Question Answer
Please clarify the following requirement stated below found on page 8 of the Statement of Work:
7. ** Note: This Key Personnel position must be an employee of the Prime Contractor.
• if the prime contractor can show those key personnel positions will be addressed and fully committed to the prime contractor through a teaming agreement directly citing this commitment, is this Note valid? Similar in nature to how the prime 8(a) will address the solicitation’s Instruction to Offeror sections L-4.1.1.2 and L-4.1.2.6
Statement of Work, Part 6 General Instructions, paragraph 1 identifies Key Personnel as:
a. Project Manager**
b. Site Super**
c. Safety Manager**
d. Lead Mechanical Engineer
e. Commissioning Agent
As indicated by the "**" for the positions of Project Manager, Site Superintendent, and Safety Manager; these positions are required to be employees of the prime contractor.
Your attention is also called to clause G.3, 1352.237-75, Key Personnel. This clause also indicates that the 3 positions annotated above be employees of the prime contractor.
There will be no change to this requirement.
Section L-3.2.4 indicates that the RFP number is 1333ND20RNB1900037; however the SF1442 mentions Solicitation Number 1333ND21RNB190002, should both numbers be indicated on the offerors’ submission?
Solicitation number 1333ND21RNB190002 should be indicated on the offeror's submission. RFP number 1333ND20RNB190037 is replaced with 1333ND21RNB190002 in Section L-3.2.4. See Amendment 0002
Section L-4.1 FACTOR (1) – Experience (Construction and Design) under L-4.1.1 Construction Experience states that, “…a DB or DBB project valued at $3 million or more,” is considered relevant. Since the ROM is between $1M and $5M, would the Government consider allowing projects $1M or more to be included/acceptable for experience for both Construction and Design?
The magnitude of this project is provided, verbatim, from Federal Acquisition Regulation (FAR)
36.204 Disclosure of the magnitude of construction
projects and is separate from what is defined as a relevant project in L-4.1.
As indicated in Section L-4.1 FACTOR (1) - Experience (Construction and Design) - For purposes of this evaluation, a relevant project is further defined as a DB or DBB project valued at $3 million or more, involving new construction or renovation of a building involving civil, structural, electrical and mechanical (plumbing and HVAC) work types.
Section L-4.1 FACTOR (1) – Experience (Construction and Design) under L-4.1.2 Design Experience states that, “…a DB or DBB project valued at $3 million or more,” is considered relevant. Would the Government clarify whether the Design fee needs to be $3M or more or if the entire project cost is to be greater than $3M, not solely the Design fee?
As indicated in Section L-4.1 FACTOR (1) - Experience (Construction and Design) - For purposes of this evaluation, a relevant project is further defined as a DB or DBB project valued at $3 million or more, involving new construction or renovation of a building involving civil, structural, electrical and mechanical (plumbing and HVAC) work types.
Section J references Attachment D Key Personnel Qualifications and Statement of Understanding; however, the RFP instructions do not indicate which volume Attachment D should be placed in. Would the Government please confirm the appropriate location for Attachment D?
All information pertaining to Key Personnel shall be included as part of FACTOR (4) – ORGANIZATION, KEY PERSONNEL AND MANAGEMENT.
See Amendment 0002, Paragraph L-4.4.3.

Question Answer
Section L-5.4 states that, “The Government may require Offerors to submit additional supplemental pricing information (Other Than Certified Cost and Pricing Data) if deemed necessary by the Government.” It is our understanding that the Offeror’s initial proposal submission does not require inclusion of supplemental pricing information (Other Than Certified Cost and Pricing Data) and was wondering if the Government would confirm this viewpoint?
The Offeror's initial proposal shall include the SCHEDULE, solicitation page 4 and does not require inclusion of supplemental pricing information (Other Than Certified Cost and Pricing Data).
See Amendment 0002, Paragraph L-5.4, Section L-5.5 states that, “The Government may request additional information such as the offeror’s Latest Financial Statement for use in a responsibility determination.” It is our understanding that the Offeror’s initial proposal submission does not require inclusion of financial statements and was wondering if the Government would confirm this viewpoint?
As stated in paragraph L-5.5 the Offeror's initial proposal submission does not require inclusion of financial statements however, the Government may request this information at a later time.
Section L-3.2.1 states that the cover letter, “…shall be used only to transmit the proposal and shall include no other information.” It is our understanding that “other information” includes Point of Contact (POC)/contact information (i.e., POC names, phone numbers, and email addresses), additional company details, and non-enclosure details, but does not preclude closing information (i.e., signature, printed name, signatory title, and company name. Would the Government confirm this viewpoint?
As referenced in L-3.2.1, The proposal shall be accompanied by a cover letter / letter of transmittal prepared on the company’s letterhead stationery. The cover letter / letter of transmittal shall identify all enclosures being transmitted and shall be used only to transmit the proposal and shall include no other information.
This statement only precludes inclusion of information that should be addressed in specific areas of the proposal as indicated in Section L of the solicitation.
Due to the current atmosphere surrounding COVID-19, the safest solution would be to only require an electronic submittal instead of CD- ROMs. Similarly, previous Government solicitations required electronic submission only. We kindly ask the Government to reconsider the CD-ROM requirement and only require an email submittal.
As stated in section L-3.2.4 Each proposal shall be submitted on CD-ROM(s) **no other media is acceptable**, no hard copies, thumb drives, etc., will be accepted.
Section L.10 FAR 52.228-1 Bid Guarantee mentions furnishing, “…a bid guarantee in the form of a firm commitment,” Since this submission is required on CD-ROMs, it is our understanding that an original hard copy bid bond is not required and the PDF copy would suffice. Would the Government confirm this viewpoint?
As stated in section L-3.2.4 Each proposal shall be submitted on CD-ROM(s) **no other media is acceptable**, no hard copies, thumb drives, etc., will be accepted. This would include the Bid Bond.
If an original hard copy bid bond is required, what location should receive the hard copy original?
As stated in section L-3.2.4 Each proposal shall be submitted on CD-ROM(s) **no other media is acceptable**, no hard copies, thumb drives, etc., will be accepted. This would include the Bid Bond.
PAGE 6 OF 32 1333ND21RNB1900020002
Section L-4.1.1.4 Construction & Design Experience Project Data Sheet (RFP Attachment A) of the RFP states that, “Except as specifically requested, the Government will not consider information submitted in addition to this form.” It is our understanding that any company affiliation justifications or clarifications are to be included in the RFP Attachment A and are not to be provided in an introductory paragraph prior to the RFP Attachment A sheet section. Would the Government confirm this viewpoint?
The use of affiliates / subsidiaries / parent / LLC / LTD member companies (name is not exactly as stated on the SF1442), should be addressed in the offerors response to L-4.4 FACTOR (4) –
ORGANIZATION, KEY PERSONNEL AND MANAGEMENT
Experience L-4.1.1.1 We can show experience for the portion of work we self-perform on projects of this magnitude. We cannot show company experience as the prime contractor. We have personal resumes, including my own, where I have project managed a prime contracted in direct comparison to this project. Per L-
4.1.1.2 The offeror may submit relevant
experience from a subcontractor… It is our intent to team with a Mechanical firm that can show more than ample experience in projects of this size and complexity.
Please advise or confirm that using the major subcontractors resume will be sufficient for our proposals acceptance based on the above.
Can the proposal be turned in via email in lieu of electric CD?
As stated in section L-3.2.4 Each proposal shall be submitted on CD-ROM(s) **no other media is acceptable**, no hard copies, thumb drives, etc., will be accepted.
Do you want Volume II on a separate CD than Volume 1?
There is no requirement for the proposal to be provided on separate CDs.
Can qualified individuals perform multiple roles? Example (Can the Safety Manager be the same person as the PM or Super)?
There is no prohibition on individuals performing multiple roles.
PAGE 7 OF 32 1333ND21RNB1900020002
Can you verify the exact resumes that are needed for the proposal requirements.
On Page 54 of solicitation Factor 4 The requirement states Project Manager, Site Super, and Safety Manager.
In the Scope of work page 7 Part 6 General information it says to provide resumes and all individuals proposed for key personnel positions describing their experience with references, qualifications and responsibilities to the contracting officer for review.
a. Project Manager
b. Site Super
c. Safety Manager
d. Lead Mechanical Engineer e Commissioning Agent
Can you confirm what resumes are needed in the proposal?
L-4.4.3 Key Personnel requires that a Resume Form RFP Attachment (C) is required for Key Personnel identified in the Statement of Work, Part 6 General Instructions, paragraph 1.
Statement of Work, Part 6 General Instructions, paragraph 1 identifies Key Personnel as:
a. Project Manager
b. Site Super
c. Safety Manager
d. Lead Mechanical Engineer
e. Commissioning Agent
Resume Forms are required for Project Manager, Site Superintendent, Safety Manager, Lead Mechanical Engineer, and Commissioning Agent.
Can you tell me if the resumes for the Lead Mechanical Engineer and Commissioning agent are required for the technical proposal submission? On page 54 of page 59 of the solicitation it only mentions Project Manager, Site Super and Safety Manager. In the SOW it mentions resumes for all individuals are listed below:
Project Manager, Site Super, Safety Manager, Lead Mechanical Engineer, and Commissioning agent. Can you clarify what resumes are required for the proposal submission?
L-4.4.3 Key Personnel requires that a Resume Form RFP Attachment (C) is required for Key Personnel identified in the Statement of Work, Part 6 General Instructions, paragraph 1.
Statement of Work, Part 6 General Instructions, paragraph 1 identifies Key Personnel as:
a. Project Manager
b. Site Super
c. Safety Manager
d. Lead Mechanical Engineer
e. Commissioning Agent
Resume Forms are required for Project Manager, Site Superintendent, Safety Manager, Lead Mechanical Engineer, and Commissioning Agent.
We did have some confusion however, on some of the requirements detailed in the Statement of Work document provided. It states in Line 6 of Part 6, that the required experience for the Commissioning Agent is the same to that of a Mechanical Engineer. Normally, the Commissioning Agent would have some slightly different responsibilities than the Mech Engineer, so could you clarify what the Commissioning Agent’s responsibilities are?
Amendment 0002 replaces the Statement of Work in its entirety. Commissioning Agent requirements have been revised.
PAGE 8 OF 32 1333ND21RNB1900020002
Additionally, Line 7 of Part 6 states that any of those Key Personnel positions described in Part 6, would need to be employees of the contractor. This would be fine in almost all of these positions for us, but normally commissioning is subcontracted – which would make them not a direct employee. Would you be able to confirm if we would be allowed to send in a resume of a subcontracted Commissioning Agent for this project?
There is no requirement for the Commissioning Agent to be an employee of the prime.
Are there any issues with the current cooling towers or “wish-list” items that NIST would like to see incorporated into the new cooling towers?
Please refer to Attachment 11 - COOLING TOWER REQUIREMENTS for specific requiemetns.
Are we required to supply the same brand cooling towers (i.e., Evapco)?
Refer to Attachment 11 - COOLING TOWER REQUIREMENTS, section 2.1. There is no brand name requirement. Cooling towers are described as EVAPCO Model USS or Equal.
Can the current Alfa Laval heat exchangers be expanded, or would NIST prefer to replace the existing?
Refer to the Statement of Work, Part 5, Paragraph 2.
Please confirm that letters of commitment are NOT required for the Mechanical Engineer and Commissioning Agent, as they will not be employed by the Prime Offeror.
As referenced in L-4.4.2, In addition to the narrative, the Offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, or letter of commitment for each member of the Offeror’s team identified above (e.g., joint venture partner, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.). This would include team members such as the Lead Mechanical Engineer and the Commissioning Agent.
Please provide guidance as to where RFP Attachment D, Key Personnel Qualifications and Statement of Understanding should be provided in our proposal response. There is no guidance provided within Section L of the RFP.
See Amendment 0002, Paragraph L-4.4.3.
PAGE 9 OF 32 1333ND21RNB1900020002
Attachment 1 Statement of Work, Part 6.6 states “The Commissioning Agent must have a minimum 10 years’ experience as a Commissioning Agent on projects of similar size and complexity to this project. The Commissioning Agent in this context shall mean the individual with the responsibility for the overall mechanical design of the project.”
Elsewhere in the SOW it says that the commissioning agent must be a third party, but under contract to the contractor, and reports to both NIST and the contractor.
Commissioning shall not be performed by representatives of the contractor nor the project design engineers. It appears the last sentence in the statement above was mistakenly copied from the description of the Lead Mechanical Engineer. Please confirm that we are not able to utilize the same company for both commissioning services and mechanical design on this project.
Refer to the Statement of Work, PART 6 General Information, paragraph 6, Part 6.6 has been revised to read:
The Commissioning Agent must have a minimum 10 years’ experience as a Commissioning Agent for chiller plants of similar in size and complexity to this project. The Commissioning Agent in this context shall mean the individual with the responsibility for the commissioning of the chilled water plant.
Attachment 1 Statement of Work, Part 3.5 states “Cooling tower shutdown and removal period shall be between September 1 and March 31.” Please confirm that the period is September 1, 2021 and March 31, 2022?
Yes, cooling tower removal and replacement shall be performed between September 1, 2021 and March 31, 2022. NIST requires a minimum of a 2 week notification for shutdowns.
Will the government please provide the site visit attendee list from each time slot used on the December 2nd and December 20th site visits?
The site attendee list for the first site visit is incorporated in Amendment 0002. The site attendee list for the site visit on 12/16/20 will be provided in a subsequent amendment.
Current due date for submission of inquiries/questions is 12/22/20 and the proposal due date is 1/5/21. With two major U.S. holidays (Christmas and New Year’s) between those key dates, I’m concerned offerors will have difficulty gathering information from vendors and contractors due to vacations/time off with family & friends.
QUESTION: Will the customer consider extending the proposal due date to give offerors adequate time
Amendment 0002 extends the proposal due date to 1/22/21.
Will the customer consider accepting proposals via email in addition to CD-ROM(s)?
As stated in section L-3.2.4 Each proposal shall be submitted on CD-ROM(s) **no other media is acceptable**, no hard copies, thumb drives, etc., will be accepted.
Is an employee of the PRIME contractor allowed to have multiple key personnel positions?
There is no prohibition on individuals performing multiple roles.
PAGE 10 OF 32 1333ND21RNB1900020002
Is the Safety Manager required to have special certifications, licenses, etc.?
Refer to the Statement of Work: The Safety Manager must have a minimum of 10 years of construction experience, of which a minimum of 5 years of construction-related safety experience is included and must have completed the OSHA 30-hour Training Course. Completion of a 16-hour or 40-hour training course in the U.S. Corps of Engineers EM 385-1-1 Safety and Health Requirements Manual is recommended but not required. The Safety Manager will have overall responsibility for the safety of all contractor operations in accordance with the approved Safety Plan. Duties will include safety training of contractor personnel, regular inspections of working conditions and practices for safety compliance, record-keeping and remediation of unsafe practices.
Is a City Builder License required for this project?
No, a license form the City of Boulder is not required. Contractor shall be responsible for the Boulder use tax.
Will project inspections be performed by NIST or the city of Boulder?
Project inspections will be performed by NIST personnel.
This does not relieve the Design-Build Entity of their responsibility for compliance with current codes, industry standards, or Clause E.1, 52.246- 12, Inspection of Construction.
What are current plant return condenser temps due to the loads of the building? This will determine size of cooling towers.
This information is provided in the Statement of Work, Part 5 .
What are the EVAPCO suggested size of cooling towers? VFD’s coming with the towers?
Cooling tower selection to be performed by the Design-Build Entity. Cooling tower manufacturer shall provide VFD per Attachement 11, COOLING TOWER REQUIREMENTS, Section 2.7.
Are the balance valving off of the new cooling towers to be supplied by the PRIME contractor as part of this project, or JCI controls? Will connect and testing be done by JCI within programming?
The prime contractor is responsible for providing the balancing valves.
As the controls are proprietary to JCI the prime contractor shall insure that all necessary control sequence changes as required by the engineer of record are coordinated with the ESCO and performed by a qualified JCI technician.
Will JCI handle all program changes and commissioning detailing to owner or direct to PRIME contractor?
The prime contractor is responsible for all program changes and commissioning detailing.
As the controls are proprietary to JCI the prime contractor shall insure that all necessary control sequence changes as required by the engineer of record are coordinated with the ESCO and performed by a qualified JCI technician.
PAGE 11 OF 32 1333ND21RNB1900020002
Pending load size and cooling tower size, will the condenser piping need to be increased in size?
Refer to the revised Statement of Work; this is a determination that is to be made by the Design- Build Entity to achieve the final condenser water flow requirements.
Is consideration given to replace the current condenser primary pumps or in another phase?
Increase in cooling towers may mandate this item.
Refer to the revised Statement of Work; this is a determination that is to be made by the Design- Build Entity to achieve the final condenser water flow requirements.
We request an offer submission date of January 29, 2021 in lieu of January 5, 2021.We request this additional time due to the lost of time due to holidays. In addition, we need additional time to analysis the required SOW from the increase in cooling tower capacity.
Amendment 0002 extends the proposal due date to 1/22/21.
Please provide structural drawings of existing cooling tower structure. In addition, provide existing structural drawings of the cooling water basins. Please provide soil testing of where the new cooling towers are to be installed.
Structural drawings with soil test information are provided in this amendment and are for information only. Design-Build Entity is responsible for determining soil conditions.
Is the Scope of Work in the RFP limited to replacement of the existing (4) 3,132 GPM towers with (4) new 5,400 GPM towers? Or are all ancillary components part of the project as well? If plant’s total flow rate increases from 12,500 GPM to 21,600 GPM multiple components will be impacted and would be replaced or added to such as: such as the side-stream filters, condenser water pumps, control valves, piping, etc.
Refer to the revised Statement of Work: The scope is to replace the 4 existing cooling towers. The scope also includes for undersized condenser water equipment to be replaced or additional equipment provided to support to future condenser water flows, including but not limited to: side-stream filters, condenser water pumps, control valves, piping, etc. NOTE that the design is the responsibility of the Design-Build Entity and shall provide a complete and usable facility.
The chiller submittals from the Phase II project notes the maximum flow rate on each condenser as 289.3 l/s (4,586 GPM). The RFP notes the new cooling towers are to have minimum flow are of 5,400 GPM. Is the intent to run each tower at 5,400 GPM or at a reduced capacity?
Refer to the revised Statement of Work: New cooling tower shall be designed to serve existing chiller flows and future chiller flows.
Would it be possible to provide a list of the site visit attendees?
The site attendee list for the first site visit is incorporated in Amendment 0002. The site attendee list for the site visit on 12/16/20 will be incorporated in another amendment.
Can this proposal be turned in electronically (email) due to Covid restrictions in lieu of hard copy?
As stated in section L-3.2.4 Each proposal shall be submitted on CD-ROM(s) **no other media is acceptable**, no hard copies, thumb drives, etc., will be accepted.
PAGE 12 OF 32 1333ND21RNB1900020002
Will the customer provide Structural, Mechanical and Electrical CAD dwgs?
Available as-builts in the form of CAD drawings shall be provided after award, PDF dwgs shall be provided with this amendment .
There is conflicting information in the RFP documentation regarding wet bulb temperature selection criteria for the new cooling towers.
Please clarify which criteria is correct (for reference the ASHRAE 0.4% Evaporation design day is 65°F): Attach 1 SOW states that the tower shall be selected for a 67°F wet bulb entering air temperature. Attach 11 Cooling tower requirements states that the entering air wet bulb temperature is 69°F.
Refer to the revised Statement of Work: Provide cooling towers selected for a 69°F wet bulb entering air temperature.
The existing towers are counter flow type. Are cross-flow type also acceptable?
Refer to Attachment 11 - COOLING TOWER REQUIREMENTS, Provide counter flow cooling cooling tower per cooling tower requirements provided.
Will the attendance list from the site walks be shared?
The site attendee list for the first site visit is incorporated in this amendment. The site attendee list for the site visit on 12/16/20 will be incorporated in another amendment.
Please verify there is no work on the chilled water system? RFP Part 7 mentions chiller replacement but it is not in the main description of the project scope.
Refer to the Statement of Work Part 5 and CHILLER PLANT COMMISSIONING REQUIREMENTS: Third party commissioning shall be provided for the chilled water plant.
Please verify it is acceptable to have the chilled water off the HX down during replacement of the heat exchanger.
Yes it is acceptable to disable the chilled water to the HX during replacement.
Attachment 1 SOW part 5 states a 67 deg F entering air temperature, Attachment 11 paragraph 2.7 states a 69 Deg F EAT, which is correct?
Refer to the revised Statement of Work: Provide cooling towers selected for a 69°F wet bulb entering air temperature.
Attachment 11 paragraph 2.7 states a design flow of 5411 GPM. If that is for the system that would be 0.9 GPM/Ton. We typically see 2.5-3 GPM per ton. What is the desired GPM/ton on the new system? Is this something that the ESCO will have control of?
Refer to the revised Statement of Work: New cooling tower shall be designed to serve existing chiller flows and future chiller flows.

L–3.1 GENERAL
The Government will assess and rate proposals based on how well the offerors meet the factors and requirements outlined in the RFP using the evaluation criteria and instructions herein.
Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. A proposal with any non-price factor rating of Marginal or Unacceptable renders the overall non-price factor rating as Marginal or Unacceptable, unless the factor or the sub-factor rating is improved to a Satisfactory or higher rating through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.

If an offeror’s submissions contain information that they believe should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” [5 USC§552(b)(4)], the offeror should mark its submissions in the following manner:
L–3.2.7.1 The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s) _______”.

Each volume, other than the Cost volume, shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
Information required for proposal evaluation, which is not found in its designated volume or cross-referenced, is assumed omitted from the proposal.
L-3.2.9 The Contractor’s electronic proposal shall be compatible with the Microsoft Office 2016 Software Suite and/or Adobe Acrobat (PDF).
L–4 Volume I Technical
L-4.1 FACTOR (1) – EXPERIENCE (CONSTRUCTION AND DESIGN):
The offeror shall submit the following information:
L-4.1.1 Construction Experience:
L-4.1.1.1 The Offeror shall Submit a maximum of five (5) construction projects for the Offeror that best demonstrates your experience on relevant projects (critical facility utility projects - that are similar in size, scope, and complexity to the RFP). For purposes of this evaluation, a relevant project is further defined as a DB or DBB project
PAGE 28 OF 32 1333ND21RNB1900020002
valued at $3 million or more, involving new construction or renovation of a building involving civil, structural, electrical and mechanical (plumbing and HVAC) work types.
L-4.1.1.2 The offeror may submit relevant experience from a subcontractor or other teaming member that they propose to use; however, the offeror must also submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, or letter of commitment for the subcontractor or teaming member.
L-4.1.1.3 Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP. A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole should not be submitted as a project; rather Offerors should submit the work performed under a task order as a project.
L-4.1.1.4 The attached Construction & Design Experience Project Data Sheet (RFP Attachment A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for the construction portion and for the design portion of the project. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed four (4) double-sided page (or eight (8) single-sided pages).
L-4.1.1.5 For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: phasing of construction work in occupied facilities, scheduling and maintaining of utility functions during project performance, any unique features, square footage, construction methods, etc.), including any sustainable features or USGBC LEED certifications. If a design-build project, include a description of the design-effort. In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Clearly identify projects that are certified by the USGBC, LEED and the rating level. Also identify if the project is LEED “Self-Certified” or “Sustainable Validated” project (i.e. those that were not able to achieve LEED certification).
L-4.1.1.6 If the Offeror is a JV, relevant project experience shall be submitted for projects completed by the Joint Venture entity. If the JV does not have shared experience, projects shall be submitted for each JV partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower. Offerors are still limited to a total of five (5) projects combined.
L-4.1.1.7 If an Offeror is utilizing experience information of affiliates / subsidiaries / parent / LLC / LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate / subsidiary / parent firm will have meaningful involvement in the performance of the contract.
L-4.1.1.8 The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offer must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract.
L-4.1.2 Design Experience:
L-4.1.2.1 Submit a maximum of five (5) design projects for the design team that best demonstrates design experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as a DB or DBB project valued at $3 million or more, involving new construction or renovation of a building involving civil, structural, electrical and mechanical (plumbing and HVAC) work types.
L-4.1.2.2 Projects submitted shall be completed within the past five (5) years of the date of issuance of this RFP. For design-build projects, the design portion of the contract
PAGE 29 OF 32 1333ND21RNB1900020002
shall have been completed within the past five (5) years of the date of issuance of this
RFP.
L-4.1.2.3 A project is defined as a complete design effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;
rather Offerors shall submit the work performed under a task order as a project.
L-4.1.2.4 The attached Construction & Design Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form.
