Question Answer

Please confirm the HX is Alfa Laval. If so, please provide the serial number.

The government has provided the HX submittal for reference.

Please refer to the attached HX submittal (Attachment 27), PUMP PACKAGE with HX 15541-01B.

Is the existing water side economizer functioning?

Is NIST wanting to take it off the mechanical cooling towers to simplify transition from economizer to mechanical cooling, or are they wanting to separate it out because it’s not working and they believe that’ll help?

a. Yes the water side economizer is functioning. The intent of the water side economizer system modifications HX is to provide a dedicated cooling tower, pumping and piping system for the system. Providing (2) two condenser water systems. With a condenser water system serving the 4 chillers and a separate system serving the water side economizer Heat Exchanger.

b. The chillers do not operate with the low condenser water temperatures required for the water side economizer system.

The RCx of the existing chiller plant, it’s a variable primary plant, are their specific known issues they are trying to solve? There’s no design review requested by the Cx scope, but given the schematics they provided there are some improvements available. Specifically the location of the new flow meter on the chilled water distribution should be moved prior to the take off’s to the CUP AHU’s, the maximum rate of change of flow allowable through the chillers will be critical to reliable operation as well as chiller min/max flows/temps and the configuration of the chillers themselves (assumed to be variable speed screw chillers for this application), the physical location of the system DP and total system by-pass will need to be known. It’s curious because these schematics appear to be the current condition of the chiller plant from a previous project, just curious what the extent of correcting current plant operations is expected.

This amendment significantly revises Attachment 9, Chiller Plant Commissioning Requirements.

Refer to Attachment 9, Chiller Plant Commissioning, Amendment 0003.

The scope of work includes re-pipe of tower by-pass as required, is the intent to maintain the current function and re-pipe to physically fit the new towers? Or is there a functional issue that NIST is desiring resolution to?

The purpose of the tower bypass lines was to warm up the sumps, the design build contractor shall review the need of the cooling tower by-pass’s during the design.

Cx scope doesn’t really address Retro-Cx of the chiller plant, so scoping and interaction with the maintenance staff to understand their problems will be critical. If the Cx of the chilled water side is just to verify the existing operation is un-impacted by this project, that’s a much simpler task. Then it’s just Cx for the condenser water system and the condenser water side of the chillers. Is the desire for Cx of the whole chilled water plant, or just the condenser water side of the plant plus the HX tie in on the Chilled water side?

This amendment significantly revises Attachment 9, Chiller Plant Commissioning Requirements.

Refer to Attachment 9, Chiller Plant Commissioning, Amendment 0003.

In regards to the required project schedule, how many days does the government require to review the 60% design submittal? The 90% design submittal? And the 100% design submittal?

a. NIST will make reviewing design submissions a priority, but 21 calendar days would be required.

b. The design build team shall coordinate with NIST, review meetings for the 60% and 90% design submissions.

In regards to the project schedule, will there be a 100% corrected design submittal activity?

If so, how many days will the government require to review?

NIST is expecting all government comments are incorporated in the 100% review set and 10 calendar days are required for review.

In regards to the schedule, what window of time (duration) will be required for each submittal review? Should the contractor hold 1 weeks time for scheduling purposes?

NIST will make reviewing equipment submittals a priority, but 21 calendar days would be required.

In regards to the schedule, is “Fast Tracking” required or allowed?

The Design build team shall complete the scope of work within the period of performance allowed, NIST does not have a requirement for or against fast tracking.

In regards to the schedule, can construction activities commence before 100% design is complete?

Yes, the design build team can submit phased design or trade specific submissions for review, approval and early construction.

In regards to the schedule, can long lead submittal items be submitted in the 60%, 90% and 100% design submission?

Yes, NIST shall review submittals of long lead items during design submission.

During the site walk the concrete in the basement appeared to be colored. Does the new concrete pad in this room need to be colored? If so, please provide color.

Coloring of concrete pads is not required.

For the exterior cooling tower foundations, can we abandon the existing western foundation beam in place?

Yes, the western cooling tower foundations can be abandoned if they do not inhibit upon servicing or operation of the cooling towers

PAGE 6 OF 20 1333ND21RNB1900020003

Question Answer

For the exterior cooling tower foundations, can we use aluminum wall ties that break off at the surface? Is an architectural finish required over broke off wall ties?

Design build team shall provide design structural design drawings for cooling tower foundations. Material finish shall be reviewed during the design process.

Do the sump pit walls at the exterior foundations need to be extended to the west on BOTH sump pits?

Design build team shall verify required remote sump pit volume.

Do the existing gas lines interfere with the potential cooling tower location to the south?

Design build team shall verify location of underground utilities.

Please confirm the new concrete pad in the basement can be placed on existing slab and does not need to be cut in.

Design build team shall provide design drawings for concrete pads.

Please provide submittals for the existing electrical buckets to verify their capacities.

Part 5, paragraph 2l: Provide full flow high efficiency liquid-solid separators, with automatic flush. Filtration shall remove solids size of 25 microns and larger.

Can large print drawings be included in our proposal to show the new Mechanical schematic in our proposal?

Yes, the design build contractor is allowed to provide schematic drawings in electronic format with their proposal.

All of the existing cooling towers are from the manufacturer EVAPCO. Is it the intent of this project to furnish and supply the new cooling tower/s from the same manufacturer EVAPCO?

Refer to the COOLING TOWER REQUIREMENTS (Attachment 11), section 2.1A. Contractors may propose an "or equal" tower manufacturer, cooling tower shall comply with specifications provided by the government.

Since this is an ESPC project what influence will JCI have on the overall design and equipment selection since they are the ESCO that is guaranteeing the performance and the ROI supposedly.

The ESCO contractor will review equipment submittals and control sequence changes prior to Government approval.

117 What are the Warranty requirements/durations?

Warranty Requirements are included in clause I.100, 52.246-21 WARRANTY OF CONSTRUCTION (MAR 1994). The full text of this clause can be accessed at:

What will be required for the Owners training requirements/durations

Refer to revised Attachment 8 - DEMONSTRATION AND TRAINING, (Amend 0003)

Please clarify if modifying the existing Lightning Protection System will be required for this project, to now incorporate the new cooling towers into the existing system?

The existing cooling towers do not have a lightening protection system. If lightning protection is required by current code, the contractor shall comply with current code requirements.

Please clarify if the following electrical testing/studies for modifications to existing electrical gear will be required for this project: Coordination Study, Arc Flash Study, Harmonic Analysis Study, 3rd Party NETA Testing & IR scans (initial & follow up)

Refer to attached Attachment 1, Revised SOW Amendment 0003, Part 5, paragraph 10

Please clarify if harmonic filters will be required for new variable frequency drives?

Refer to attached: VARIABLE-FREQUENCY MOTOR CONTROLLER REQUIREMENTS– AMENDMENT 0003. (Attachment 31)

With this facility running 24/7/365, please clarify if there is possibly any nights or weekends that should be accounted for to perform shutdowns of electrical equipment such as motor control centers, switchgear, panels or if these can occur during typical hours during the day and scheduled with NIST accordingly?

Refer to attached revised Attachment 1, SOW (Amendment 0003), Part 3, paragraphs 6 and 7 for information regarding regularly scheduled site-wide outages.

Outages MAY be allowed outside of these times but this is dependent on operational requirements and constraints.

Approval for outages outside these timeframes is not guaranteed.

Commissioning - is there a certain duration that we should account for the commissioning process with NIST (1 week, 2 weeks, etc.)?

Time required to perform the commissioning scope shall be determined by the commissioning agent.

This amendment significantly revises Attachment 9, Chiller Plant Commissioning Requirements.

Refer to Attachment 9, Chiller Plant Commissioning, Amendment 0003.

Please clarify if any new maintenance lighting or receptacles will be required around the cooling towers?

The contractor shall verify existing conditions and comply with current code requirements and provide maintenance lighting or receptacles if required.

Can we get the most recent (4/2/2010) Motor Control Center Schedule for MCC C3 & C4?

The motor control submittal and construction drawings were provided in amendment 0002. Please refer to Phase 1 mechanical and electrical set dated 11/4/1994.

Can we see the sequence of operation for the condenser system and free cooling?

Contractor shall coordinate with JCI to acquire sequence of operations. CPO-10, the JCI central plant optimization program is a proprietary software program; because of the proprietary nature of the software there is no information NIST can provide.

Are there data logs we can view for the chilled and condenser water systems?

Requested information shall be provided after the Notice to Proceed (NTP).

Please identify which of the cooling towers are to be relocated for free cooling.

Two of the four cells to the south will be relocated, contractor shall coordinate with NIST which of the four.

129 Please provide a copy of the chiller data log.

Requested information shall be provided after the Notice to Proceed (NTP).

Please provide a copy of the sequence of operations for the cooling tower, chillers and associated pumps.

Contractor shall coordinate with JCI to acquire sequence of operations. CPO-10, the JCI central plant optimization program is a proprietary software program; because of the proprietary nature of the software there is no information NIST can provide.

Confirm whether or not the tower sumps have isolation valves.

For information only, refer to attached: COOLING TOWER STRUCTURE AMEND 0003. (Attachment 28). The contractor is responsible for verifying field conditions.

It was mentioned at the site visit that there might be times that the system can be shut down (holidays, weekends,…)?

Refer to attached revised Attachment 1, SOW (Amendment 0003), Part 3, paragraphs 6 and 7.

If the pump sizes are increased, will the crane system for the pumps be able to lift a larger pump? What is the capacity of the cranes for the pumps?

Crane lifting capacity is 2 Tons.

PAGE 11 OF 20 1333ND21RNB1900020003

NIST will likely need to upsize the piping (and possibly pumps) on the chilled water side as well to get the proper flow rate through the new chillers. While that’s outside the scope of this project, it should be confirmed that this is outside the SOW so that we don’t incorrectly assume this project was deficient when we don’t achieve 6,000 tons out of the new chillers due to those limitations. Please confirm this is correct and the chilled water side of the piping will not be modified.

Only the chilled water piping associated with the heat exchanger shall be in the scope of work.

What will the results of the balancer do for the project? If the flow conditions are not meeting the original design intent what would be the pathway forward? Having this study completed prior to the bid would help define exact needs of the project.

Per the SOW the design build team shall provide a prebalance report. Refer to the SOW PART 5, paragraph 5 Balancing:

Provide as a submittal, existing chilled water and condenser water flow measurements before making any changes to the systems.

In the event there is not enough space to upsize the pumps would the facility have concerns with adding a 5th pump?

Design build contractor shall evaluate the condenser water pumps and either add or modify to achieve the condenser water flows per the SOW.

Amendment 2 indicated we are not to contact the controls contractor (JCI). If we are not allowed to contact the controls contractor how would you propose that we coordinate the cost and design of the control modifications for this project?

Amendment 0002 only asks that you do not contact the U.S. Census Bureau contracting officer or the JCI ESCO point of contact for purposes of answering questions related to the requirements of this acquisition.

Amendment 0002 does not restrict you from contacting JCI controls representatives for the purpose coordinating project cost and design.

The proposed future condenser water range (75/84) will require a total condenser water flow in excess of 3 gpm/ton, approximately 20,000 gpm. This total flow will exceed the capacity of virtually all existing condenser water piping, pumps and accessories. Could the condenser water range be increased to result in a lower system flow, requiring less replacement of plant infrastructure? Is it preferable to replace all piping and pumps to achieve the required flow rate at the 75/84 range

It is preferred to replace all piping and pumps to achieve the required flow rate of the existing and future cooling towers.

Refer to SOW part 5, Scope of Work.

PAGE 18 OF 20 1333ND21RNB1900020003

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example: PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with…
