About this file

This document is a National Emissions Standard for Hazardous Air Pollutants (NESHAP) Asbestos Survey report for the Western Colorado Veteran Affairs Medical Center (WCVAMC) in Grand Junction, Colorado. Conducted by CT Consultants, Inc. from May 3-5, the survey examined Information Technology (IT) closets and proposed new Telecom Room (TR) locations across multiple buildings (1, 5, 6, 7, 8, 12, 13, 35, 36, 37, 44, and 45) as part of the Electronic Health Record Modernization (EHRM) Infrastructure Upgrades project.

The survey identified 62 suspect materials, with 186 samples collected and 262 layers analyzed. Notably, asbestos was detected only in Building 8, specifically approximately 240 square feet of drywall and joint compound between rooms 109 and 114. The laboratory analysis used Polarized Light Microscopy (PLM) method, and while no friable asbestos-containing materials (ACM) were found, the joint compound in Building 8 was classified as a Category II non-friable ACM that could potentially become regulated during renovation or demolition activities. The report recommends following all applicable federal, state, and local regulations when handling identified and suspect ACM during the infrastructure upgrade project.

1.0 Introduction

CT Consultants, Inc. (CT) conducted a United States Environmental Protection Agency (U.S.

EPA) National Emissions Standard for Hazardous Air Pollutants (NESHAP) asbestos survey associated with the EHRM Infrastructure Upgrades of Information Technology (IT) closets and proposed new Telecom Room (TR) locations located within Buildings 1, 5, 6, 7, 8, 12, 13, 35, 36, 37, 44, and 45 of the Western Colorado Veteran Affairs Medical Center (WCVAMC) located in Grand Junction, Colorado. Building 9 was not accessible at the time of the field survey and no suspect materials were identified in Building 7.

1.1 Project Purpose and Objectives

The purpose of the survey was to identify potential asbestos-containing materials (ACM) in the existing IT closets and proposed new TR locations. These areas are proposed for upgrades as part of the construction project to upgrade the facilities electric and IT systems to allow for the new Electronic Health Record Modernization (EHRM) system.

1.2 Personnel

The survey was conducted from May 3rd through 5th by Mr. Brian Jones. A copy of his training completion certificate is included in Appendix A

2.0 ASBESTOS SURVEY

This section documents the methodology and results of the asbestos survey.

2.1 Homogenous Areas

Each accessible area within the existing IT closets and proposed new TR location areas was surveyed which included the identification of suspect materials and the definition of homogeneous sampling areas (HSA), assessment of the condition of each material, estimation of the approximate quantity of the suspect ACM, and collection and analysis of representative bulk samples from each identified HSA. An HSA is defined as a material that exhibits similar physical characteristics (e.g., texture, surface color, and appearance) and was applied or installed during the same construction period (if known) as determined by CT’s inspector utilizing professional judgment, experience, and historical building information.

2 | P a g e

2.2 Sampling and Analysis Methods

CT provided a Colorado certified Asbestos Inspector to conduct the non-destructive survey of the existing IT location and proposed new TR location areas along with the hallways.

Suspect ACM samples were collected using a coring device or other means, as appropriate, to collect a cross section of the suspect material. The samples were placed into clean, unused sealable bags and marked with a unique sample identification number. The samples of suspect ACM were transported to International Asbestos Testing Laboratories, Inc. (IATL) and analyzed by PLM using U.S. EPA Method 600/R-93/116. The EPA/600/R-93/116 “Method for the Determination of Asbestos in Bulk Building Materials” requires that all multiple, distinct layers must be analyzed individually. Sample analytical results are provided for each distinct layer of each sample submitted to the laboratory.

IATL is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP), which is administered by the National Institute of Standards and Technology (NIST). The laboratory accreditation number is included in the analytical report.

2.3 Asbestos Survey Results

CT identified 62 suspect materials in the surveyed areas of Buildings 1, 5, 6, 7, 8, 12, 13, 35, 36, 37, 44, and 45. A total of 186 samples were collected and 262 layers were analyzed by a laboratory for the presence of ACM. The laboratory analysis of the samples was conducted by an accredited laboratory using the PLM method. Laboratory analytical results indicated that asbestos was identified in Building 8, as summarized below:

Building 8 o Approximately 240 square feet (s.f.) of drywall and joint compound (HSA 36) between rooms 109 and 114

Refer to Appendix B for the NESHAP Asbestos Survey Summary Tables. The analytical laboratory reports are included in Appendix C. Maps indicating the asbestos sample locations are included in Appendix D.

3.0 CONCLUSION AND RECOMMENDATIONS

This section summarizes the results of the asbestos survey and sampling and provides conclusions and recommendations.

3.1 Asbestos Survey

The U.S. EPA defines regulated asbestos-containing material (RACM) as: (a) Friable asbestos material, (b) Category I no-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations.

No friable ACM was identified.

The following Category II non-friable ACMs were identified and might become RACM based on renovation/demolition techniques:

Building 8 o Approximately 240 s.f. of drywall and joint compound (HSA 36)

4 | P a g e

4.0 LIMITATIONS

CT has made reasonable efforts to identify and quantify suspect ACM based upon the standard of care in the environmental industry existing at the time of the survey. This survey only summarizes the potential presence and estimated quantities of visually observed ACM.

Unless otherwise indicated, CT did not perform destructive testing and this survey is limited to areas that were accessible to and visually observed by CT at the time of the survey.

Additional material disturbed during renovation or demolition activities should be evaluated on a case-by-case basis, especially materials that were previously hidden, obscured, or inaccessible, to determine if the material is included in this survey. If a given material is not described in this survey or cannot be identified as a non-suspect material, the material should be assumed to contain asbestos and renovation and/or demolition activities should be halted until sampling and analysis can be accomplished. Parties conducting renovation and/or demolition activities should follow all applicable federal, state, and local regulations in handling identified and suspect ACM.

The information contained in this report was based upon specific parameters and regulations in force at the time of this survey. The information herein is only for the specific use of the WCVAMC, SES, and CT, unless written authorization is obtained from CT. CT accepts no responsibility for the use, interpretation, or reliance by other parties on the information contained herein, nor does this report represent an instrument of regulatory compliance or an asbestos abatement specification.
