Appendix_F%20-Legacy_CMS_List.xlsx

The file is an Excel spreadsheet listing Legacy Case Management Systems (CMS) for county courts across Tennessee, compiled by the Administrative Office of the Courts (AOC). The spreadsheet comprehensively documents 95 counties' court systems, detailing 400 total courts with their specific court clerk names, court types (Circuit, Chancery, Criminal, Probate, General Sessions, and Juvenile), and current case management system platforms. These platforms include TnCIS, ICON, Quest, CourtNet, JIS, Tyler, In-House, ACS/Xerox, and SoftTec, indicating a highly fragmented technological landscape across the state's judicial system.

The document serves as a critical inventory for the state's upcoming statewide Case Management System and eFiling Application procurement, which aims to replace the existing disparate systems with a unified commercial off-the-shelf (COTS) Software as a Service (SaaS) solution. The current environment involves approximately 14 different case management systems, ranging from on-premises solutions to custom-built and commercial platforms. The proposed new system will serve an estimated 238 clerks and 319 judges across 400 courts, with complex integration requirements involving 26 distinct data exchange mechanisms and interfaces with multiple state agencies, including the Department of Correction, Department of Revenue, and Tennessee Bureau of Investigations.
