About this file
This file contains project specifications and a comprehensive commissioning plan for the EHRM Infrastructure Upgrades project at the Montrose VA Hudson Valley Health Care System in Montrose, NY (Project 620-22-700). The specifications document outlines detailed construction requirements across multiple divisions, including general requirements, safety protocols, quality control procedures, testing laboratory services, and special inspections. Key construction activities include telecommunications infrastructure upgrades, HVAC systems, electrical distribution, plumbing, fire protection, site utilities, and communications systems across 23 buildings plus site work. The project requires third-party inspections and testing across all divisions, with comprehensive quality control managed by the contractor's Quality Control Manager. Safety requirements are stringent, including infection control protocols appropriate for healthcare facility construction, fall protection thresholds of six feet, excavation permits, electrical work permits, and hot work permits. All employees must pass TB screening and VA IT background checks.
The Commissioning Plan (Section 01 91 00.A) establishes a systematic process to verify that all building systems perform according to design intent and operational requirements. Commissioning activities span pre-design, design, and construction phases, with key deliverables including pre-functional checklists, functional performance test procedures, equipment startup documentation, controls checkout records, and a comprehensive final commissioning report. The commissioning team includes the VA Project Manager, Contracting Officer's Representative, Facilities Management Department, Design Professionals, Construction Project Manager, subcontractors for mechanical/electrical/plumbing/fire protection systems, the Controls (DDC) vendor, Testing and Balancing contractor, and the Commissioning Agent. Systems to be commissioned include fire suppression, plumbing, HVAC, electrical distribution, emergency power generation, lighting controls, communications infrastructure, physical access control, video surveillance, and fire detection systems. The project requires phased construction with multiple buildings commissioned sequentially, with the first building serving as a pilot to demonstrate compliance before concurrent work on up to three additional buildings begins. All systems must achieve 30 days of error-free operation prior to functional performance testing, and seasonal testing may be deferred until appropriate weather conditions occur.
