It is not clear if the cable locations are to be reused or are they to be new pathways in walls?

Contractor to include in their bid price the cost of 3% of additional data port rough-ins for existing conditions where either the device is determined to not have an existing conduit pathway, or the existing conduit pathway does not accommodate new cabling.

Because of Design Alert 16 cable quantities at most locations are reduced. A ¾" rough-in which is what most existing rough-ins will be can support up to 3 cables and most devices have 2. There should not be any new rough-ins, so there is nothing to quantify. Comment by Moffett, Michael T.: So the expectation is clear, I recommend we state offerors are to include in their bid price the cost of additional pathways. Otherwise it is quite likely we will see mod request to add new pathways when they should have been included in the initial bid price.

I would have expected the AE firm to have estimated the total number of potential new pathways based on the current capacity of the existing pathways and anticipated need for more capacity for larger CAT 6 cable. This is what we paid the AE for.

A ½" conduit can support 2 cables and would be the worst case conduit size. A new rough-in would only be needed if something unforseen came up, or the contractor wanted to provide as part of their means and methods. There is not anything for SES to quantify.)

Per Drawing TN000 – Phasing General Notes E. Existing cable removal: after new cabling has been installed and activated, remove existing backbone cabling and existing area outlet cabling from telecommunications rooms being abandoned. Remove unused cabling in previously abandoned telecommunications rooms.

YES
Please identify the system for Division 28 - Electronic Safety and Security > Physical Access Control System in document “Att 4 Specifications Grand Junction Data Center.”

Devices for the system in question are indicated on the Telecom TN400 series sheets . The specifics for each system are identified within the specifications. Comment by Moffett, Michael T.: I recommend we specifically state which drawings. All to often I have seen a response this and it turns out we never verified which plans and in the end the info wasn’t there. Furthermore, the more specific we are in our answers, the less ambiguity we will have if a dispute arises

Also, any information contractor’s need from the so-called spec book needs to be in the drawings or the specifications. The spec book is for informatioon only and not binding. The spec book is for our internal use, not the contractors. We paid the AE to provide complete specs and drawings. Comment by Moffett, Michael T.: Just as the drawings, I highly recommend specifically where in the specs this is located.

The BOD report should not have been included in the solicitation. That is a document for us, not the contractors. All pertinent info contractors need should be in the specs and drawings.

It should be removed from the attachment list.

I don’t understand why there is a separate spec attachment for project management. Why isn’t included in attachment 13?

Why is the construction schedule included in the attachments? After reading the narrative is clear this was for internal purposes. We should not be dictating the contractor’s schedule other than giving them the total number of days after NTP.

The so-called spec book and schedule needs to be labeled and called out as “For Information Only” and inform the offerors the schedule and spec book is not binding and the drawings and specifications control. Comment by John Sanborn: A/E did not intend these additionla documents be sent for solicitation and they were not provided with the 100%. These are being removed via Ammnedment.

Design Team requires more clarity regarding information being requested if beyond what is shown within the drawings and specifications.

YES

MECH
Can we get the spec section for the Mini Split Systems shown on the schedule on M600?
SECTION 23 81 23 COMPUTER-ROOM AIR-CONDITIONERS

Comment by Moffett, Michael T.: See previous comments about the lack of specifics in our answers.

CIVIL
Yes
We see the new duct bank going through existing sidewalks, curb and gutter, roadways and parking lots but did not find any division 32 specs to go with the work. Can the VA provide them?
Contractor to match existing asphalt and concrete sections. All division 32 work is patchback only.Comment by Moffett, Michael T.: How can they match it if they don’t have the specs stating what they are to match? What is the concrete and asphalt formula they are to match? What is the compaction and base and subbase material they are to match?

Div 32 specs included in amendment

8
CIVIL
Yes
We see details for the new duct banks themselves but nothing showing where they are to enter the buildings, what kind of foundations or walls will need to be penetrated or excavate under. Can the engineer provide the required details showing how each of these building are to receive the new duct banks?

Civil scope ends 5' outside of each building.

Each building has a concrete foundation wall that will require core drilling. Mechanical/Electrical/and Telecom specs provide clarity on steel sleeves where passing through a foundation or existing CMU/masonry wall.

CIVIL
Yes
There are a lot of notes that state contractor to verify actual depth of crossing utilities, we can do that but wouldn’t be able to do it before the bid, so we have to bid off existing drawings. How would we be reimbursed should the drawings be incorrect and a major conflict exists?

Utilities have been located based on new civil surveys and existing drawings.

We do anticipate that the construction teams have their own Utility Locator on their team to assist with locates. Small field adjustments will be required along the route to account for existing conditions. Areas of dense utilities have by hydro-excavated on other EHRMs Contractor should include a small contingency in their excavation fees to cover unknowns that could not be determined during the design phase. GPRS of the entire alignment would have been impractical.

10
CIVIL
Yes
Can we get the spec sections for DIV 03 Concrete?

Calibre/JTB: Specs 03 30 53 will be provided via amendment Comment by Moffett, Michael T.: Are they included in the solicitation? If not, it doesn’t matter if they were already provided to the VA. VA needs to determine if we actually have them and if so, then the answer should be the specs will be provided via amendment #?????. If the VA determines we do not have the, then the AE needs to provide them, again if necessary.

YES
Is it the intent to remove all cabling shown on the TD Pages TD- 101 through TD-106D only? And what if there are abandoned cables from previous projects etc found - will they also have to be removed, and if so, how do we get reimbursed for that?
New cabling shall be cat 6a.

Existing unused cabling is to be removed and included in the bid price.

On the UPS's and PDU's is it the intent to have 1 new UPS w/ PDU's per rack? Or can the VA give us a total of how many and what size UPS and associated equipment? Some Rack Elevations show the UPS's and others do not.

As shown on the drawings, Building 1 will have 2 central UPS’s, so the racks in Building 1 will not contain rack mounted UPS’s.

As shown on the drawings, The racks in all the other buildings will have rack mounted UPS’s. Comment by Moffett, Michael T.: Why isn’t this shown on the plans? Comment by John Sanborn: This is shown on the drawings, additional clarification added to the response.

YES
We looked through all the documents provided and found the Geotech report but seems to be for building 20 construction in 2008. No underground pathways are even proposed for that portion of the campus. Can we get a Geotech report for the areas we are excavating?
The project no longer includes excavation for new building construction. The geotech report provided is from a design option for an external TR at building 20 and that option has been abandonedComment by Moffett, Michael T.: So is this geotech report even applicable to this project? If not, then it should be either removed or marked as “for information only.”

VA – please label any Geotech reports provided as FIO

YES
Will ICRA carts be required to use for hallways and corridors when working above the ceilings? If so for which buildings and which floors in those buildings?

See SPEC 01 35 26 1.12.

How large are the new 3/4" backboards being installed in all TR's supposed to be in total? It just says bottom 8'-0" Min AFF - but how wide?
Refer to the drawings TN000 communications symbol legend, Provide 3/4" thick x 4' wide x 8' high A/C grade fire-retardant treated plywood backboard. Refer to floorplans for widths. Cut additional plywood to fit approximate width indicated on floorplans.Comment by Moffett, Michael T.: This should be shown on the plans or specs.Comment by John Sanborn: Specific reference to plans added to response.
16
ARCH
The Plan Notes #7, #8 and #9 on the A pages are all asking the GC to "verify before bidding" - That is impossible to do so how will that be reimbursed?
We now understand that contractors may not be able to verify these conditions before submitting bids, so that CYA portion of the note will be removed.

Plan notes 7,8 & 9 refers to work that needs to be completed to ensure all walls extend to the deck above with gypsum board on both sides to create a contained TR room. The existing walls may or may not already extend to the deck above. During our site investigation, we checked each condition to see if those walls need studs, gypsum board or some combination. The keynotes 7,8 & 9 tell which combination is needed for each wall. We added the note "contractors to verify before bidding" as a way for the contractor to verify mechanical ducts, conduit lines and other such infrastructure that may impede extending the walls to deck. . Comment by Moffett, Michael T.: This type of response is not acceptable in my opinion. We paid for a complete design. Putting this on the contractor because the AE apparently chose to not do a complete design is not what we paid for. On top of that, to state they are to verify before bidding is ridiculous. What does wors case scope even mean? How can a contractor reasonably estimate that? All the AE is going is setting us up for a problem during construction. I have seen this way too often and it is always a problem.

17
ARCH

A109 - Note #11 - What type of flooring is to be removed?

The two existing flooring types are carpet and hard surface flooring assumed to be LVT.

18
ARCH

A109 - Note #12 - please provide a detail of the decorative glass panels to be salvaged and replaced.

The “existing” decorative panels are held up using “existing” metal wall standoffs.

The standoffs are standard fasteners for mounting panels to a wall.

The drawings provide size, location and quantity details. , but we will provide a basic detail for mounting these. The contractor, when sourcing the additional wall standoffs, should attempt to match the “existing” wall standoff as best as they can. Our note "Contractors should verify before bidding" will be revised to "New wall standoffs should match existing wall standoffs". See attached wall stand-off/attachment detail.

. Comment by Moffett, Michael T.: If it should be easy to field verify during the pre-bid meeting then it should have been very easy to call it out in the plans or specs. The pre-bid meeting is not the place to learn this info. It needs to be made available to everyone, not just those in attendance. Once again, we paid for a complete design. This info should have been added to the plans or specs. I would expect the detail will be added in the forthcoming conformed copy of the plans and specs.

Please describe the difference between Attachment #13 100% CD Specification and Attachment #5 100% CD Basis of Design. Is one more important than the other? If there is a discrepancy between the two? Which one do we follow?

Please follow the latest files/docs uploaded on Sam.gov. If a document listed is not available for download that means we have removed the file. Comment by Moffett, Michael T.: We should be specific as to what the latest files/docs are that they are to use. We really didn’t answer the question. Furthermore, if we are no longer making document available, remove any reference to it. We are creating needless ambiguity and confusion that will only bite us in contract admin.

Attachment #5 was for internal use and is being removed from solicitation via amendment.

YES

There are two EHRM projects out for bid, what is the timeline for these 2 projects, which EHRM project needs to start first? Are these two projects going to be awarded and started at the same time?

Each project shall be its own contract. Each project has its own timeline. Keep questions related to this project. Comment by Moffett, Michael T.: We really didn’t answer the question, particularly if they will start at the same time. They are probably wanting to know if there they will be working side-by-side another contractor.

YES
The VA estimated schedule for site work/Duct bank and restoration seems short for the extent of work considering possible relocation of existing utilities and shutdown requests duration for existing utilities. Can this be adjusted to add for utility shutdown request period?

VA estimated schedule is a comparison tool for this project. Contractor shall develop their own schedule and follow SPEC 01 32 16.15. Comment by Moffett, Michael T.: I don’t understand what this means. I think they are saying our POP isn’t long enough. It would be a good idea to reconsider the POP.

We should be telling the contractors the schedule is for information only and they are to develop their own schedule independent of the schedule in the solicitation. It should not be included in the contract when awarded.

Attachment #3 on Construction Schedule was for internal use and is being removed from solicitation via amendment.

YES
Please advise if sitework for duct banks will be performed during winter (note that VA estimated schedule of May 2025 has already passed for sitework). If this is winter work, then the schedule needs to be adjusted further to cover for weather conditions.

. Comment by Moffett, Michael T.: This isn’t a means and methods issue. It is a scheduling issue which we muddied the waters by including our own schedule, which we should not have. We should tell the offerors the schedule for information only and they are to develop their own independent schedule after award and weather related delays will be addressed in accordance with the Default Clause. Comment by John Sanborn: Clarification added Contractor shall develop their own schedule after award and weather related delays will be addressed in accordance with the Default Clause

Attachment #3 on Construction Schedule was for internal use and is being removed from solicitation via amendment.

YES
1. Per VA estimated Construction Schedule included in the RFP, the duration for installation and completion of activity ‘Install Communications System’ seem to be short (ex; Bldg 1, Level 1) which shows duration of ‘Communications Install’ at 10 days only. If this pertains to the whole ground floor (Bldg 1, Level 1), this is definitely not enough considering installation of new conduits and cabling for all the rooms. Please confirm if this is for the TR rooms only and not for the whole floor (Ref. Sheet B01-TN101A). The duration of 10 days will not be enough for the whole floor. Please advise and adjust schedule to include installation of conduits, and comms wiring for each floor rooms. Note that this will increase construction duration in consideration of adding durations for installation of data/comms to each room per floor and buildings.

. Comment by Moffett, Michael T.: See my previous comment about the schedule. We should tell them it is for information only and the awardee will develop their own independent schedule. Comment by John Sanborn: Clarification added Contractor shall develop their own schedule after award

ET series drawings for CCTV camera. Bid spec documents do not specified what system are currently in place for this project, please answer the following questions:

a) What is the manufacturer of the current video management system?

b) What version/existing is the current video management system operating?

c) Are we expected to support version upgrades as part of this contract?

d) Are there sufficient existing licenses to support the new cameras?

e) Are the cameras to be 2MP pan/tilt/zoom or fixed dome?

f) Is there a current vendor/installer of this system that we can contact? Please Provide Contact

We have identified that most of the GJVA CCTV camera system is Honeywell but we also have Axis, and Milesight cameras in our CCTV system. The contractor will need to VIF which system they will be working with. Comment by Moffett, Michael T.: We should have identified what we have that they will be working with. That is what we paid the AE to do.

The cameras should be 8mp, fisheye and PTZ capable.

Is there an allowance of 1 1/4” data rough-in that should be carried within the Div.26 pricing? Some previous requirements on other projects requested 5-10% additional 1 1/4” data rough-in to cover what may have missed during design.

5% at no extra cost to the government Comment by Moffett, Michael T.: There should be no contingencies. We will end up paying this 5% plus the cost of change when we mod the contact as if there wasn’t a 5% contingency. We paid the AE to provide a complete buildable design. This should have been included in the design.

Will soil testing be performed prior to construction, to determine if any soils are contaminated?

Yes . Comment by Moffett, Michael T.: If? How can the contractor price “if”? If we don’t tell them definitively yes, and during construction, they end up needing to do it, it will be a change. Why not just says yes now? I doubt the cost will be much and it will not impact the project like it could during construction.

WAO-There are no prints that indicate new locations. Is this a 1 for 1 replacement for existing cables?

No. This is not a 1 to 1 replacement Comment by Moffett, Michael T.: So we have info scattered around in places that do not pertain to the item. Electrical work should be in electrical plans, telecom should be in the telecom plans, demo should be demo.

Contractor’s don’t know what design alert 16 is. That info should be incorporated into the plans and specs. How much as the outlets been reduced and what are “new work sheets” for new cable counts?

Refer to telecom demolition sheets for existing cable counts and telecom new work sheets for new cable counts.

YES
Is there required a full survey of every room/above ceiling? If so, who dictates the outlet location and quantity of cables per location?

Existing WAO and quantities are shown on the Telecom demo plans, New WAO and quantities are shown on the New Telecom Plans.

See addendum 1 drawings. The contractor shall confirm quantities. Comment by Moffett, Michael T.: So the AE didn’t do a full room survey? If they had, the outlet location and quantities of cable per location would be known.

YES
Can the government provide a quantity of CAT6 A cables that need to be installed by TR? Please provide a Drop Count Matrix that needs to be provided.

No Comment by Moffett, Michael T.: 75-80: These issues was a problem for another EHRM project I had. We really should have a matrix that has the counts for each room. If we don’t have counts, it will probably bite us after award. Comment by John Sanborn: Quantities added

83
SES T

Is there required a full survey of every room/above ceiling for the for TN series note#2 (cable tray capacity)?

No. If there is no existing cable tray then J-Hooks will be provided.

Generally tray is above corridors. Not every ceiling would need to be reviewed for cable tray capacity.

84
TECH

Is there an allowance for unforeseen cable tray that the A&E would like the EC to carry?

Not at this time. Comment by Moffett, Michael T.: Do we say anything about how many trays are to replaced or added? We should have an idea of what we will need just by observation. If we don’t know, then the AE has dropped the ball. This will probably come back to bite us.

Contractor shall include J-Hooks in all locations. Once in the field, existing cable tray can be utilized where existing conditions allow.

85
TECH

If innerduct is required, the specifications identify that it should be installed in cable trays or support systems, has this been accounted for in sizing of cable raceways as the innerduct will consume quite a bit of space.

Innerduct is only permissible to be installed using metallic straps, hangers and fittings to support raceway from building structure per specification section 270533-2.1(H)(3).

86
TECH

Please confirm that the A/B backbone fiber to be installed in cable tray and not in a dedicated conduit raceway.

27 05 35

2.2 FIBER OPTIC CABLE RACEWAY.

A. Design. Raceway system shall be a modular system of channels, fittings, and brackets, able to be assembled with couplers. Fittings for cable spillout shall maintain a minimum 2” bend radius.

B. Materials. Raceway shall be constructed of rigid PVC and ABS plastics.

A/B backbone fiber to be installed in dedicated conduit. Comment by Moffett, Michael T.: We should be referring to the drawing or spec that states this.

87
TECH

Existing conduit sizes are not shown in the documents for existing data outlets, please clarify what conduit size and fill should be assumed by the contractor for existing data outlets. If the conduit size is not sufficient to an existing outlet will the VA require a new conduit?

Contractor should assume new cabling will fit within existing data drop rough-ins. Thin cat 6A cabling may be required. Conduit size likely varies across campus. Comment by Moffett, Michael T.: This is another one that probably will come back to bite us. We should be able to give specific answers to this. If not, then the AE dropped the ball. I thought we were using CAT 6E, not A. If they can use either, how will they know how much A they need if we don’t give them the info they requested?

88
TECH

Please confirm the rough in required to the corridors from rooms with data outlets, is this conduit extending from the rooms into the corridors or just vertical conduit running up from the outlet? If running conduit into the fire rated sleeve, please provide a detail showing this connection.

Refer to detail 5 of sheet TN601. Conduit will not be run through fire rated sleeve.

89
TECH

Are we to assume that areas with existing data devices will not require new fire rated wall sleeves? If new sleeves are required, please provide a count so that bidders will be aligned in scope of work.

The intent of the design is that main corridors will be used for routing. Sleeve locations are shown on the enlarged TR plans. There will be additional sleeves from rooms to corridors that is left as means and methods for the contractor.

The construction team is required to select the cable routes. This doesn't allow the design team to quantify the sleeves. Comment by Moffett, Michael T.: This was a problem on another EHRM project. We should know if a new sleeve is needed and how many.

Furthermore, this is being procured using Sealed Bid procedures. There is no reviewing of individual price elements. The award will be made on price and price related factors only. There are no trade offs or best value. It will be the bottom-line price. The AE should have, as part of their due diligence, determined viability of potential pathways and routes. If obstacles are discovered, they should be called out in the plans. We are not paying the contractor to design this project. That is what we paid the AE to do.

Sleeves are required and shall be included per the notes identified. Recommend each bidder identify the quantity of sleeves they have included with their bid so that bids can be reviewed accordingly.
