About this file

Cost Proposal & Scoring Guide for Tennessee Statewide Court CMS and eFiling Application

This is a Cost Proposal and Scoring Guide attachment for an RFP issued by the State of Tennessee's Administrative Office of the Courts (AOC) for a statewide Case Management System (CMS) and eFiling Application. Respondents must submit detailed cost proposals across multiple service categories including implementation services, recurring charges, local integrations, change orders, and supplemental rate card services. The cost proposal must be completed exactly as specified in the Excel workbook, with all monetary amounts in U.S. currency limited to two decimal places. The Cost Proposal must remain valid for at least 120 days subsequent to the proposal opening date and thereafter according to any resulting contract. The RFP response deadline is September 8, 2025, with contract award anticipated in November 2025, and the contract term is 120 months with potential 12-month renewal options.

The Cost Proposal Scoring Guide establishes evaluation factors for different cost categories that are used for evaluation purposes only and do not constitute volume guarantees or minimum purchase quantities. Respondents must provide firm pricing throughout the agreement term across six primary cost categories: (1) Implementation Services (Initial Build and Phased Rollout for both CMS and eFiling Application over Years 1-3 and Years 1-10 respectively), (2) Recurring Charges (Software & Licensing, Hosting, and Maintenance & Operations for both systems over Years 1-10), (3) Local Integrations (unit pricing for Simple, Moderate, and Complex integrations with evaluation factors of 175, 35, and 10 respectively), (4) Change Orders (hourly rate with evaluation factor of 1,000), (5) Rate Card for Supplemental Services (hourly rates for Project Manager, Business Analyst, Architect, Application Developer, QA/Tester, and Database Administrator), and (6) Local Court Implementation Costs (categorized by court type with detailed unit costs for implementation activities). The workbook includes a Summary Dashboard that calculates total evaluation cost, with the State reserving the right to request any goods or services in any specific dollar amounts or not at all during the contract period. The Cost Proposal must be signed by an individual empowered to bind the respondent, with evidence of authority required if the signer is not the President or Chief Executive Officer.

Comment:

To ensure we compare apples to apples, should we indicate when the vendor should assume these recurring charges go into affect? For example we can say, assuming Year 1 is once the first phased rollout/early adopter courts go-live and are formally transitioned from hypercare to ongoing support.
