About this file
This statement of work details requirements for the design and construction of cooling tower upgrades at the National Institute of Standards and Technology campus in Boulder, Colorado. The scope of work includes removing four existing cooling towers and replacing them with larger capacity towers to support a 6,000-ton chiller plant. Additional requirements include evaluating and potentially upgrading the flat plate heat exchanger and associated systems, painting piping, updating controls sequences, commissioning, and phased construction to maintain minimum cooling tower capacity. The contractor must provide all design, engineering, construction, and commissioning services while coordinating with the on-site energy service company. Key personnel requirements and submittal deadlines are also outlined.

The Department of Commerce campus is located at 325 Broadway in Boulder, Colorado and is a research & development facility. It consists of the agencies of NIST, NOAA and
NTIA.
See the NIST Boulder General Contractor Requirements document, included in the contract for information on rules and requirements of performing work on the National Institute of Standards and Technology (NIST) sites in Boulder and Ft. Collins, Colorado.
PART 2 BACKGROUND
Building 42, built in several phases starting in 2004 and is the Central Utility Plant (CUP) for the Boulder Facility. With the increasing demand on the facilities chilled water plant, NIST is replacing the current cooling towers with larger units to improve the performance of the chillers.
The chilled water plant operates 24/7/365, unscheduled interruptions are unacceptable.
PART 3 EXISITNG COOLING TOWER SHUTDOWN
1. Cooling tower shutdown, removal and installation shall be phased and coordinated with the COR. Only 50% of the chilled water plant can be disabled at any time.
2. The chiller plant must remain operational, at a minimum of 50% always.
3. Provide any required temporary piping or valving to maintain plant operation while removing and installing cooling towers.
4. Shutdowns require a minimum 2-week notification to COR.
5. Cooling tower shutdown and removal period shall be between September 1 and
March 31.
