same quantity between different locations will not generate an LBI or GBI.
