About this file
This is a Cost Proposal and Scoring Guide attachment for the State of Tennessee's Administrative Office of the Courts (AOC) RFP for a Statewide Case Management System (CMS) and eFiling Application. Respondents must complete the comprehensive cost proposal worksheet detailing pricing for implementation services, recurring charges, local integrations, change orders, and supplemental services for both the CMS and eFiling Application across a 10-year contract period. The proposal must include annual fixed-fee costs for implementation organized in two phases: an Initial Build phase (Years 1-3) and a Phased Rollout phase (Years 1-10), covering services such as project management, enterprise analysis and design, baseline build configuration, statewide integrations, custom development, testing, training, and cutover support. Respondents must provide the total implementation costs for all courts, with costs organized by court categories as determined by the respondent (such as by county population size or court type), and must ensure all spreadsheet calculations are correct with firm pricing maintained throughout the agreement term. The RFP response deadline was September 8, 2025, with a contract term of 120 months and potential 12-month renewal options. All monetary amounts must be stated in U.S. currency limited to two decimal places, and the Cost Proposal must be converted to PDF and signed by an individual with authority to bind the respondent.
The proposal requires respondents to provide annual costs for recurring charges including software and licensing, hosting, and maintenance and operations for both systems across all 10 contract years. Respondents must establish unit pricing for three tiers of local integrations—Simple (175 evaluation factor), Moderate (35 evaluation factor), and Complex (10 evaluation factor)—and provide hourly rates for change order work capped throughout the agreement term. The Rate Card section requires respondents to provide maximum hourly rates for supplemental services roles including Project Manager, Business Analyst, Architect, Application Developer, QA/Tester, and Database Administrator across all 10 years. The document emphasizes that evaluation factors represent calculation methodology only and do not constitute volume guarantees or minimum purchase quantities, and the State retains no obligation to request any specific dollar amounts or services during any contract period. A Summary Dashboard tab automatically calculates the total evaluation cost by summing all proposed costs across implementation services, recurring charges, local integrations, and change orders. The Cost Proposal must remain valid for at least 120 days following the proposal opening date and thereafter per any resulting contract.

Comment:
To ensure we compare apples to apples, should we indicate when the vendor should assume these recurring charges go into affect? For example we can say, assuming Year 1 is once the first phased rollout/early adopter courts go-live and are formally transitioned from hypercare to ongoing support.
