About this file
This document outlines commissioning requirements for a federal contract to upgrade cooling towers at the National Institute of Standards and Technology Building 42 in Boulder, Colorado. The contractor will provide commissioning services directed by a Commissioning Authority, and will commission the complete chilled water system including chillers, pumps, cooling towers, filtration systems, heat exchangers, and controls. Commissioning must be complete and a Certificate of Commissioning Completion received before substantial completion. The contractor will integrate commissioning activities into the master schedule and coordinate the commissioning team comprised of the Commissioning Authority, COR, contractor, engineers, mechanical contractor, electrical contractor, TAB representative, and controls contractor.

B. Commissioning Completion is the point at which all commissioning requirements, except planned control system training performed after occupancy and any required seasonal or approved deferred testing, have been satisfactorily completed and recommended for acceptance by the Commissioning Agent. Achieving Commissioning Completion is the responsibility of the design build contractor.
This includes for all systems, but is not limited to:
1. Completed and signed start-up and pre-functional checklist documentation
2. Requested trend log data
3. Submission of final approved TAB report
4. Completion of all functional testing
5. Required training of Owner personnel completed and approved
6. Submission of the approved O&M manuals
7. All identified deficiencies in new work completed by design build contractor, have been corrected or are approved by the CO and COR to be excepted from this milestone
1.5 MINIMUM SYSTEMS TO BE COMMISSIONED
A. This includes the complete chilled water system, but is not limited to:
1. Chillers
2. Chilled water pumps
3. Condenser water pumps
4. Cooling towers
5. Condenser water filtration systems
6. Flat plate heat exchanger
7. Flat plate heat exchanger pumps

PART 2 - PRODUCTS
2.1 GENERAL COMMISSIONING REQUIREMENTS
A. COORDINATION
1. Commissioning Team. The members of the commissioning team shall consist of the
Commissioning Authority (CA), the COR, the Design Build Contractor, design engineers, the Mechanical Contractor (MC), the Electrical Contractor (EC), the TAB representative, the Controls Contractor (CC).
B. Management. The CA is hired by the Design Build Contractor. The CA directs and coordinates the commissioning activities and the reports to the COR and the Design Build Contractor. All members work together to fulfill their contracted responsibilities and meet the objectives of the Contract Documents.
1333ND21RNB190002 3
C. Scheduling. The CA will work with the Design Build Contractor to schedule the commissioning activities. The Design Build Contractor shall integrate all commissioning activities into the master schedule. This shall include schedule information for activities such as submittal review, installation inspections, O&M submittals, start-up, functional testing, TAB, and training. All parties will address scheduling problems and make necessary notifications in a timely manner in order to expedite the commissioning process.
2.2 COMMISSIONING PROCESS
A. Commissioning Plan. The commissioning plan shall provide guidance in the execution of the commissioning process.
B. Commissioning scoping meetings shall be conducted.
C. The Commissioning Plan shall identify how commissioning responsibilities are distributed, identifying which parties are responsible for producing the various commissioning procedures, reports, NIST notifications, and forms required.
D. The Commissioning Plan shall include the commissioning schedule.
E. The CA and the Design Build Contractor shall prepare an organizational chart showing lines of communication.
F. The CA and the Design Build Contractor shall prepare a tabular summary to identify which contractor personnel and subcontractors will participate in each test and identify instrumentation required for each test.
G. Commissioning Process. The following narrative provides a brief overview of the typical commissioning tasks during construction and the general order in which they occur.
1. Commissioning during construction begins with a scoping meeting conducted by the CA where the commissioning process is reviewed with the commissioning team members.
2. Additional meetings will be required throughout construction, scheduled by the CA with necessary parties attending, to plan, scope, coordinate, schedule future activities and resolve problems.
3. Equipment documentation is submitted to the CA during normal submittals, including detailed start-up procedures.
4. The CA works with the Subs in developing startup plans and startup documentation formats, including providing the Subs with prefunctional checklists to be incorporated in the start-up plans and completed during the startup process.
5. In general, the checkout and performance verification proceeds from simple to complex;
from component level to equipment to systems and intersystem levels with start-up and prefunctional checklists being completed before functional testing.
6. The Subs, under their own direction, execute and document the prefunctional checklists and perform startup and initial checkout. The CA documents that the checklists and startup were completed according to the approved plans. This may include the CA witnessing start-up of selected equipment.
7. The CA develops recommended equipment and system functional performance test (FT) procedures. The Design Build Contractor Subs review the procedures for personnel safety issues, equipment protection and warranty, physical installation restriction.
8. The procedures are executed by the Design Build Contractor.
1333ND21RNB190002 4
9. Items of non-compliance in material, installation or setup are corrected.
10. The CA reviews the O&M documentation for completeness.
11. Commissioning is completed before Substantial Completion.
12. The CA reviews, pre-approves and coordinates the training provided by the Design Build
Contractor and verifies that is was completed.
13. Deferred testing is conducted, as specified or required.
14. Certificate of Commissioning Completion
